About this file
Summary
This is an Appendix E Narrative Responses template document for RFP 2000004244, a Next Generation 9-1-1 Core Services (NGCS) and Emergency Services IP Network (ESInet) procurement involving multiple 911 Authorities across Virginia, Maryland, the District of Columbia, and other authorized jurisdictions. The RFP seeks proposals for the provision of reliable, resilient, and standards-compliant Next Generation 9-1-1 (NG9-1-1) services to ensure public safety answering points (PSAPs) across the region have access to modern emergency communications infrastructure. Offerors are required to submit narrative responses to eighteen technical requirement questions, with each response not to exceed three pages and formatted in a minimum 10-point font. The document provides a structured template with designated sections for each question, including topics such as project leadership and management, implementation and transition processes, call handling equipment compatibility, FCC compliance, spatial interface tools, dashboard development, PRF capabilities, network traffic flow architecture, success factors and monitoring strategies, and artificial intelligence integration considerations.
The document does not contain specific pricing terms, set-aside information, incumbent contractor details, funding amounts, or contract award dates. Instead, it functions as a procedural guide for proposal preparation, requiring offerors to replace the placeholder header text with their company name and save the document with a company-specific suffix. The template emphasizes NENA i3 standards compliance, interoperability with neighboring jurisdictions, geospatial routing capabilities, and comprehensive system architecture documentation. Questions thirteen through eighteen specifically address artificial intelligence and machine learning considerations, requiring offerors to explain model decision-making processes, data sourcing practices, testing methodologies, bias identification and mitigation, and model performance monitoring if AI is incorporated into their proposed solution.

Text version
Offeror shall include the narrative response for each question in Appendix C, J. Narrative Response within this document. Offeror’s response for each question shall not exceed three (3) pages per response and font size must be at least a size 10 font, not smaller. Each response is separated into a different section for correct pagination within Word. Include the question page for context of the pages that follow in response to the question (the question page will not be counted against the offeror’s page count for that question).
Offeror should edit the header field (red letters highlighted in yellow above) on the first page of this Word document and replace “abc” with the offeror company name so it will appear on later pages of this document for each question. Then “click” out of editing the header field to save the change. Save the Word file with a suffix that includes your company name.
Technical Requirements Narrative Response
Question 1: Describe how offeror will provide the leadership, resources, program management, collaboration, and communication needed for the overall management of the project, interaction with subcontractors, and interface with OSPs to ensure a NENA i3 standards-based solution that is fully interoperable with all neighboring jurisdictions. The description should include a high-level description of how a local Forest Guide can be used to route calls to adjacent NCGS systems.
Offeror’s response Offeror’s written response to the above question starts on next page (Maximum of 3 pages per response to this question, excluding this header page).
