Summary: Moodle Modernization Project Q&A (Amendment 0001)

This document is a Questions and Answers amendment issued in response to vendor inquiries regarding RFQ 90MC0026Q0006 for Moodle Learning Management System (LMS) Modernization by the Selective Service System (SSS). The solicitation addresses modernization and development services for a Government-hosted Moodle instance currently running version 4.4.3 with PHP 8.2.28 on Windows Server 2016 with SQL Server 2019 database, hosting approximately 7,000 users annually with capacity to support 20,000 during mobilization. The project encompasses migration of 30 existing courses, 2,059 learner records, 9 SCORM/xAPI packages, and approximately 478 plugins (mostly free with some customizations). The 12-month base period includes a 6-month modernization phase followed by 6 months of course development and support, with role-based staff including a Moodle System Administrator, Technical SME, Instructional Designer, SCORM/xAPI Specialist, PHP/Moodle Developer, and Reporting Analyst. Resumes for required personnel are excluded from the 70-page Volume II page limit, and vendors may propose combined or overlapping skillsets for positions.

The Government furnishes the development and production environments, hosting infrastructure, and authoring-tool licenses (Articulate Rise 360/Storyline, Adobe Captivate), with contractors excluding infrastructure hosting costs from pricing. The contractor must provide and manage cloud hosting meeting FedRAMP Moderate authorization standards with all associated platform, security, administration, maintenance, and support costs included. All custom-developed plugins, integrations, and code created under the contract become Government property, with the contractor retaining ownership of pre-existing proprietary tools and frameworks incorporated into the solution. The Government will bear the cost of background investigations and Public Trust suitability processing required only for personnel requiring PIV credentials or access to Government systems. Demonstrations will be conducted virtually on a government-designated platform for the most highly rated written quotations, with specific timing and logistics to be provided in advance. No further questions-and-answers period will occur following this amendment.

21. Reporting Formats & Compliance: Regarding Task D (Reporting and Analytics), what are the mandated export formats (e.g., CSV, PDF, JSON via API) for the scheduled leadership and compliance reports? Additionally, should the role-based dashboards natively utilize Moodle core reporting tools, or is an external Learning Record Store (LRS) integration required for xAPI event streams?

RESPONSE: Current Moodle version has a basic learning record store. File formats would be (CSV, XML, TXT, Excel, PDF, JPEG, GIF, PNG, MP4, JSON, ODS) for leadership and compliance reports. Role based dashboards are individual based and we use my courses which is cohort based. Ideal to have Moodle Workplace which fully supports native role-based dashboards driven by built in reporting tools.

22. Cybersecurity & Cloud Compliance: Given the security hardening and cloud hosting requirements for supporting approximately 7,000 users, does the Agency have a preferred or mandated FedRAMP-authorized cloud baseline (e.g., FedRAMP Moderate) for the Moodle Environment Deployment, or is vendor-proposed cloud architecture evaluated based on inheritance models?

RESPONSE:

The Contractor shall provide and manage the cloud hosting environment for the Moodle LMS and shall include all associated hosting, platform, security, administration, maintenance, and support costs in its proposed price. The environment must be authorized by FedRAMP Moderate. The Government does not impose data-residency or contractor-personnel geographic restrictions beyond those applicable to the proposed FedRAMP Moderate–authorized service and the personnel security, access, and remote-support requirements stated in the PWS.

23. Attachment 3 (Pricing Sheet) is titled "RS Pricing Sheet" and its header reads

"REQUEST FOR QUOTE NUMBER: 90MC0026Q0005, SSS READINESS SIMULATION

PROJECT." Will the Government issue a corrected Attachment 3 for RFQ 90MC0026Q0006, or should vendors use the posted workbook as-is with the CLIN rows shown?

RESPONSE: Amendment has been issued addressing this change.

24. In Attachment 3, the Subtotal cell (J20) sums J9:L19, the Total Evaluated Price cell (J21) references only L20 (an empty cell), and CLIN price-entry cells alternate between columns J and L. May vendors correct the cell references/formulas so the workbook totals compute accurately, provided all CLIN prices remain unlocked and formula-driven per the 52.212-1 Addendum?

RESPONSE: This has been resolved.

25. CLINs 0001–0005 correspond to PWS Section 4 Tasks B–F. PWS Task A (Discovery and Architecture, Months 0–2) has no corresponding CLIN. Should Task A effort be priced within CLIN 0001, or will the Government add a CLIN for Task A?

RESPONSE: Resolved via an amendment.

26. Please confirm the intended relationship between the task-based CLINs 0001–0005 (unit: JB) and the role-based CLINs 0006–0008 (unit: MO). For example, should CLINs 0006–0008 capture all labor for the three support positions described in PWS Section 5 across the period of performance, with CLINs 0001–0005 capturing all remaining effort and other direct costs for Tasks B–F? Vendors need this mapping to price consistently and avoid double-counting labor across CLINs.

RESPONSE: Corrected via an amendment.

