Solicitation No. 89503118BWA000003 Amendment 0004

The purpose of this amendment is to post questions and answers.

A. The following contractor questions were raised, and the answers are provided below:

Question 1: Amendment 3 states: “Contractor furnished electrical equipment shall be qualified to the requirements of IEEE Std. 693-2005, and shall meet the requirements of the Moderate seismic qualification level (with the exception of the 345kV surge arresters which shall meet the requirements of the Low seismic qualification level).” Historically Western has required only switches to meet this requirement. The specification language implies ALL electrical equipment. Are the IEEE Std. 693-2005 “Moderate Seismic” requirements applicable to ALL electrical equipment(s) not specifically identified as “Low Seismic”?

• Please identify which items Western considers equipment i.e. Transformers, Motor operators, etc.

Answer 1: The 345-kV surge arresters and associated supports are the only items that are being exempted from the seismic requirements listed in Division 9 of the project specifications (moderate level). As a minimum, the 345-kV surge arresters and associated supports must meet the low level seismic requirements.

Question 2: This project requires extensive civil works. A large portion of the construction will be completed adjacent to energized bus and transit through energized areas will be required. To provide the best value to Western, an summary of Western’s practical application of Best Practices regarding the supervision of Non-Qualified Electrical Workers (Civil Contractor) would be appreciated as it has a significant impact on project cost. Will Western please paraphrase the expectations for the supervision of Non-Qualified Electrical Workers (Non-QEW) at the Liberty Substation.

• Will escorts be required for Non-QEW’s (Civil Contractor)?

• If so, Is there a ratio of Safety Watchers to Non-QEW’s required by WAPA?

• If so; Can a visual barrier (colored ropes) be erected to create work area and a lane of travel to the entry gate that does not require the direct supervision or escorting of Non-QEW’s by a Safety Watcher(s)?

• Assuming Safety Watchers are required and visual barriers are not acceptable to Western; Are there any acceptable methods previously employed that are both acceptable to Western and applicable to this project that will reduce the ratio of Safety Watchers to Non-QEW’s (Civil contractor workers) on the project.

Answer 2: The contractor must comply with OSHA requirements and WAPA’s Construction Standards. In particular, Construction Standards 1.4.14 and 1.4.16 provide some specific guidance. As a reminder, minimum approach distances are 15’-4” for 345 kV; 13’-0” for 230 kV; and 10’-0” for 69 kV or lower voltages. Contractor personnel will not be allowed inside the control building without being escorted full time by a qualified WAPA representative.

Solicitation No. 89503118BWA000003 Amendment 0004

Question 3: Material to be removed and disposed of… Does the Equipment to be removed and disposed of by the Contractor (specifically the “ Three (3) 345-kV, single-phase power circuit breakers…”, and “Three (3) 345-kV surge arrester designated AU1B1, AU1B2 and AU1B3”) contain oil with PCB’s or any other hazardous materials that would require special handling?

Answer 3: The 230-kV power breaker being replaced and the set of three (3) 345-kV single-phase power circuit breakers being removed contain SF-6 gas.

B. The date and time for bid opening remains unchanged. Bid opening is May 22, 2018 at

2:00 P.M. local time.
