About this file

This is Addendum 4 to a Learning Management System (LMS) solicitation issued by the City of Madison, Wisconsin Finance Department Purchasing Services, dated August 19, 2019. The addendum addresses vendor questions and provides clarification on key requirements for the LMS procurement (8842-0-2019-JA). The City seeks an LMS solution to support approximately 3,200 employees with potential online meeting and virtual classroom capabilities. The addendum clarifies that user licensing should accommodate contract help, temporary employees, short-term employees, and employee turnover rather than relying on token-based metrics. The system is expected to support no more than 10 percent of total users in concurrent online meetings or webinars simultaneously. The City permits vendors to submit single proposals with clearly labeled optional items and costs rather than separate proposals for each deployment option combination (multi-tenant hosted, private hardware managed services, or private cloud managed services).

The addendum addresses payment processing requirements, specifying that if the LMS application involves online payment collection or financial transactions, vendors must provide a PCI DSS Attestation of Compliance from within the past two years and proof of registry on the VISA Global Registry of Service Providers. This requirement applies only if the vendor's application supports payment collection functionality, as the City may wish to charge for certain training courses offered through the LMS. Bidders are required to acknowledge receipt of this addendum on RFP Form B, Receipt Forms and Submittal Checklist. Additional questions should be directed to John Alliet, City of Madison Purchasing Services.

RE: ADDENDUM 4

Learning Management System

Notice to All Bidders:

Please see the following vendor questions and City responses.

1) The question is from Appendix C? - PCI Compliance. If this application involved collecting or processing any type of online payments or financial transactions, please provide a PCI DSS Attestation of Compliance from within the past two year, and proof of registry on the VISA Global Registry of Service Providers. Why is this important to a Learning Management System that the City is seeking?

There may be cases where the City wishes to charge for training available through the LMS. If your application is involved in payment collection please provide the information requested in Appendix C, Sec. I, b (4).

2) While it is understood that the licensing quantity should be based on 3,200 employees, what metrics can you supply to clarify how many 'monthly tokens' might be needed (to accommodate contract help, temporary employees, short-term employees, and employee turn-over)?

We do not want anything to do with tokens. All users will be set up with an account with rights depending on need.

3) What is the estimated maximum number of users who might be in any combination of on-line meetings/virtual classrooms and webinars at the same time (concurrent meeting users)?

No more than 10% of users at any one time, specifically in webinar settings.

4) Because there are multiple deployment options (multi-tenant hosted/private hardware managed services/private cloud managed services) for both the LMS and Meeting portions, can they be shown optional add-ons to a base-line LMS cost rather than as multiple entirely separate proposals for each of the possible combinations of LMS and on-line meeting systems and associated deployment types?

Yes, vendors may submit a single proposal with options. Optional items and their costs should be clearly labeled.

Bidders must acknowledge receipt of this addendum accordingly on RFP Form B, Receipt Forms and Submittal Checklist.

Please direct questions to the Purchasing contact person below.

Thank you, John Alliet City of Madison Purchasing Services
