About this file
This is Addendum 1 to Invitation to Bid (ITB) 50-ITB-26 issued by the City of Palm Bay, Florida, for Laboratory Testing Services. The addendum provides clarifications and modifications to the original contract documents and technical specifications in response to 59 questions submitted by prospective bidders. The City seeks qualified contractors to provide laboratory testing and related professional services to comply with regulations of the Florida Department of Environmental Protection (FDEP), Environmental Protection Agency (EPA), and other applicable requirements. The bid solicitation encompasses comprehensive laboratory testing across 22 sections including water quality analysis, wastewater testing, and various chemical analyses using EPA-approved methods. Key specifications include ICP metals analysis, anions testing, pesticide analysis, cyanide testing, nitrogen analysis, and specialized testing for different water matrices (drinking water, wastewater, groundwater, and sludge/solids). The City is responsible for sample collection, with the contractor responsible for courier pickup, transportation, analysis, and data reporting. No bid bond is required for this solicitation.
The addendum clarifies that bidders must price items as unit rates per sample for most testing categories rather than per individual analyte or parameter. Specific analyte lists are provided for each bid item to ensure consistent pricing and analysis. The primary incumbent contractor is Advanced Environmental Laboratories, Inc., with Eurofins Environmental Testing Southeast, LLC as secondary contractor (formerly Flowers Chemical Laboratories, Inc. at time of award). Historical annual spending ranges from $65,665 to $95,438 across fiscal years 2022 through 2026. Key modifications include removing Garage Keepers Liability insurance requirements, approving alternative EPA methods for certain analyses (such as Methods 353.2, 525.3, and 531.2 in lieu of originally specified methods), and correcting bid form matrix designations for solid/sludge samples. Subcontracting of laboratory work is prohibited to ensure data continuity, though exemptions may be granted on a case-by-case basis with pre-approval. Supporting qualification documents including FDOH certifications, performance evaluations, and NELAP accreditation must be submitted in Section 5.2.3 of the bid submission.
