About this file

This is an Award Memo issued by the State of Utah Division of Purchasing and General Services regarding the NC27-103 Bear Flat Aspen Lop, Prune, and Pile Project. The solicitation, conducted by the Forestry, Fire, & State Lands division, sought to award a contract for cut and pile work in Iron County. The invitation for bid (IFB) was limited to prequalified contractors only. The project must be completed between September 15, 2026, and April 1, 2027, with the restriction that work cannot occur when snow is on the ground. No mandatory site visit was required. The solicitation anticipated a single contract award to the lowest cost responsive and responsible vendor. Contract award notifications were issued to vendors, with instructions that the awarded vendor must not begin work, purchase materials, or enter into subcontracts until both the recipient and the Division of Purchasing and General Services execute the contract or issue a purchase order.

The award memo specifies that receipt of the award notification does not constitute a contract; only an executed purchase order or signed contract between the awarded vendor and the Division of Purchasing and General Services creates a binding agreement. Vendors must guarantee their pricing through project completion. The memo notifies all vendors that protests of the award decision must be submitted in writing to the Procurement Officer within seven days of the notice issuance and must clearly identify the solicitation and detail the nature of the protest. Awarded vendors will be contacted via phone or email regarding next steps.
