About this file
This Addendum #3 document is issued by the City of Madison, Wisconsin Finance Department Purchasing Services in response to bidder inquiries for Request for Proposal 8677-0-2017-BP regarding Fuel for Fleet Services. The solicitation encompasses fuel supply to multiple city locations: First Street, West Badger Road, Olin Transfer Station, and Sycamore. Historical delivery volumes indicate annual demand of approximately 190,000 gallons of unleaded fuel at First Street; 312,600 gallons diesel and 128,000 gallons unleaded at West Badger Road; 96,000 gallons diesel and 20,500 gallons unleaded at Olin Transfer Station; and 257,000 gallons diesel and 68,400 gallons unleaded at Sycamore. Tank infrastructure varies by location, with two above-ground tanks at Olin requiring pump delivery and all other tanks located below ground. Bidders are permitted to conduct site visits with city staff prior to service commencement.
Pricing must be submitted using the OPIS Spot Rack Average index and may be structured as either a firm fixed price over the contract term or a fixed markup above the index. The City of Madison does not purchase dyed diesel and will only accept clear diesel fuel; for biodiesel B10 products without clear diesel pricing availability, the B11 posting from Chicago or other appropriate cities shall be used as substitution. The City traditionally processes invoice payments through electronic transfer of funds, though physical checks remain an option. No cooperative purchasing agencies currently participate in this contract, and bidders must acknowledge receipt of this addendum on the required RFP Form B and submittal checklist.

RE: ADDENDUM #3
8677-0-2017-BP
Fuel for Fleet Services
Notice to All Bidders:
Please note the following responses to the questions received:
1) What method will be used by the City of Madison to pay invoices?
A) The City traditionally pays invoices through ETF, however physical checks could be an option.
2) Please provide a breakdown of tank infrastructure at each location. (Above ground, underground, heated, unheated, insulated, etc). Also, please provide information on any special attachments or equipment needed to service tanks.
A) The 2 tanks at Olin are above ground. Everything else is below. There are no specially heated tanks or specially insulated tanks. The two Olin tanks require pumping instead of gravity drop. Other than that no special attachments or equipment needed. Prior to start of service, vendors can conduct site visits with city staff.
3) Are there any agencies currently taking advantage of the Co-Operative Purchasing clause? If so, which agencies, and what is the volume associated with each agency?
A) No.
4) Please provide historical volumes delivered per location throughout the previous year.
A) Please see the estimated quantities.

5) Is the City of Madison willing to entertain bids priced on indexes other than OPIS Spot Assessment? Ex.
Platts or DTN.
A) The City will only accept bids based on the OPIS index.
6) Please clarify if the city wants to use a locked in fixed price over the life of the contract, or is wanting to use a fixed index price to the OPIS spot Assessment?

11/28/2017-8677 Addendum #3.doc
A) We are asking for either a firm fixed price over the life of the contract, or a price based on a set mark-up over the OPIS Spot Rack Average. Please see Form D Version 2 (below) if you wish to bid a fixed price.
7) Is the City asking for dyed diesel or clear diesel?
A) City does not purchase dyed diesel. Only clear diesel.
8) In the first addenda it was stated that Bio Diesel should be priced on the OPIS Chicago posting. The only B10 posting is for dyed diesel. Should the B10 be priced on the Chicago B11 posting or a different City that has a B10 posting?
A) If B10 has no pricing for clear diesel, we would assume no availability and use B11 as an appropriate substitution.
Bidders must acknowledge receipt of this addendum accordingly on RFP Form B, Receipt Forms and Submittal Checklist.
