LABOR CATEGORIES/MINIMUM REQUIREMENTS
ACADEMIC REQUIREMENTS FOR PROFESSIONAL ENGINEERING/OTHER POSITIONS
Designees must possess an Engineering Bachelor’s or higher degree from a college or university whose program has been accredited by the Accreditation Board for Engineering and Technology or the following:
Professional Registration – Designees must have current registration as a professional engineer by any state, the District of Columbia, Guam or Puerto Rico. However, those designees who achieved such certification by other than a written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, a designee who attains registration through a State Board’s eminence provision as a manufacturing engineer typically would be eligible only for manufacturing positions.
PERSONNEL QUALIFICATION MATRIX
Computer Based Training Specialist
Associate level of experience with courseware production to design, develop, revise, and validate interactive computer based courseware. Experience in implementation of quality control and review and revision procedures throughout the courseware development process.
Web/Knowledge Management Specialist
CERTIFICATION:
Must meet the certification requirement of DoD 8570.01-M or otherwise stated in SPIN-C or individual task order. The contractor is expected to have, but is not limited to, the following IT certificate:
Security+
Microsoft Certified Technology Specialist (MCTS) – SharePoint & SharePoint Server Microsoft Certified Information Technology (MCITP) – SharePoint Administrator
GENERAL EXPERIENCE:
Associate level of experience in design, maintenance, and operation of medium to large SharePoint Farm. This experience must include understanding SharePoint infrastructure and administering other supported technology. Must be able to create custom work flow. Must have a strong business process analysis and understanding of user and functional requirement; business process mapping. Must have system implementation skills, to include: conceptual and detailed design, configuration, requirements process analysis, and testing. Must have experience in reviewing and recommending software applications as well as identifying hardware salient characteristics and any add on devices. Experience in systems management, monitoring and sustainment; hardware repair for servers, PCs, peripheral equipment; software installation, maintenance and sustainment.
SPECIALIZED EXPERIENCE:
Must have associate level of experience in analyzing and troubleshooting military networks as specified in the task order to include in depth experience with:

GENERAL EXPERIENCE:

CERTIFICATIONS:

Associate level of experience to include recording and transmitting messages, keeping records of calls/message placed, providing information to customers, making appointment, handling overseas telephone calls, customer support, emergency calls, and logging trouble tickets.
SPECIALIZED EXPERIENCE:
Experience as a help desk operator as specified in the task order.
Personal Computer Support Technician
Working towards completing applicable vendor/platform certification (e.g., Microsoft Certified Solutions Developer (MCSD), Microsoft Certified Applications Developer (MCAD), Microsoft Certified Database Administrator (MCDBA), Sun Certified Professional (SCP), Red Hat Certification Program (RHCP), CISCO Certified Network Professional (CCNP), Oracle Certified Professional (OCP), other).
EXPERIENCE:
Computerized System experience, to include:
Installation, testing, repair, and troubleshooting for stand-alone computers, computers linked to network, printers, and other computer peripherals.
Software installation and configurations.
Perform technical, operational, and training support to users either by telephone, or on-site for computer desktop hardware and software packages.
Client Support Administrator
Must meet the certification requirement of DoD 8570.01-M or otherwise stated in SPIN-C or individual task order. The contractor is expected to have, but is not limited to, the following IT certificate:

Engineering Technician III
Certifications in "Relevant Technical Field", Engineering Technology, or "Acceptable CERTIFICATIONS Substitution".
Cable Television (CATV) Technician III
Lead level of “hands on” work experience in support of installations, repair, and troubleshooting or maintenance of communications systems or equipment. Must have the technical knowledge to solve complex problems, understand the interrelationships of circuits, and be able to exercise independent judgment in performing tasks in support of communications systems or equipment.
SPECIALIZED EXPERIENCE:
Personnel in this labor category are considered experts in the field. Lead level experience in the installation, maintenance, repair, alignments, testing, and troubleshooting of CATV broadcast receive equipment as specified in the task order to include:
Downlink Antennas
LNBs Decoders Modulators Signal Monitors Fiber optic distribution equipment Video ticker system
Inside/Outside Cable Plant Technician III
Lead level of experience of the following inside/outside cable plant work:

Must have experience working with switches of interface Inter-Switch Trunks (ISTs) from DoD and commercial microwave/satellite systems and other equipment needed to extend voice transmissions across fiber or copper mediums.
COMSEC Responsible Officer
GENERAL EXPERIENCE:
Associate level of “hands on” work experience in support of installations, repair, and troubleshooting or maintenance of communications systems or equipment. Must have the technical knowledge to solve complex problems, understand the interrelationships of circuits, and be able to exercise independent judgment in performing tasks in support of communications systems or equipment.
SPECIALIZED EXPERIENCE:
Associate level experience in maintenance/troubleshooting of Military Communication Systems and have previous experience as a COMSEC Responsible Officer.
Up to Top Secret clearance is required as stated in individual task order
Electronics Technician II
High School diploma or GED. Formal electronics training from: Technical School, or Class A or B military school in electronics or communications, or four (4) year electronics apprentice program. Formal electronics training, to include: Installation Tasks, Soldering, Cable Dressing, Cable Tray, Conduit, and Making/Repairing Connectors.
Experience:
Four (4) years of practical experience, to include: electronics repair, maintenance and checkout. One (1) year of practical experience in electronics installation.
Land Mobile Radio (LMR) Technician II

Intermediate experience with the installation, configuration, operation, and maintenance of microwave equipment as specified in the task order.
Satellite Technician II

Must have the technical knowledge to solve complex problems, understand the interrelationships of circuits, and be able to exercise independent judgment in performing tasks in support of communications systems or equipment.
