About this file
This document is a Questions and Answers (Q&A) addendum related to a Request for Proposals (RFP) issued by Ventura County Behavioral Health on February 20, 2026, for the operation of an Adult Crisis Stabilization Unit (CSU). The CSU will operate 24 hours per day, 7 days per week, 365 days per year to provide immediate therapeutic response for acute behavioral health crises with the goal of stabilizing patients and preventing acute psychiatric inpatient hospitalization. The RFP requires full staffing by July 1, with contractors responsible for ensuring all clients are discharged, transitioned, or otherwise exited from the facility within 24 consecutive hours. Contractors are responsible for ensuring all staff are properly licensed and certified as required by law and regulation. The Q&A document addresses eight substantive questions submitted by prospective bidders regarding facility maintenance responsibilities, medication costs, staffing timelines, patient discharge targets, eligible populations, overstay policies, staff certification requirements, and restraint procedures and training.
All costs associated with service delivery, including medications and training expenses, must be fully incorporated into the contractor's base flat rate proposal; the county will not reimburse separately for extraordinary medication costs or idle payroll resulting from facility readiness delays outside the contractor's control, though such timeline considerations will be addressed during contract negotiation. The CSU is intended to serve Ventura County Medi-Cal beneficiaries, but may serve individuals with out-of-county Medi-Cal, private insurance, or no insurance, with reimbursement subject to eligibility verification and applicable payer requirements; contractors are responsible for coordinating billing and identifying funding sources for uninsured individuals. The county will be responsible for routine facility maintenance and repairs related to normal wear and tear, while contractors bear responsibility for repairs necessitated by contractor negligence or misuse. Specific repair cost thresholds separating minor repairs from major repairs for HVAC, plumbing, and electrical systems will be further defined during contract negotiation.

Adult CSU RFP Questions
1. Regarding Sec 4.1.5, what is the exact dollar threshold separating minor repairs (contractor cost) from major repairs (county GSA cost) for HVAC, plumbing, and electrical systems?
a. The County will be responsible for routine maintenance and upkeep of the building, including repairs necessitated by normal wear and tear. The Contractor will be responsible for the cost of any repairs or replacements made necessary by the Contractor's misuse, negligence, or failure to maintain the facility in accordance with the terms of the contract. Specific responsibilities will be further defined during the contract negotiation phase.
2. Sec 1.1.3 requires the contractor to provide all medications. Can extraordinarily expensive psychiatric medications (e.g., long-acting injectables) be billed as a separate pass-through, or must they be fully absorbed into the base flat rate?
a. All costs associated with the delivery of services described in this RFP should be fully incorporated in the base flat rate.
3. Section 4.1.4 requires fully hired staff by July 1. If facility readiness or DHCS certification is delayed past July 1 through no fault of our own, will the county reimburse the idle payroll and holding costs for our retained staff?
a. The County acknowledges that facility readiness and certification timelines may be subject to factors outside of the awarded contractor’s control. Specific timeline considerations, milestones, and any necessary adjustments to staffing requirements will be discussed and addressed collaboratively during the contract negotiation phase.
4. The RFP (Sec 4.5.2) targets discharging 95% of patients in under 24 hours and acknowledges that system delays and bed searches cause overstays. If a patient remains past 23 hours and 59 minutes due to county-wide placement shortages, does the contractor continue to receive the contracted hourly or daily rate for that patient, and is the contractor protected from Medi-Cal denials related to length-of-stay violations?
a. The Contractor will ensure no client remains in the facility for more than 24 consecutive hours. The contractor is responsible for ensuring that all clients are discharged, transitioned, or otherwise exited from the facility within this time limit.
5. Since this CSU is for MediCal beneficiaries, do they need to have full scope Ventura county MediCal? What happens if we get out of county MediCal? Can we serve them? or Private or no insurance? Any designated funds to cover uninsured?
a. The Crisis Stabilization Unit is intended to serve Ventura County Medi-Cal beneficiaries. Individuals with out-of-county Medi-Cal, private insurance, or no insurance may be served; however, reimbursement for services will be subject to eligibility verification and applicable payer requirements. The Contractor will be responsible for coordinating with the County regarding billing and funding sources for individuals who are uninsured or not enrolled in Ventura County Medi-Cal
6. What is county expectation for overstays (over 23;59min)? Will we be penalized? Will we be paid for daily stay? i.e. If client is waiting for admission to psych hospital and stays there 3 days, are we paid per day or per the admission?
a. The Contractor will ensure no client remains in the facility for more than 24 consecutive hours. The contractor is responsible for ensuring that all clients are discharged, transitioned, or otherwise exited from the facility within this time limit
7. Does the county provide the 5150 training for staff to get certified? Who qualifies for 5150 certifications? Only clinicians? Or will Nurses and Crisis Intervention Specialist be certified too?
a. Contractor is responsible for ensuring all staff are licensed and certified as required, and ensure license and certification are maintained.
8. This section references restraints but does not elaborate. Should we plan to implement Therapeutic Crisis Intervention or another specific restraint model? or will we not be implementing any form of physical restraints? Will county provide training and cover associated costs, or should we include the cost of the training in the budget?
a. Contractors should include any necessary training costs in their proposed budget
