About this file

This document is a justification for other than full and open competition regarding the Defense Information Systems Agency's solicitation for the San Antonio Security System Upgrade. The Defense Information Systems Agency requires upgrading the security system hardware and software at its Data Center in San Antonio to the Lenel OnGuard brand for consistency across its nine data centers. Using the Lenel OnGuard system will control costs and ensure compatibility with the agency's enterprise-wide security requirements. While the security system software is brand specific, contractors may purchase the required Lenel hardware and software from multiple vendors. The solicitation will be for a firm fixed price contract awarded based on lowest price technically acceptable, with proposals due by June 07, 2023.

JUSTIFICATION FOR OTHER THAN FULL AND

OPEN COMPETITION (OTFAOC)

Federal Acquisition Regulation (FAR) Part 6 Justification & Approval (J&A), Supporting Procurements under FAR Part 12, and FAR Part 15

Purchase Request Number: 832369676 Contract Number: Provided at Time of Award Procurement Title: Data Center San Antonio Security System Upgrade – Lenel OnGuard Estimated Value:

Statutory and Regulatory Authority: 10 U.S.C. 3204(a) and FAR 6.302-1

Justification for OTFAOC Number: N/A

Upon the basis of the following justification, I, as the contracting officer, hereby approve the use of other than full and open competition of the proposed contractual action pursuant to the authority of FAR 6.302-1

1. REQUIRING AGENCY AND CONTRACTING ACTIVITY:

Requiring Agency:

Defense Information Systems Agency (DISA) Data Center San Antonio 3326 General Hudnell Drive (Building 200, Port San Antonio) San Antonio TX 78226

Contracting Activity:

DISA/Defense Information Technology Contracting Organization (DITCO)

2. NATURE/DESCRIPTION OF ACTION(S):

This Justification and Approval (J&A) is being prepared for only a portion of this requirement .

The one portion is for the use of the brand name Lenel OnGuard Security System hardware and software, without competitive selection for the upgrade to the facility’s security system, in the firm fixed price contract for the DISA Data Center Montgomery Security System Upgrade. The government will not purchase the equipment directly, but rather brand name specifications will be included in the solicitation that will lead to a new firm fixed price (FFP) contract. The contract shall be awarded on the basis of lowest price technically acceptable (LPTA) using a Firm Fixed Price Contract.

3. DESCRIPTION OF SUPPLIES/SERVICES:

HQ DISA MP6 Security Division has requirement the use of the Lenel OnGuard security system for use in all DISA facilities and data centers enterprise-wide. The Lenel OnGuard security system equipment and software selected for use on the DISA Security System Upgrade meets the

(1) Minimum Government requirements.

Provide a single control system for nine Core Data Centers that can monitor the security systems 24/7 and recognize the DOD Common Access Card. This Brand Name requirement for Lenel OnGuard is driven by the DISA HQ to control costs and ensure enterprise-wide compatibility.

A security clearance that allows the contractor to program on a DOD secure network.

(2) Proposed sole source contractor.

There is not a sole source contractor, however there is a brand name manufacturer, Lenel, for the Lenel OnGuard Security System that can be provided and installed by multiple licensed vendors.

(3) Impact.

Lenel OnGuard Security System is the brand name equipment and software provider for DISA Headquarters and required for the nine DISA data centers for consistency and reliability in use and maintenance. If the Lenel brand items are not purchased and installed, additional DISA funds will be needed to operate and maintain multiple types of security system equipment brands that are estimated at $3 million additional dollars.

The systems must be compatible to the Common Access Cards issued for DOD.

Multiple security system brands would necessitate different card readers at the different sites and different access control cards issued for each data center which requires additional card printers. Also, the new DISA Enterprise Integrated Security System (EWISS) maintenance services contract would need to be expanded to support multiple equipment brands which will substantially increase the cost of maintenance over the 10-year life of the security systems.

6. CONTRACT OPPORTUNITIES ANNOUNCEMENT/POTENTIAL SOURCES:

Even though the security system head-end software is brand-name specific, the contactors can purchase the security hardware/software from multiple source vendors who can meet the salient characteristics of the security system equipment.

7. DETERMINATION OF FAIR AND REASONABLE COST:

Fair and reasonable determination will be made using the independent government cost estimate and comparing to all proposals received.

8. MARKET RESEARCH:

The market research was based on the require security system.

9. ACTIONS THE AGENCY MAY TAKE TO REMOVE OR OVERCOME BARRIERS

THAT LED TO THE EXCEPTION TO FULL AND OPEN COMPETITION:

None. Our current specified security system is the same as the HQ DISA standard security system using Lenel OnGuard hardware and software.

TECHNICAL CERTIFICATION: I certify that the supporting data under my cognizance which are included in the J&A are accurate and complete to the best of my knowledge and belief.
