About this file

This document is a Questions and Answers record from Ventura County Behavioral Health addressing bidder inquiries regarding the Crisis Stabilization Unit (CSU) for Adults Request for Proposals issued on February 20, 2026. The RFP solicits qualified operators to provide 24/7/365 crisis stabilization services for acute behavioral health crises at a facility located at 3150 E. Los Angeles Avenue, Simi Valley, CA 93065. The facility will include eight CSU chairs, a nurse station, medication room, interview room, offices, reception area, and bathrooms/showers, with planned proximity to a future Psychiatric Health Facility. The building is currently undergoing renovations and tours are not feasible at this time. Bidders are responsible for developing their own volume and census projections, as the County will not provide historical utilization data from existing crisis programs. Bidders may propose alternate or additional services based on their knowledge of the client population.

Key contractual terms include that contractors must utilize the County's Electronic Health Record system and bear all associated costs, including user license fees. Contractors are responsible for procurement and funding of patient-facing televisions and ongoing cable or streaming services, while the County will purchase televisions and handle replacements and repairs. Security measures are at the discretion of the contracted operator. Staffing must comply with California Code of Regulations, Title 9, Section 1840.348 requirements. An 8-bed expansion is triggered at 80% occupancy, with bidders required to incorporate ramp-up labor costs into their budgets during the transition period. Denied claims from DHCS will allow a standard 30 to 60-day cure period for corrections before funds are recouped. Pricing is structured as rate-based, with provisions for separate hourly add-on rates for clinically mandated 1:1 staffing that exceeds standard Title 9 minimums.
