About this file

This document is a Stability Test Procedure for a 65' Research Vessel being constructed for the Michigan Department of Natural Resources (MDNR). The procedure outlines the requirements and steps for conducting an inclining experiment to determine the vessel's stability characteristics, including lightship condition, deadweight survey, tank sounding, freeboard measurements, weight movements, and data analysis. The test shall be witnessed by a surveyor and requires specialized equipment such as inclinometers, pendulums, and certified weights. Key details include a scheduled test date, location TBD, a list of required equipment, and a step-by-step test procedure. The document also includes attachments with vessel condition information and a weights layout plan.

The related state and local contract opportunity is for the build-out of a new 66' Fisheries Research Vessel for the MDNR. The Request for Proposals has been issued with a bid due date of February 29, 2024 at 3:00 pm Eastern. An addendum has been released extending the bid due date and clarifying the completion date, allowing for alternate timelines if the requested one-year completion cannot be met. The project does not require performance bonds, and the MDNR will evaluate bids based on qualifications, experience, pricing, and other factors to determine the best-fit contractor.

12) All crew personal effects are excluded.

13) Decorative fixtures that are either affixed to the vessel or occupy a dedicated location (built-in display recess / shelf) should be considered part of the lightship outfit. The decorations in excess of this will be removed

14) Housekeeping service outfit is not included in lightship. The following are included in the fixed (non consumable) ships allowance and not in the lightship;

(1) serving set for the crew.

(1) set of each cooking utensils, pots and pans.

(2) sets of linen for each bed.

(3) changes of linens for each crew member.

(4) settings of flatware and glasses.

Procedure

1) BMD engineering personnel and the attending Surveyor shall conduct an initial walk-through to review condition of the vessel.

a) If applicable the following is to be verified prior to the test: Z-Drives are to be locked in place and any other moving equipment to be stowed and locked to prevent movement/rotation during the test.

2) Water depths to be measured to insure that the vessel is not sitting on the bottom

3) All interior and exterior doors along with all bulwarks, verandas, awnings, davit’s, cranes, ladders, folding stairs, and generally loose items (furniture, etc.) shall be stowed and/or secured to prevent influence to the test. (Note: This should be verified during walk-through of the vessel.)

4) A deadweight survey shall be conducted, with a complete inspection of the vessel for items to add, remove, and relocate to reach the light ship condition. Bilges and empty tanks shall be inspected.

5) A list of inclining weights shall be presented to the attending witness clearly indentifying each individual weight’s certified scale reading (Note: the list number should be clearly marked on the corresponding barrel weight to identify during weight movements for Heeling Moment calculations).

6) A list of weights and centers of other non-light ship weights remaining on board the vessel will be presented.

7) Water depth shall be verified to provide proof of ample water under the keel.

8) Specific gravity of the displacing water shall be measured with a hydrometer.

9) All tanks containing liquid will be sounded and their levels recorded. Full tanks, if any, will be reviewed to verify that they are indeed completely full or pressed.

a) The number of slack tanks is not to exceed one pair of port and starboard tanks or one center tank of each kind of consumable liquid. Slack tanks are normally to be of regular cross section.

b) Deep tanks should be 20 to 80% full; double bottom tanks should be 40 to 60% full.

c) All empty tanks are to be certified gas free and manholes are to be opened for inspection by the witnessing surveyor.

d) Tanks will be considered empty if dry or below suction. If the tank is below suction, the weight will not be deducted from the Light Ship weight.

10) A minimum of five freeboards per side will be measured, both port and starboard. The measurements will be taken to reference points on the vessel that are easily identified on the arrangement plan. The reference points shall be verified by survey prior to launch to confirm height above baseline.

11) The measurements will be plotted on the lines plan or checked using a linear fit by hand calculator or laptop computer to find any discrepancies. Any readings which are off are to be rechecked prior to movement of weights.

12) Draft mark readings forward and aft will be noted for comparison with drafts determined from freeboard readings.

13) The computer program Autohydro shall be used to determine “as-trimmed” and “as-heeled” hydrostatic properties for the “as-inclined” condition.

14) The pendulum will be measured from top of nail to top of batten (Note: min. pendulum length for 6” deflection is 87” based on 4° Heel).

15) The initial position of the inclining weights shall be marked on deck and recorded.

16) The vessel’s lines and other mooring arrangement (fenders, etc.) shall be inspected to verify that they do not restrict the movement of the vessel.

17) All personnel shall take assigned positions. The three (3) measuring device readers shall mark the zero points

18) The first weight movement shall be made. The distance of the move shall be recorded and the heeling moment calculated.

19) After the vessel settles and mooring arrangements have been checked to confirm that they are not restricting the vessel, the second point shall be marked on all three (3) measuring devices. The deflections of the measuring devices shall be recorded and moment versus tangent shall be calculated and plotted.

20) The second weight movement shall be made (to the same side). The distance of the move shall be recorded and the heeling moment calculated.

21) After the vessel settles and mooring arrangements have been checked to confirm that they are not restricting the vessel, the third point shall be marked or recorded on all three (3) measuring devices. The deflections of the measuring devices shall be recorded and moment versus tangent shall be calculated and plotted.

22) The third weight movement shall be made (to the same side). The distance of the move shall be recorded and the heeling moment calculated.

23) After the vessel settles and mooring arrangements have been checked to confirm that they are not restricting the vessel, the fourth point shall be marked on all three (3) measuring devices. The deflections of the measuring devices shall be recorded and moment versus tangent shall be calculated and plotted.

24) The fourth weight movement shall be to replace all weights back to their original position.

25) After the vessel settles and mooring arrangements have been checked to confirm that they are not restricting the vessel, the zero point shall be verified on all three (3) measuring devices. (Note: If the vessel does not settle back to the initial zero point, a new mark shall be made to be used as the basis of measuring the deflections for the movements to the opposite side)

26) The test shall continue in the same manner through the remaining three moves to the opposite side. (Note:

The total pendulum deflection to each side must be minimum 6 inches, and vessel heel shall be between minimum 1º and maximum 4º to each side).

27) The eighth weight movement shall be to replace all weights back to their original position.

28) After the vessel settles and mooring arrangements have been checked to confirm that they are not restricting the vessel, the zero point shall be verified on all three (3) measuring devices.

29) Throughout the test, the plotted line (moment vs. tangent) shall be verified using linear regression on a hand calculator or laptop computer to confirm that the test readings are acceptable. If the moment vs. tangent plot for all three measuring devices is in a straight line (R² > 0.99), the eighth weight movement (a re-check of the zero mark) can be omitted.

30) If it is determined that through excess Free-Surface Effect, wind & weather, depth of water, mooring arrangement, or other influence the moment vs. tangent plot does not represent a straight line (R² > 0.99), the test must be repeated until such results are achieved.

31) The test data, including the moment-tangent plot, plot of freeboards, and list of weight to add and deduct shall be presented to and certified by the attending Surveyor.
