About this file

This document is a Questions and Answers clarification for an Adult Crisis Stabilization Unit (CSU) Request for Proposals issued by Ventura County Behavioral Health on February 20, 2026. The RFP solicits qualified applicants to operate a 24-hour, 7-day-per-week, 365-day-per-year Crisis Stabilization Unit to provide immediate therapeutic response for acute behavioral health crises on a short-term basis, with the goal of stabilizing individuals and preventing acute psychiatric inpatient hospitalization. The document provides clarifications on submission requirements, including that Section 5.1 Organizational Profile and Qualifications has been revised to allow a maximum of 15 pages, and that supporting documentation attachments will not count toward page limits. Bidders should list question numbers with responses rather than repeat full question wording to comply with page restrictions. If presentations are requested as part of the proposal process, they can be conducted virtually with two weeks' advance notice.

Key submission and evaluation details include that Intent to Bid letters should be emailed to Diana.Davis@venturacounty.org, and that Sections 5.7.5 and 5.7.6 require only Yes or No responses with no upload required. Sections 5.7.4 and 7.1.F request identical financial documents, and bidders should reference Section 5.7 when uploading documents to Section 7.1.C Rate Proposals using the Attachment A Rate Proposal Submission Template. Checking "Yes" in Section 8 on BonFire indicates agreement with Contract Terms and Conditions on RFP pages 46-47. The county will provide and install ADA-compliant identification and wayfinding signs, so contractors need not budget for this. Bidders seeking county Medi-Cal reimbursement rates for CSS/CSU level of care should visit the DHCS website under the Medi-Cal Behavioral Health Fee Schedule.

Adult CSU RFP Questions & Answers March 17, 2026

1. For Section 5.1 Organizational Profile and Qualifications, we understand the page limitation is 3 pages max. Part of the narrative asks for us to provide office locations as well as disclosure of litigation but due to the size of our organization, we are unable to stay within page limitations and provide all of the list. Are we able to submit them as attachments to enable us to remain within the 3-page limitation? If we are, will a new field be added for the attachments? If not, can we include part of the list in the narrative and provide the rest upon request?

Section 5.1 of the RFP will be revised to reflect a Maximum of 15 pages.

2. Could you please share your county Medi-Cal reimbursement rate for the CSS/CSU level of care? We have seen a couple of different things on the DHCS page and want to make sure we create a pricing structure that makes sense for Ventura County.

Visit the DHCS website under Medi-Cal Behavioral Health Fee Schedule

3. What is the difference between financial documents requested in prompt 5.7.4 Required Financial Documents and prompt 7.1.F Financial Documents?

Sections 5.7.4 and 7.1.F are requesting the same Financial Documents

4. May bidders include ancillary or supporting documentation attachments that support responses to sections 5 and 7 of the RFP? If so, please confirm that it will not count toward the page count for that section

Attachments will be considered supporting documents.

5. If bidders are invited to make a presentation to VCBH as part of the proposal process, will the presentations be virtual or in-person? How much advance notice will be provided?

If requested, presentation can be done virtual and bidder will be given two weeks advance notice.

6. Please confirm for Section 8. Contract Terms and Conditions on BonFire that Checking ‘Yes’, indicates agreement to listed terms and conditions on RFP pp46-47.

Checking “Yes” indicates agreement with Section 8 (Contract Terms and Conditions).

7. Please confirm what document(s) should be uploaded to 7.1.C Rate Proposals as specified in Section 5.1 using Attachment A: Rate Proposal Submission Template on BonFire.

Requested Information in Section 7.1.C, has been revised to reflect Section 5.7

9. There is no upload file option on BonFire for Sections 5.7.5 Rate Proposal Evaluation Criteria and Section 5.7.6 County Right Regarding Rates. These sections contain multiple questions on page 41 of the RFP. Can the County please confirm that just checking Yes or No is a complete answer and no upload is required for Section 5.7.5 and Section 5.7.6?

Sections 5.7.5 and 5.7.6 requires a “Yes” or “No” response. No upload required.

10. Please confirm that bidders are not required to include the wording of each question and instead may only list the question number, in order to stay within the County’s page limits?

Listing the question number with the response will suffice.

Email letter to Diana.Davis@venturacounty.gov
