About this file

This document is an Interoperability Testing Schedule (Appendix G) for RFP 2000004244, which concerns Next Generation 9-1-1 Core Services and Emergency Services IP Network solutions for Fairfax County, Virginia, and regional 911 authorities across Virginia, Maryland, the District of Columbia, and other authorized jurisdictions. The testing schedule outlines a standardized process for evaluating vendor solutions for NG9-1-1 compliance and functionality. Each vendor undergoes approximately a 30-calendar-day test cycle, with up to three vendors testing concurrently depending on laboratory availability. The pre-test preparation phase (weeks -3 to 0) requires vendors to execute non-disclosure and data-sharing agreements, complete self-assessments using approved scripts, provide technical data exchanges, and finalize test plans. The formal test cycle spans four weeks, including onboarding and validation, cybersecurity testing against NIST/CISA baselines, interoperability testing using NENA i3 functional scripts covering call routing, ECRF/ESRP, failover, redundancy, and CAD/CHE integration, and adjudication with reporting. Post-test activities include final report submission by Netmaker Communications Interoperability Lab (NMC) and Ashburn Consulting, LLC, stakeholder review meetings, and optional vendor retesting within 90 days at the vendor's expense if deficiencies are identified.

The aggregate testing schedule anticipates approximately three months to complete testing for six vendors using two concurrent testing streams. All vendors access documentation, frequently asked questions, self-assessment tools, and secure portal resources through the Netmaker Communications Interoperability Lab at www.NMCLabs.net, which serves as the central repository for onboarding materials and test guidance. Fairfax County (Sponsor) and Ashburn Consulting, LLC (Prime) coordinate the sequencing and administration of all testing activities, with vendors required to request secure access credentials prior to testing initiation.