27. The 52.212-2 Addendum Factor 1 paragraph and the Capability Demonstration paragraph at 52.212-1 Addendum reference the vendor's "commercial readiness simulation solution." Please confirm these references should read the Moodle LMS Modernization solution described in the PWS.

RESPONSE: It should read Moodle LMS Modernization. Vendors can give a functional demonstration of their capabilities.

28. Clauses 52.217-8 and 52.217-9 are included and 52.212-2(b) states option prices will be added to the total evaluated price, but the schedule contains no option

CLINs and PWS § 16 states a 12-month base period only. Please confirm whether vendors should price any option period(s), and if so, provide the option CLIN structure.

RESPONSE: Price current for 12-month base period with no follow-on years are being pursued. For FAR clause 52.217-8 the Government may extend the contract to up to 6 months if evaluated prior to award. The cost is typically 6 months of the base year price.

29. PWS Task A references "cloud/on-prem hosting options," while RFI 90MC00_0004 Amendment 1 stated SSS will migrate to a Government-authorized cloud within a FedRAMP Moderate boundary on SSS-owned infrastructure. Please confirm the Government furnishes the target hosting environment and its consumption costs (e.g., Azure subscription, Splunk Cloud), and that vendor pricing should exclude infrastructure hosting costs.

RESPONSE: Government furnishes host environment.

30. Please confirm whether the Government furnishes authoring-tool licenses (Articulate Rise 360/Storyline, Adobe Captivate) for Task C content development, or whether vendors should include any required licenses in their price.

RESPONSE: Yes

31. PWS Section 5 requires Public Trust suitability. Please confirm SSS will initiate suitability processing at award and whether contractor personnel may perform non-production discovery and DEV-environment work pending adjudication.

RESPONSE: The Government will bear the cost of required background investigations and suitability processing for contractor personnel. Public Trust suitability will be required only for contractor personnel whose assigned duties and level of access require a PIV credential or access to Government facilities, systems, networks, or information subject to the applicable suitability requirements.

Contractor personnel who do not require a PIV credential or access to Government internal systems may perform authorized activities without Public Trust suitability, subject to applicable Government security requirements and access controls.

Accordingly, contractor personnel may perform appropriate discovery, planning, development, configuration, or other authorized work in environments that do not require Public Trust suitability or restricted Government system access. Any access to Government systems, facilities, or information requiring additional security or suitability requirements will be contingent upon completion of the applicable Government processes and authorization.

Vendors should structure their staffing and transition approach to account for these access and suitability requirements.

32. Section 5 identifies U.S. citizenship and Public Trust clearance as security requirements. Please clarify whether these requirements apply to all contractor and subcontractor personnel performing under the contract, or only to personnel who require access to Selective Service System systems, facilities, or non-public information. If the latter, please identify which labor categories or functions are subject to these requirements.

RESPONSE: Please see response to question 31 above.

33. The PWS references cloud and on-premises hosting, FedRAMP Moderate inheritance, and related security requirements. Please clarify whether the Government requires the Moodle LMS to reside in a Government-furnished or Government-authorized hosting environment, or whether a contractor-provided managed hosting environment is acceptable. If contractor-provided managed hosting is acceptable, please also clarify whether there are any requirements regarding the physical location of the hosting environment (data residency) and whether there are any restrictions on the geographic location of contractor or subcontractor personnel who would administer or support that environment.

RESPONSE: The Contractor shall provide and manage the cloud hosting environment for the Moodle LMS and shall include all associated hosting, platform, security, administration, maintenance, and support costs in its proposed price. The environment must be FedRAMP Moderate authorized. The Government does not impose data-residency or contractor-personnel geographic restrictions beyond those applicable to the proposed FedRAMP Moderate–authorized service and the personnel security, access, and remote-support requirements stated in the PWS.

34. Does SSS prefer to work through a reseller, and if yes, does SSS have a preferred vendor? RESPONSE: No.

35. For the Compliance Matrix in Factor 1 in Volume II (Technical Narrative Approach), which section of the Performance Work Statement (PWS) should be referenced?

RESPONSE: Vendors shall reference the applicable PWS section(s) that corresponds to each requirement identified in the Compliance Matrix. The Compliance Matrix should provide sufficient detail to clearly demonstrate where and how the proposed approach addresses the applicable PWS requirement.

Offerors should not limit their references to a single PWS section when a requirement is addressed in multiple sections. Where applicable, offerors should identify the specific PWS section, subsection, paragraph, or other applicable requirement reference.

36. Hosting Model Responsibility: Does SSS currently own and operate its Moodle hosting environment or is the contractor expected to provide and price commercial cloud hosting/IaaS/SaaS that meets FedRAMP Moderate requirements? RESPONSE: Government owned and hosted on prem.

37. FedRAMP Sponsorship: If cloud hosting must be contractor-provided, does SSS hold an existing FedRAMP Moderate Agency Authorization / ATO for the current environment, or will SSS act as the sponsoring agency for a contractor's FedRAMP Moderate authorization package? RESPONSE: Not Applicable
