About this file

This document is a Standard Form 30 Amendment of Solicitation/Modification of Contract for a herbicide application project issued by the Southwestern Power Administration (SWPA). The amendment modifies the original solicitation (89503625QSW000192) for herbicide application on SWPA's Line 3001 located in the Ozark-St. Francis National Forest, extending the performance end date from August 31, 2025, to September 30, 2025, and pushing the solicitation due date from June 2, 2025, to June 9, 2025.

Key details include a project scope covering 25-26 miles of transmission line between Structures 616 and 431, with specific herbicide application requirements. Contractors must use low-volume backpack sprayers to target woody and brushy vegetation, utilizing only SWPA-approved herbicides. The work must be completed between May 1st and September 30th, with contractors responsible for supplying the chemicals. The right-of-way is 100 feet wide (50 feet on each side of the center conductor), and the vegetation includes pine, cedar, various oak species, sycamores, willows, and other tree types with approximately 2-3 years of growth since the last clearing.

prefer?

A: Formulations doesn’t matter other than it would need to be on SWPA approved list and the chemicals would need to target all possible brush in within the ROW.

Q: We would like to have a representative visit the project locations, do we need any keys, codes, or permission to access these areas?

A: Yes, they would most likely need keys and a representative to view these areas of the ROW because of landowner permission. Photos have been added to show the location and the type of vegetation in the area.

Q: Is there a contact we can reach out to communicate with?

A: For the solicitation the point of contact is the Contract Specialist, LeRoy

LeMarr. Email at leroy.lemarr@swpa.gov.

Q: Geographic Specificity: Could you please confirm whether GPS coordinates, a

KML/KMZ file, or a transmission alignment map is available to help identify the exact route between Structures 616 and 431?

A: We cannot give this type of information until after the contract has been awarded. There is an attachment with the area of the transmission Line.

Q: Surface Area: Is there an estimated right-of-way width or treatment acreage associated with this project that can be used to estimate herbicide volume and crew deployment?

A: Our right-of-way is 100-foot total (50 ft out each way from the center phase conductor).

Q: Vegetation Conditions: If available, could you share any guidance on the density or type of vegetation anticipated within this segment of the right-of-way?

A: There is approximately 2-3 years of growth since the line was previously cut.

Vegetation in this area consist of a lot of pine, Cedar, variety of oaks, sycamores, willows, and sporadic amount of Sycamore, red maple, cottonwood, black walnut, dog woods, redbud, persimmon, etc.
