About this file

This document is a Subcontractor Letter of Intent form issued by Hillsborough County, Florida as part of the county's Small Business Encouragement Program. The form is designed to formalize agreements between prime bidders/proposers and registered Small Business Enterprise (SBE) subcontractors on county solicitations. The letter of intent must be completed and signed by authorized representatives from both the bidder/proposer and the registered SBE firm, and it outlines the key terms and understandings regarding the potential future subcontracting relationship. Bidders are required to submit a separate letter of intent for each registered SBE listed in their bid or proposal. The form requires identification of the scope of work or work item numbers to be performed by the SBE firm, along with estimated dollar amounts where applicable.

Bonus points will be awarded during the evaluation process if at least one of the listed SBE subcontractors meets the county's SBE Program registration requirements. Notably, for Work Order/Term Contracts, Professional Services, or CCNA Contracts, estimated dollar amounts or percentages of work should not be listed, as any dollar amounts or percentages provided will not be considered in the award of bonus points for SBE utilization. The related solicitation is the Waters Avenue Force Main Replacement CEI Services contract for Hillsborough County, which has established a 10% SBE participation goal for subcontractors on the estimated $2.2 million project.
