About this file

This document is a Request for Proposal (RFP) issued by the Utah Department of Health and Human Services (DHHS) for Outreach and Healthcare Access for Substance Use Disorders. The solicitation seeks a contractor to identify and assist individuals with opioid and stimulant use disorders who qualify for public health plans, with a focus on engaging target populations through public education, outreach activities, and healthcare enrollment assistance. The project specifically targets adults aged 18 and older and youth aged 12-17 who are at risk of or currently experiencing substance use disorders and lack insurance coverage. The contractor will be required to work closely with local treatment providers, recovery awareness organizations, and criminal justice agencies to develop educational materials and schedule outreach events.

The RFP requires vendors to demonstrate a minimum of 3 years of experience assisting consumers with Medicaid enrollment and 2 years of experience working with substance use treatment agencies and carceral facilities. Proposers must submit a comprehensive response including mandatory forms, company registration documentation, and a detailed technical proposal addressing nine specific evaluation criteria. The technical proposal must cover areas such as public education strategies, enrollment assistance processes, rural area outreach, client follow-up, and train-the-trainer training development. Vendors will be evaluated on their ability to effectively reach and support the intended populations through targeted outreach, enrollment navigation, and comprehensive support services.
