About this file

This document is an infographic from the Harris County Department of Economic Equity and Opportunity (DEEO) detailing Minority/Women-owned Business Enterprise (M/WBE) Trucking Procedure Compliance guidelines for ensuring a Commercially Useful Function (CUF). The infographic provides comprehensive instructions for M/WBE trucking firms participating in county contracts, covering key requirements such as operational responsibilities, ownership and operational standards, and documentation submissions.

The guidelines mandate that M/WBE trucking firms must perform at least 30 percent of subcontract work with their own forces, own and operate at least one truck, employ their own drivers, and avoid contrived arrangements to meet contract goals. The document outlines specific provisions for leasing additional trucks from M/WBE and non-M/WBE firms, detailing credit allocation and documentation requirements. Vendors must submit a W-9, current insurance documents, and proof of truck ownership/registration when using M/WBE trucking companies to meet contract goals. The infographic also provides a courtesy review process for M/WBE Utilization Plans, with a submission deadline of 5 business days prior to solicitation closure.
