About this file
This file is a Questions and Answers document from Southeastern Power Administration (SEPA) addressing inquiries regarding a security system procurement involving camera, access control, and related infrastructure installation at two locations.
SEPA will consider alternative products only if they are compatible with Genetec Security Center and listed on the Genetec Supported Device List. All components must comply with government regulations, including the Secure Networks Act where applicable, or be TAA-compliant alternatives. The winning bidder is responsible for all modifications arising from installation and integration, including cabling infrastructure, minor construction (drilling into walls or floors), and software integrations. SEPA requires a minimum three-year Software Services Agreement covering patch cycles and vulnerability mitigation on servers, cameras, and access control panels at semi-annual intervals. Training must include basic operational instruction on the system, door controller, component replacement procedures, and PIV card usage. Video resolution must be 4K and non-grainy, and equipment must be viewable at those specifications.
The facility is 22,100 square feet, 25 years old, with brick and drywall perimeter walls, dropped ceilings indoors only, and on-grid power with battery and generator backup. Existing cable trays are available but existing wiring cannot be reused. Approximately 1,000-1,500 feet of new wire and 50-150 feet of conduit will be required. The four corner cameras must remain PTZ capability, with exterior cameras mounted at 8-10 feet height. Current camera inventory includes Bosch models NDP-5523-Z30L (8 units, with NDP-5533-Z30L as approved replacement), NDM-7702-A (3 units), NBE-7704-ALX (5 units), and NDE-8704-RL PTRZ (10 units). CAT 6 plenum wire only is acceptable; surge protection is required at device ends. SEPA will provide the patch panel and prefers high-wattage PoE switches (minimum 1080 watts) over multiple injectors. Payments are structured by milestone completion with invoices submitted alongside progress reports, with the contractor providing all labor, materials, services, and equipment. After-hours access is available at no additional government cost but must be coordinated with the Contracting Officer's Representative.

1. Would Southeastern Power Administration evaluate and consider alternative bid proposals that include compliant technologies, but fall more in line with industry standard deployments?
SEPA will only consider Alternative Products that are compatible with Genetec Security center and are listed on their Supported device list Here: https://www.genetec.com/supported-device-list
2. It is referenced that “Existing infrastructure may require modifications before integration” – who will be responsible for these modifications? Are these in reference to software integrations, or in regard to cabling infrastructure and building construction.
The winning bidder will be responsible for modifications that arise from installing and integrating these products. This is referring to cabling infrastructure, minor construction eg. Drilling into walls or floors, as well as software integrations.
3. You referred to the Secure Networks Act, but not all components requested meet this requirement. Is it acceptable for bidders to reply with like, kind and quality components that are TAA compliant?
Yes but only if the components are compatible with the Genetec Security Center and are listed on the Genetec Supported Device list Here : https://www.genetec.com/supported-device-list
4. What are the requirements for Software Services Agreements (SSA) for the new system(s)? Is the vendor required to provide these for a set time duration?
Yes, We would like to have at least a 3 year agreement
5. It is suggested to consider at minimum semi-annual patch cycles for severs, cameras, and access control panels to ensure any vulnerabilities are mitigated in a timely fashion. Are you looking for a vendor to help provide support for any internal required accreditation support in meeting agency and IT mandates?
Any patch cycles and vulnerability mitigation should be included in at least a 3 year support agreement.
6. What type of training and courses is SEPA looking for the vendor to provide to the employees after installation?
The basic “try this, before you call us” type training. Training over the system itself, door controller, if we need to replace something basic, PIV cards
7. Any other parameters for resolution?
a. Viewable at 4k
b. Not grainy
8. If the items are no longer being manufactured or available at the time of installation is the vendor allowed substitutions?
Yes, replacements must comply with Government regulations and be compatible.
9. Are there cameras in the attic of the main building?
Yes, and there are beams suitable for walking throughtout the attic and there are lights. There is standing/walking room.
10. Does SEPA currently have a standalone workstation for the camera system?
We do not, but if having a dedicate workstation is needed, we are open to that. It has in the past been software installed on designated employees workstations.
https://www.genetec.com/supported-device-list https://www.genetec.com/supported-device-list
11. The cameras on the corners of the main HQ building (four), needs to remain PTZ. The remaining cameras on the entrances/exits do not.
12. What is the camera counts and models at the two locations
-Bosch Camera NDP-5523-Z30L (quantity=8) (4 for main site 4 for remote site)
- Bosch Camera NDM-7702-A (quantity=3)
- Bosch Camera NBE-7704-ALX (quantity=5) -Bosch Camera NDE-8704-RL PTRZ (quantity=10) (6 for main site 4 for remote site)
13. The NDP-5523-Z30L is end of life
-the NDP-5533-Z30L is an acceptable replacement
14. Would you all be open to adding panels?
We will provide the patch panel. For the power you can either do injectors or one of these Switch Pro XG 48 PoE - Ubiquiti Store United States or something similar.
This switch has 1080 watts of POE+++ So either injectors or a high wattage POE switch will work. We would prefer the switch to minimalize the amount of things we have plugged in.
15. Preference on surge suppression/protection…protection on one end or both ends (surge on just the device end)?
Yes,The device end
16. How old is the facility?
25 Years old
17. How much square footage is in the facility?
22,100sqft
18. How stable is the power?
On Grid with Battery backup and secondary generator backup
19. Is there a dropped ceiling in all areas of installation?
Indoors, yes, but not in all areas as some areas of installation are outdoors.
20. What type of walls are in the perimeter areas?
Brick with drywall interior
21. . Do we need to drill between the walls, to run our cable infrastructure?
Possibly
22. Do we need to use conduit? If yes, what do you estimate the total conduit footage will be?
Yes in some areas. 50-150 ft? estimated https://store.ui.com/us/en/products/usw-pro-xg-48-poe https://store.ui.com/us/en/products/usw-pro-xg-48-poe
