About this file
This is a Questions and Answers document addressing technical and procedural clarifications for a Southeastern Power Administration (SEPA) security system procurement.
All alternative products must be compatible with Genetec Security Center and listed on the Genetec Supported Device list. The winning bidder is responsible for all infrastructure modifications, including cabling, minor construction, and software integrations. Components must comply with government regulations; the Secure Networks Act applies where applicable, but TAA-compliant like-kind alternatives are acceptable if Genetec-compatible. SEPA requires a minimum three-year Software Services Agreement that includes patch cycles and vulnerability mitigation support, with at least semi-annual patch cycles for servers, cameras, and access control panels. Post-installation training should cover basic system operation, door controller management, component replacement, and PIV card procedures. Camera resolution must be viewable at 4K without graininess. If equipment becomes unavailable, vendor substitutions must comply with government regulations and maintain compatibility.
The procurement involves existing Bosch camera inventory across two locations: eight NDP-5523-Z30L units (being replaced by NDP-5533-Z30L), three NDM-7702-A units, five NBE-7704-ALX units, and ten NDE-8704-RL PTRZ units. Four corner cameras on the main headquarters building must remain PTZ-capable; entrance/exit cameras do not require this functionality. The attic contains walkable beams with lighting and standing room for camera installation. SEPA will provide patch panels and is open to either PoE injectors or a high-wattage PoE switch (preferably Ubiquiti Switch Pro XG 48 with 1080 watts output) to minimize connected devices. Surge protection should be installed at the device end only. SEPA does not currently have a standalone workstation but is open to dedicating one if needed, as the system has previously run on designated employee workstations.

1. Would Southeastern Power Administration evaluate and consider alternative bid proposals that include compliant technologies, but fall more in line with industry standard deployments?
SEPA will only consider Alternative Products that are compatible with Genetec Security center and are listed on their Supported device list Here:
https://www.genetec.com/supported-device-list
2. It is referenced that “Existing infrastructure may require modifications before integration” – who will be responsible for these modifications? Are these in reference to software integrations, or in regard to cabling infrastructure and building construction.
The winning bidder will be responsible for modifications that arise from installing and integrating these products. This is referring to cabling infrastructure, minor construction eg. Drilling into walls or floors, as well as software integrations.
3. You referred to the Secure Networks Act, but not all components requested meet this requirement. Is it acceptable for bidders to reply with like, kind and quality components that are TAA compliant?
Yes but only if the components are compatible with the Genetec Security Center and are listed on the Genetec Supported Device list Here :
4. What are the requirements for Software Services Agreements (SSA) for the new system(s)? Is the vendor required to provide these for a set time duration?
Yes, We would like to have at least a 3 year agreement
5. It is suggested to consider at minimum semi-annual patch cycles for severs, cameras, and access control panels to ensure any vulnerabilities are mitigated in a timely fashion. Are you looking for a vendor to help provide support for any internal required accreditation support in meeting agency and IT mandates?
Any patch cycles and vulnerability mitigation should be included in at least a 3 year support agreement.
6. What type of training and courses is SEPA looking for the vendor to provide to the employees after installation?
The basic “try this, before you call us” type training. Training over the system itself, door controller, if we need to replace something basic, PIV cards
7. Any other parameters for resolution?
a. Viewable at 4k
b. Not grainy
8. If the items are no longer being manufactured or available at the time of installation is the vendor allowed substitutions?
Yes, replacements must comply with Government regulations and be compatible.
9. Are there cameras in the attic of the main building?
Yes, and there are beams suitable for walking throughtout the attic and there are lights.
There is standing/walking room.
10. Does SEPA currently have a standalone workstation for the camera system?
We do not, but if having a dedicate workstation is needed, we are open to that. It has in the past been software installed on designated employees workstations.
11. The cameras on the corners of the main HQ building (four), needs to remain
PTZ. The remaining cameras on the entrances/exits do not.
12. What is the camera counts and models at the two locations
-Bosch Camera NDP-5523-Z30L (quantity=8) (4 for main site 4 for remote site)
- Bosch Camera NDM-7702-A (quantity=3)
- Bosch Camera NBE-7704-ALX (quantity=5) -Bosch Camera NDE-8704-RL PTRZ (quantity=10) (6 for main site 4 for remote site)
13. The NDP-5523-Z30L is end of life
-the NDP-5533-Z30L is an acceptable replacement
14. Would you all be open to adding panels?
We will provide the patch panel. For the power you can either do injectors or one of these Switch Pro XG 48 PoE - Ubiquiti Store United States or something similar.
This switch has 1080 watts of POE+++ So either injectors or a high wattage POE switch will work. We would prefer the switch to minimalize the amount of things we have plugged in.
15. Preference on surge suppression/protection…protection on one end or both ends (surge on just the device end)?
Yes,The device end https://store.ui.com/us/en/products/usw-pro-xg-48-poe
