About this file

This is Addendum 1 to RFP 8842-0-2019-JA issued by the City of Madison, Wisconsin Finance Department Purchasing Services for a Learning Management System (LMS) procurement. The addendum provides critical clarifications and corrections to the original RFP, specifically establishing that the estimated number of users should be based on the City's employee population of 3,200 users. The document also includes a corrected version of Page 10 of the RFP, which contains vendor software and system contracting information requirements. Bidders are required to acknowledge receipt of this addendum on RFP Form B, Receipt Forms and Submittal Checklist. All inquiries regarding the addendum should be directed to John Alliet in City of Madison Purchasing Services.

Page 10 of the RFP specifies comprehensive vendor requirements addressing software licensing, deployment models, and system integration. Vendors must disclose whether their proposals include client-based software for City servers with accompanying license agreements and end user license agreements (EULAs), clarify whether software is offered under perpetual, subscription-based, or alternative licensing models, and confirm willingness to negotiate license terms and disable click-through EULA requirements in favor of negotiated City contracts. Additional vendor obligations include disclosing Software as a Service (SaaS) components with associated agreements and Service Level Agreements, confirming data handling compliance per the sample contract, addressing network connectivity requirements, providing support and maintenance service descriptions, detailing vendor data ownership policies, and identifying available Performance/Talent Management features, SCORM versions, and supported video conferencing tools. Vendors must answer "yes" to negotiation and contractual override requirements or risk proposal rejection.
