Wastewater Rehabilitation Contract Documents for City of Eugene

This is a set of contract specifications and bid documents issued by the City of Eugene Public Works Department Engineering Division for Wastewater Rehabilitation of Harlow Laterals, Bid Number 3, Job #900272. The project involves rehabilitation of service laterals within the public right-of-way or easements using cured-in-place pipe (CIPP) lining technology to eliminate groundwater infiltration and inflow into the public collection system. Work includes video inspection, cleaning, one-piece or two-piece lateral liner installation, lateral connection liner installation, and site restoration. The bid closing date is March 28, 2024, at 2:30 P.M., with all work to be completed before October 30, 2024. Electronic bids only will be accepted through the OregonBuys website. A pre-construction conference is required, and the contractor must attend weekly construction meetings throughout the project duration. The project is subject to state prevailing wage requirements as published by the Oregon Bureau of Labor and Industries, with rates effective January 5, 2024.

The contract specifies liquidated damages of $1,900 per calendar day for failure to complete work on time. Contractors must provide installer personnel licensed and certified by the CIPP manufacturer with minimum three years of active experience and 50,000 feet of installed CIPP in similar conditions, or have a qualified manufacturer representative on site for the initial five days. Pre-bid submittals are required, including detailed installation methods and equipment specifications. Payment for CIPP service lateral liners and lateral connection liners will be made at 75 percent of the bid item unit price until final video inspection is completed and accepted. The project is located within the Oregon Utility Notification Center area (811 system), and the contractor must coordinate with multiple utility providers and other contractors performing cleanout installations under a separate contract. The City has provided an Annual Erosion Prevention Permit (No. 23-09089-01) and a Contaminated Media Management Work Plan; the contractor must maintain copies on site and comply with all erosion control and dewatering requirements specified in the permit and plan documents.
