Questions for Solicitation 86614821R00002

1. Section 1.3 Constraints states that “on-site property managers, on-site maintenance men, and relocation coordinators/specialists shall not be sub-contractors.” However, in Section 5 task descriptions, it is our understanding that the prime offeror can opt to have on-site staff be subcontracted. Please confirm that on-site services can be subcontracted depending on the particular site at the request of the offeror and approval of HUD. The constraints listed in 1.3 also states the following “The Contractor shall be cognizant that the corporate level relocation coordinator/specialist, property management site monitor or equivalent, corporate staff member responsible for accounts receivable and accounts payable, on-site relocation specialist or equivalent, and the on-site property manager will have access to PII and must be PIV’d prior to having access to tenant information or HUD systems. Also, the Contractor shall ensure that on-site employees that are hired have the required expertise and qualifications necessary to perform the services required to provide the proper level of care for the operation of the Specialized Facility assigned to them. 5.3.4 Occupied Property Self Manage or Sub-Contract states “The Contractor shall provide notification of decision to self-manage or sub-contract for Nursing Homes, Assisted Living Facilities, and Board and Care Facility.” This statement is referencing Nursing Homes, assisted living facilities, board and Care Facilities, and Group Homes and is used when the Contractor does not have the licensing in the area where the property is located. This is not in reference to on-site managers, maintenance men, or relocation specialist.

1. Is HUD able to advise on current locations at which property management and relocation services are being performed? Services are being provided in the following areas: Augusta, GA., Detroit, MI., Monroe, WA., Columbia, SC., Pittsburgh, PA., Cincinnati, OH., Los Angeles, CA., Rohnert Park, CA., Paterson, NJ., Prairie City, OR., Springfield, MA., Snohomish, WA., and Gadsden, Al.
