Please confirm that these two citations reference the same position and/or clarify the correct title. | At a minimum, the Government considers the on-site project/program manager as Key Personnel. It is up to the contractor on whether they label the on-site person in that key position. |
| 2 | Section H | DOE-H-2067 | 57 | The Government advises that it will provide onsite facilities for at least 12 contractor personnel, and ‘Additional office space may be provided by the Government as necessary for contract performance. The Contractor shall not acquire or lease any office space without the prior written approval of the Contracting Officer.’ Can the Government confirm that all ORF-ICN O&M contract staff will be furnished with office space and equipment such that the offeror’s cost proposal need not allocate funds for furnishing office space at any point throughout the contract? | The only government furnished office space in located at 9702-1. - The frequency of vendor releases is unknown—it could be one new major version release per year or it could be no new releases at all over the life of the O&M contract.
- Some version upgrades are software only, while others could require wholesale additions or replacements of the hardware/servers.
- Other PWS sections have divergent requirements:
| o | PWS 5.1.4 is the only section that specifies that ‘Hardware upgrade[s] to support software upgrades are to be included.’ | |||||
| o | PWS sections 6.1.3 and 9.1.3 state: ‘Ensure [site] infrastructure is eligible for vendor support (e.g., within two major versions of vendor’s current version). Upgrades must be coordinated with COR.’ | |||||
| o | PWS 8.1.8 and 10.1.10 requires software to be within one major version of the current version and includes coordination with the STR. | |||||
| o | PWS 7.1.10 includes quarterly patching and specifies coordination with COR for major software upgrades only. | |||||
| o | PWS 7.1.8, 8.1.1, and 8.1.3 include ‘Support, operate, and maintain current [site] infrastructure including future system enhancements or upgrades.’ | |||||
| o | PWS sections 8.1.4, 10.1.6, and 10.1.10 include versions of ‘Ensure upgrades are performed in a timely manner to ensure no lapse in the ability to support new phone models as older phone models are EOL by Avaya.’ | |||||
| Given the diversity of system upgrade requirements, and because the costs of meeting the one- or two-major version requirements are wildly unpredictable, can these costs be included as an ODC in the Cost Reimbursable (Exhibit D), and not as a Firm-fixed price? | This costs shall be included under the fixed price for each site based on that site specific requirements. | |||||
