Summary: Addendum #1 for RFB 8677-0-2017-BP Fleet Fuel Services

This Addendum #1, issued by the City of Madison Finance Department Purchasing Services on November 7, 2017, addresses questions and clarifications for a competitive Request for Bid (RFB) for fleet fuel services. The City of Madison seeks to procure up to 630,000 gallons of diesel fuel and 336,000 gallons of unleaded gasoline annually across multiple delivery locations: First Street (190,000 gallons unleaded only), West Badger Road (312,600 gallons diesel; 128,000 gallons unleaded), Olin Transfer Station (96,000 gallons diesel; 20,500 gallons unleaded), and Sycamore (257,000 gallons diesel; 68,400 gallons unleaded). The bid deadline was revised to Thursday, November 30, 2017, at 9:00 a.m. CST. The anticipated award date was November 30 in the afternoon or December 1, with tabulations to be released after the award is announced. The contract period is estimated to begin January 1, 2018, and end December 31, 2018, with renewal terms to be determined.

Pricing shall be based on the OPIS Rack Average for Madison with a set markup, not on spot pricing. Vendors may bid on OPIS-based pricing, firm fixed pricing, or both. The City confirmed LUST tax rates for various fuel types ranging from $0.00171 to $0.00214 per gallon. Seven bidding options are available: Biodiesel B2, B5, B10, and B20 blends, #2 Ultralow Diesel, and 87 Octane gasoline with and without 10% ethanol. Winter additives and performance gold fuel are used during winter months for cold weather performance. The City reserves the right to inspect fuel at any time and intends to utilize B2 or B5 during cold months, transitioning to B10 or B20 from spring through early November. All tanks except two at Olin Transfer Station (which are above ground) are underground. Material data sheets will be required from the selected vendor upon contract award. Vendors must acknowledge receipt of this addendum on RFP Form B.

RE: ADDENDUM #1

8677-0-2017-BP

Fleet Fuel Services

Notice to All Bidders:

The new due date and time for this RFB will be Thursday, November 30, 2017 at 9:00am CST.

Please note the following responses to the questions received:

1) Please provide two (2) invoices per month of your current contract delivered by your current vendor(s) and corresponding bill of ladings of gasoline and diesel.

A) Please see the Attachment #1.

2) We believe the LUST tax is $.002143 for diesel and unleaded gasoline, and $.001929 for unleaded gasoline w/ 10% ethanol. Can you confirm?

A) Yes, that is correct. The LUST tax should be:

Option #1 – $.00210/gallon Option #2 – $.00204/gallon Option #3 – $.00193/gallon Option #4 – $.00171/gallon Option #5 – $.00214/gallon Option #6 – $.00214/gallon Option #7 – $.00193/gallon

3) To truly get to a -20 degrees you need to blend in a #1 diesel fuel which also will vary with spot pricing. How am I to bid that section exactly?

A) To-date, we have not received #1 for these orders. There is a winter additive (jugs added proportionately to delivery) and “Performance Gold” which is a pre-blended ultra-low sulfur #2 currently received during winter months by our current vendor. #1 doesn’t come into play with the large order/tanks.

4) Do you want to be priced on OPIS Gross Contract Average for Madison? If other, please explain.

A) Yes, please base your price on the Rack Average for Madison.

5) Will all products price off the corresponding OPIS Product value (i.e. B5 prices off the OPIS B5 value)?

A) Yes, based on the OPIS Rack Average.

6) Will any products price off an OPIS value different than the product delivered?

A) No, all products will price off the OPIS Rack Average.

November 7, 2017

11/7/2017-8677 Addendum #1.doc

7) Please provide a recent invoice and/or bill of lading.

A) Please see Attachment #1.

8) What is the estimated annual volume for each delivery site by product?

A)

Delivered

Diesel Unleaded

First Street N/A 190,000

West Badger Road 312,600 128,000

Olin Transfer Station 96,000 20,500

Sycamore 257,000 68,400

9) Please indicate which tanks are above ground and which are below ground.

A) The 2 tanks at Olin are above ground. Everything else is below.

10) Are material data and spec sheets required to be sent with the bid?

A) The selected vendor will be asked to provide them.

11) Do we need to mail the original signed copy of the bid as well as email it?

A) You do not need to send in the “bid” itself. The only forms that are needed are Forms A-F.

12) Are there any renewal terms?

A) This is to be determined.

13) The bid states that you are asking for an OPIS Spot price. Are you asking for the price the be an overcost spot quote for each delivery or for the bid price to be a set markup over OPIS? If the price is to be set over the OPIS, is it over the LOW or Average?

A) A set mark-up over the Rack Average.

14) If the bid is to be priced on OPIS, the City of Madison does not have a posting for Bio Diesel. What OPIS city should the Bio diesel price be based on?

A) We are in the Chicago/Great Lakes market.

15) Have any addenda been released for this bid?

A) No, this is the first addendum.

16) When is the anticipated award date?

A) November 30 in the afternoon or December 1.

