About this file

This file is the SBE-2 Form (Small Business Encouragement Program Request for Bonus Points) issued by Hillsborough County, Florida, for use in the Waters Avenue Force Main Replacement CEI Services contract opportunity. The form establishes a bonus point system designed to incentivize prime contractors to subcontract at least 10% of the ultimate contract fee to one or more registered Small Business Enterprise (SBE) firms. Proposers may request between 5 and 7 bonus points depending on their own registration status: 5 points if the proposer is not a registered SBE firm, 6 points if registered as an SBE firm, or 7 points if registered as a Service-Disabled Veteran-Owned Small Business (SDVOSB) firm. The form requires proposers to list all registered SBE subcontractors to be utilized, identify their registering agencies, and confirm execution of Letters of Intent with each named firm. All listed SBE firms must be either registered with Hillsborough County or possess reciprocal eligibility with supporting documentation as specified in the solicitation documents.

Proposers who complete and submit the SBE-2 Form commit to subcontracting at least 10% of ultimate fees received to the named SBE firm(s), with this requirement applying to Work Orders, Term Contracts, Professional Services, and CCNA Contracts. The County has established a 10% SBE participation goal for the overall Waters Avenue Force Main Replacement project, estimated at $2,200,000.00. Failure to complete the form requirements may result in rejection of the bonus points request. Proposers must attach copies of current SBE registrations for all named subcontractors and provide evidence of reciprocal registration from other jurisdictions where applicable, along with executed Letters of Intent forms provided by the County in the solicitation documents.
