RLP No. 8KY2130 – Louisville, KY Amendment No. 1

Issued: January 6, 2023

The following amendments and clarifications are hereby made to Request for Lease Proposals (RLP) No.

8KY2130 issued December 13, 2022. All offerors must acknowledge receipt of this Amendment No. 1, by reviewing, signing and returning to General Services Administration and Public Properties with Initial Offers no later than 5:00 PM., EST, January 27, 2023.

1.) GSA Form R100A (RLP) Section 3.02 RECEIPT OF LEASE PROPOSALS (OCT 2021) is hereby deleted in its entirety and replaced with the following:

A. Online method - Submission through Lease Offer Platform (LOP):

1. Unless otherwise authorized by the LCO or his/her designated representative, offers may only be submitted electronically to GSA using the Lease Offer Platform/Requirement Specific Acquisition Platform (LOP/RSAP) located at https://lop.gsa.gov/RSAP. LOP enables Offerors to electronically offer space for lease to the Federal Government. The offer submission process is web-enabled, allowing all registered participants to submit and update offers to lease space to the Government in response to a single RLP for a specific space requirement.

2. In order to be considered for award, offers conforming to the requirements of the RLP shall be submitted through LOP/RSAP no later than January 27, 2023 by 5:00 PM Eastern Standard Time.

3. Offerors must submit all documentation identified in this RLP using the LOP/RSAP Application. The

LOP/RSAP generates the Lessor's Annual Cost Statement (GSA Form 1217) and Proposal to Lease Space (GSA Form 1364) based on the entered data. These auto-populated forms are available for review at the end of the Application workflow and should be uploaded by the Offeror as part of his/her offer; there is no need for the Offeror to manually complete the attached blank version of these two forms. Any subsequent revisions to offer documents must be submitted through the LOP platform. There is no paper-based submission process under this RLP and paper submissions will not be considered, unless otherwise authorized by the LCO.

B. There will be no public opening of offers, and all offers will be confidential until the Lease has been awarded. However, the Government may release proposals outside the Government such as to support contractors to assist in the evaluation of offers. Such Government contractors shall be required to protect the data from unauthorized disclosure.

C. In instances where deliverables exceed the MB limit in the LOP/RSAP Application, offers may be submitted using alternative means such as Dropbox, Google Drive, etc.

D. Offers must be received via LOP/RSAP in order to be considered timely. In addition to using LOP/RSAP for the Phase I offer submittal, Offeror is to also submit Hard Copies for its response to the Phase I non-price factors identified in Section 4 of this RLP:

1. The offer due date cited below is for Phase I submittals. The Phase II submittal due date shall be established by future RLP Amendment and only to those Offerors within the competitive range. The hard copy submittal includes the Developer/Owner Past Performance Reference Checks, Project Information Summary Matrix, and those items listed under Phase I Technical Evaluation Factor Submittal Requirements found in Section 4.07 of the RLP.