17) When will tabulations be released for this bid?

A) After the bid has been awarded.

18) Will the award be decided at a board meeting? When is the first board meeting after the opening?

November 7, 2017

11/7/2017-8677 Addendum #1.doc

A) No.

19) Would you accept an alternate Firm Fixed Price?

A) Yes, the City of Madison will accept Firm Fixed Pricing. Please see Attachment #3 with Version 2 of Form D. Vendors can bid on one option or both.

20) How much bio diesel do you anticipate using during the next year?

A) That is to be determined.

21) Could we get a copy of the records of last year’s bid?

A) Please see Attachment #2.

22) Are all of the tanks at all locations below ground tanks?

A) Please see question #9.

23) For the diesel, if someone bids a certain bio blend how are you confirming that that is the exact product being brought in?

A) The City reserves the right to inspect any fuel at any time.

24) What is the tabulation that you look at? Do you consider all of the cost of additives, splits, etc? Is that all factored in as a total?

A) All charges will be factored into the decision.

25) Do you actually plan to use b5, b10, b20 all year? I’d assume not, but if not how does one bid that properly if there is no distinction of the percentage of bio/the months being used?

A) City’s intention is to begin using B2 or B5 to manage the impact to fuel tanks and vehicles during cold weather. B10 or B20 is anticipated for use from Spring into Fall (non-alternate-side parking season) returning to B2 or B5 early/mid-November. City retains the right to alter these plans at any time for operational or cost reasons.

26) Can I get a copy of an invoice from July and February?

A) Please see Attachment #1.

Please direct any other questions to the Purchasing contact person below.

Bidders must acknowledge receipt of this addendum accordingly on RFP Form B, Receipt Forms and Submittal Checklist.

POTENTIAL HAZARDS

FIRE OR EXPLOSION· •HIGHLY FLAMMABLE: Will be easily ignited by heat, sparks or flames. •Vapors may form e,cplosive mixtures with air. •Vapors may travel to source of ignition and flash back. •Most vapors are heavier than air, they will spread along ground and collect in low or confined areas (sewers, basements, tanks). •Vapor 8>!Plosion hazard indoors, outdoors or in sewers. •Runoff to sewer may create fire or e,cplosion hazard. •Containers may e,cplode when heated. •Many liquids are lighter than water.

HEAJ.1l:t •Fire may produce irritating, corrosive and/or toxic gases. •Vapors may cause dizziness or suffocation. •Runoff from fire control or dilution water may cause pollution.

PUBLIC SAFETY (CALL EMERGENCY RESPONSE TELEPHONE NUMBER 800-424-9300)

•Isolate spill or leak area immediately for at least 25 to 50 meters (80 to 160 feet) in all directions. •Keep unauthorized personnel away. •Stay upwind. •Keep out of low areas. •Ventilate closed spaces before entering.

PROTECTIVE CLOTHING· •Wear positive pressure self-contained breathing apparatus (SCBA). •Structural firefighters' protective clothing will only provide limited protection.

EVACUATION· •Large Spit! : -Consider initial downwind evaluation for at least 300 meters (1000 feet). •FIRE: If tank, rail car or tank truck is involved in a fire, ISOLATE for 800 meets (1 /2 mile) in all directions:

also, consider initial evacuation for 800 meters (1/2 mile) in all directions.

EMERGENCY RESPONSE

FIRE: CAUTION: All of these products have a very low flash point: Use of water spray when fighting lire may be inefficient. •Small Fires: •Dry chemical, CO2, water spray or regular foam . Alcohol resistant foam is required for ethanol (Denatured Alcohol) and ethanol and gasoline mixtures. •Large Fires: Water, spray, fog or foam . •Do not use straight streams. •Move containers from fire area if you can do it without risk. •Fire Involving Tank or Car/ Trailer loads: Fight fire from ma><imum distance or use unmanned hose holders or monitor nozzles. -Cool containers with flooding quantities of water until well after fire is out. •Withdraw immediately in case of rising sound from venting safety devices or discoloration of tank. •ALWAYS stay away from the ends of tanks. •For massive fire, use unmanned hose holders or monitor nozzles: ~ this is impossible, withdraw from area and let fire bum.

SPILL OR LEAK· •ELIMINATE all ignition sources (no smoking, flares , sparks or flames in immediate area). •All equipment used when handling the product must be grounded. •Do not touch or walk through spill material. •Stop leak if you can do it without risk . •Prevent entry into waterways, sewers, basements or confined areas. •A Vapor suppressing foam may be used to reduce vapors. •Absorb or cover with dry earth, sand or other non-combustible material, transfer to containers. •Use clean non-sparking tools to collect absorbed material. •Large Spltts: •Dike far ahead of liquid spill for later disposal. •Water spray may reduce vapor; but may not prevent ignition in closed spaces.

