See Amendment 0001 L Instructions to Offerors L.12 Proposal Submission 111 [The] two-week turnaround for a proposal of this magnitude shows intent to limit fair competition. To adequately propose, a new bidder (not the incumbent) needs more time to review, pursue and complete necessary documentation (ie past performance evaluation), develop an innovative and thorough project team and approach, and develop the proposal. Please justify such a tight turnaround time or extend the deadline to allow fair competition. Unlike FAR 15 which mandates 30 days for proposal submission, this is a solicitation for commercial services utilizing FAR 12/13.5 Simplified Procedures for Certain Commercial Products and Commercial Services. The Government is soliciting all small businesses to promote competition to the maximum extent practicable. The Government has considered the complexity and commerciality of this acquisition in determing the the timeframe for the submission of quotes. Based on the timeframe to post the answers, the Government has extended the proposal submission to Friday, August 23, 2024, at 2:00 PM (Eastern).
See Amendment 0001 - Section L.12.
M Evaluation Factors for award M.3. Evaluation Factors 112 Who is the incumbent who held the original sole source set aside? The incumbent contractor is Schatz Strategy Group. This is a reprocurement for an acquisiton that was previously a competed acquisition. Please note, Section M.3. EVALUATION FACTORS inadvertenly had a sentence referencing sole source which is not correct. This section has been corrected to state "This is a competitive acquisition under FAR Part 12 and 13.5- Simplified Procedures for Certain Commercial Products and Commercial Services."
See amended solicitation Section M.3.
