About this file
This is a Rate Proposal Submission Template for Ventura County Behavioral Health's Crisis Stabilization Unit (CSU) Program Request for Proposals, issued on February 20, 2026. The template requires all bidders to submit proposals for operating a 24-hour, 7-day-a-week, 365-day-per-year adult Crisis Stabilization Unit designed to provide immediate therapeutic crisis intervention on a short-term basis to stabilize patients and prevent acute psychiatric hospitalization. Bidders must complete both hourly and daily rate structures for both 4-bed and 8-bed operational capacities. The County will evaluate both rate structures submitted by each bidder and select the structure offering the best value based on cost, administrative efficiency, budget predictability, and operational flexibility. The contract term is three years with provisions for year-over-year escalation percentages.
All pre-operational costs, including hiring, training, equipment setup, and DHCS preparation, must be incorporated into the bidder's ongoing rates with no separate pre-operational compensation provided by the County. Bidders must document detailed assumptions for their rate calculations, including staffing ratios and schedules, occupancy projections, equipment lifespan and replacement cycles, and inflation factors. Bidders are required to submit a 2-3 page Financial Sustainability Narrative addressing how proposed rates ensure long-term viability over the contract term, risk mitigation strategies, service quality and staff retention maintenance, and contingency planning. Additionally, bidders must clearly identify any expense items included in their rates that were not explicitly assigned in the RFP, any items excluded from their rates believed to be County responsibility, and reference any questions submitted during the RFP Question Period regarding unclear expense allocations.