ElBSI..AU2; •Move victim to fresh air. •Call emergency medical care. •Apply artificial respiration if victim is not breathing. •Administer oxygen if breathing is difficult. •Remove and isolate contaminated cloth ing and shoes. •In case of contact with substance, immediately flush skin or eyes with running water for at least 20 minutes. •Wash skin with soap and water. •Keep victim wann and quiet. •Ensure that medical personnel are aware of the materialCs) involved. and take orecautions to orotect themselves.

EMERGENCY RESPONSE

FIRE: CAUTION: All of these products have a very low flash point: Use of water spray when fighting fire may be inefficient. •Small Fires: •Dry chemical , CO2, water spray or regular foam. Alcohol resistant foam is · required for ethanol (Denatured Alcohol) and ethanol and gasoline mixtures. •Large Fires: Water, spray, fog or foam. •Do not use straight streams. •Move containers from fire area if you can do it without risk.- •Fire Involving Tank or Car/ Trailer loads: Fight fire from maximum distance or use unmanned hose holders or monitor nozzles. •Cool containers with flooding quantities of water until well after fire is out. •Withdraw immediately in case of rising sound from venting safety devices or discoloration of tank. •ALWAYS stay away from the ends of tanks. •For massive fire , use unmanned hose holders or monitor nozzles: If th is is impossible, withdraw from area and let fire bum.

SPILL OR LEAK· •ELIMINATE all ignition sources (no smoking, flares , sparks or flames in immediate area). •All equipment used when handling the product must be grounded. •Do not touch or walk through spill material. •Stop leak if you can do it without risk. •Prevent entry into waterways, sewers, basements or confined areas. •A Vapor suppressing foam may be used to reduce vapors. •Absorb or cover with dry earth, sand or other non.,:ombustible material, transfer to containers. •Use clean non-sparking tools to collect absorbed material. •Large Spfffs: •Dike far ahead of liquid spill for later disposal. •Water spray may reduce vapor. but may not prevent ignition in closed spaces.

ElB.SI...Al.12. •Move victim to fresh air. •Call emergency medical care. •Apply artificial respi ration if victim is not breathing. •Admin ister oxygen if breathing is difficult. •Remove and isolate contaminated clothing and shoes. •In case of contact with substance, immediately flush skin or eyes with running water for at least 20 minutes. •Wash skin with soap and water. •Keep victim warm and quiet. •Ensure that medical parsonnel are aware of the material(s) involved. and take orecautions to orotect themselves.

EMERGENCY RESPONSE

FIRE: Shut off source of flow, if possible. Evacuate area and fight fire from a safe distance. If leak or spill has not ignited, ventilate area and use water spray to disperse gas or vapor, cool adjacent structures, and to protect personnel attempting to stop a leak. Containers can build up pressure if exposed to heat (fire). Always stay away from tanks engulfed in flame. (all) IMMEDIATE PRECAUTIONS: Eliminate and/or shut off ignition sources and keep ignition sources out of the area. Keep unnecessary people away; isolate hazard area and deny entry. For spills in confined areas, ensure adequate ventilation. For spills outdoors, stay upwind. IF TANK, RAILCAR OR TANK TRUCK IS INVOLVED IN A FIRE, isolate for 800 meters (1/2 mile) in all directions. Evacuate area endangered by release as required. Wear appropriate personal protective equipment. (all) SPILLS OR LEAKS: Keep unnecessary people away. Isolate area for at least 50 meters (164 feet) in all directions to preserve public safety. For large spills, if downwind consider initial evacuation for at least 300 meters (1000 feet). Keep ignition sources out of area and shut off all ignition sources. Use non-sparking tools and grounded equipment for clean-up. Small Spills: Absorb spill with inert material (e.g., dry sand or earth), then place in a chemical waste container. Large Spills: Dike far ahead of liquid spill for later disposal. Use vapor suppressing foam to reduce vapors. Avoid clean up procedures that may result in water pollution. Do not touch or walk through spilled material. Stop leak when safe to do so. (all)

FIRST AID

Inhalation: Remove to fresh air. If not breathing, institute rescue breathing. If breathing is difficult, ensure airway is clear and give oxygen. If heart has stopped, immediately begin cardiopulmonary resuscitation (CPR). Keep affected person warm and at rest.

GET IMMEDIATE MEDICAL ATTENTION. (all) Skin contact: Immediately wash skin with plenty of soap and water after removing contaminated clothing and shoes. Get medical attention if irritation develops or persists. Place contaminated clothing in closed container for storage until laundered or discarded. If clothing is to be laundered, inform person performing operation of contaminant's hazardous properties. Discard contaminated leather goods. (all) Eye contact: Flush immediately with large amounts of water for at least 15 minutes. Eyelids should be held away from the eyeball to ensure thorough rinsing. GET IMMEDIATE MEDICAL ATTENTION. (all) Ingestion: Do not induce vomiting because of danger of aspirating liquid into lungs, causing serious damage and chemical pneumonitis. If spontaneous vomiting occurs, keep head below hips to prevent aspiration and monitor for breathing difficulty.

Never give anything by mouth to an unconscious person. Keep affected person warm and at rest. GET IMMEDIATE MEDICAL ATTENTION.
