Sol. No. 89503118BWA000009 Amendment 002
The purpose of this amendment is to replace the advertised specification with the attached revised specification, revise bid schedule, address questions sent in by contractors, remove provision from solicitation and extend the bid opening due date.
A. This Amendment shall replace the original specifications with the revised specification in its entirety. Replace the specifications Spec No. 936, with Spec No. 936 REV. 001. All specification changes are annotated with a vertical line in the right sidebar of the document. Changes to include but not limited to changing of the revision of bidding schedule and revision the outage schedules.
B. See below questions and answers:
Question 1. Are we replacing the 15KV cables between KZ4A and WZ4A, if so what size?
Answer 1. No, the prints and specs do not show or call for replacement.
Question 2. Can we get a picture of the nameplate on KV4A or the following?
Answer 2. See below pictures:
a. Total weight: 208,950 lbs.
b. Total gallons of Oil: 12,607
c. Total weight of Oil: 94,550 lbs
d. Total weight without Oil: 303,500 lbs.
Question 3. I understand WAPA crews will perform the oil fill and dress out of the transformer. Whom then is responsible for the testing on the transformer, past projects the supplier set and dressed the unit and performed the testing?
Answer 3. The term “contractor” in the two following paragraphs refer to the transformer supplier’s contractor that will do placement and testing:
3.5 IMPACT RECORDER AND SWEEP FREQUENCY RESPONSE ANALYZER
REPORTS
1. At least one impact recorder shall be installed on the transformer tank containing core and coils, and the cost for use of the recorder(s) shall be included in the price of the transformer. The impact recorder(s) shall have sufficient range to cover the time span required from when the equipment leaves the factory to when it reaches the final delivery destination. Western will return the recorder, freight collect, to the Contractor when the transformer arrives at its final destination. The Contractor shall analyze the results, prepare a certified report, and send it to Western within thirty (30) days after receipt of the recorder. If the recorder(s) record impacts or accelerations in excess of transformer recommendations, payment for the transformer shall be withheld until a determination has been made that the transformer is not damaged.
2. The Contractor shall make two Sweep Frequency Response Analyzer (SFRA) tests using Doble’s M5400 an SFRA test instrument. One test shall be made at the factory before shipment and the second test shall be made at the final delivery location after the transformer has been fully assembled. The initial test shall be included with the transformer test report as described in Section 1.22, Electrical Drawings and Data. The Contractor shall analyze the results of the before and after tests and prepare a certified report and send it to Western within thirty (30) days after the second SFRA test has been made at the final destination. The factory tests shall be performed with the transformer in the final field assembled configuration to allow direct comparison of the two tests. If the results of the two tests do not agree, the Contractor shall provide a written explanation to WAPA outlining why the data from the two tests do not agree. In this case, the contractor must provide evidence to confirm that the transformer incurred no shipping or other damage during transport or installation.
Question 4. If the contractor is to perform testing can we get copies of the nameplate and CT drawings and surge arrestor info?
Answer 4. Transformer contractor is performing this task.
Question 5. In the optional pricing for the Gen set Item #7 on SOV and #5 in the specs. Are we to assume the gen set will run 1500Hrs consecutively or 62Days?
Answer 5. No, the temporary generator will be used as needed. See amended spec and bid schedule.
Question 6. Can we get the actual load placed on KZ4A in order to get a better idea on fuel consumption?
Answer 6. The loading is flexible for UHA. The load should be around here for this time of the year. We generally run 2 or 3 pumps. Currently we are running 3 pumps. Below are estimated loads for UHA:
305 amps - 1 VFD and 2 small pump.
45 amps - UHA 52A side for control power 20 amps - UHA 52B side for control power 370 amps – Total Estimated Load for UHA
Payment for fuel will be based on actual hours of generator usage.
Question 7. In The spec item #6 Recycle transformer Item #8 SOV. Does the contractor recycle the core and other er items or does the Govt.?
Answer 7. The construction contractor or subcontractor will recycle the core/components and include that the recycled materials report which will be submittal no. 179
C. Replace previous bid schedule with the attached revised bid schedule.
NOTE: All CLINs that did not have an estimated quantity now have a numerical value assigned. CLIN 0007 was changed to an item, not an “additive” item with the estimated quantity of hours adjusted. CLIN 0008 is a new item for generator fueling. “Old CLINs 8 through 13 only had the CLIN Number adjusted to allow for the incorporation of the new CLIN 0008.
D. Remove provision WES-M-2000, Evaluation and Basis for Award, from solicitation.
E. Date and time for bid opening has been extended, bid opening is August 23, 2018 at 2:00 P.M. local time.
