Description:

On January 17, 2018, the Defense Information Systems Agency (DISA) will host a Communications Technical Support Services (CTSS) Industry Day at the Deployment Processing Center on Shaw Air Force Base in Sumter, South Carolina. The event will consist of a plenary session from 0900 EST to 1100 EST (open to all industry participants) and individual contractor/government one-on-one sessions (schedule to be determined based on number of participants).

Purpose:

The purpose of this unclassified conference is to enable the Department of Defense (DoD) representatives to obtain information from industry experts on how to best provide communication support services to forward deployed forces in locations throughout the United States Central Command (USCENTCOM) Area of Responsibility (AOR). This information will be used by the DoD to better understand industry's ability to support this unique requirement.

Background:

The CTSS requirement has been developed in response to a request by United States Air Forces Central Command (USAFCENT) to ensure communications information is available to forward deployed forces supporting Operations Enduring Freedom, Defense Arabian Gulf Mission and continuing mission requirements of the DOD. This effort will provide mission critical communications capabilities supporting joint services military personnel and coalition forces, primarily in the USCENTCOM AOR. Although the majority of the work is expected to be performed in Southwest Asia supporting government-owned communications equipment, actual tasking may vary as DoD mission requirements evolve.

The contractor is expected to provide communications systems acquisition, integration, installation, operations & maintenance (O&M) in support of USAFCENT deployed mission requirements. The anticipated scope of work covered in this contract includes the following:

Task A: Knowledge Operations Management

Task B: Cyber System Operations

Task C: Cyber Surety

Task D: Client Systems

Task E: Cyber Transport

Task F: Radio Frequency (RF) Transmission Systems

Task G: Spectrum Operations

Task H: Cable/Antenna System

Task I: Communications Engineering

Task J: Communications Planning and Management

Response Instructions:

Registration for the plenary, one-on-one, or both sessions shall be made through Defense Information Technology Contracting Office (DITCO) by e-mailing both Matthew Cassady, Contracting Officer, at matthew.r.cassady2.civ@mail.mil AND Deane Turner, Contract Specialist, at deane.e.turner.civ@mail.mil.

Registrants must provide the following:

a. Names of up to three (3) individuals attending including their position/title and background

b. Name, address, and phone of the company/organization

c. Type of organization (Corporation, LLC, etc.)

d. Type of business (small, large, small disadvantaged, etc) under NAICS 541330.

e. If government sponsorship is required for access Shaw Air Force Base.

Registration will be confirmed via e-mail. Please note that the scheduling of the one-on-one sessions will be based on the firm’s proximity to Sumter, South Carolina in an effort to minimize travel concerns.

DITCO will post questions at a later date for industry to answer to the government no later than January 11, 2018. These answers will be used to help the government finalize the requirement package.

DITCO will release a tentative schedule for one-on-one sessions between industry and government no later than January 11, 2018. THE DEADLINE FOR REGISTRATION IS 12:00 PM CDT, Tuesday, January 9, 2018.

The government may request additional information from those responding to this notice. This notice does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. Responders are advised that the U.S. Government will not pay for any information or administrative cost incurred in response to this announcement. Proprietary information or trade secrets should be clearly identified. All information received that is marked Proprietary will be handled accordingly.

DISA intends to have contractor support personnel assist during the CTSS-IV Industry Days as well as in review and assimilation of information gathered. All government and contractor personnel reviewing the information will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described 41 USC 423. The government shall not be held liable for any damages incurred if proprietary information is not properly identified.

CTSS-IV INDUSTRY DAYS RULES OF ENGAGEMENT (ROE):

1. The Government intends to use this forum to better refine its requirement, not to elicit trade secrets.

2. All information will be treated confidentially and discreetly. The contractor is encouraged to be honest and forthcoming.

3. Contractor personnel shall be limited to a total of three (3) attendees per participating company.

4. No sales pitches allowed from industry; no give-aways, failure to comply will result in removal of participant/business from the event proceedings.

5. No electronics, cameras, cell phones, tape recorders, or other reproduction devices are allowed.

6. No hard copies of any government documents will be provided.

7. The government will not accept any materials that were not actually part of the contractor's briefing. Please do not bring marketing brochures.

8. All participants will be given the same amount of time for one-on-ones, which will be determined once the schedule is set.

9. Under no circumstances will the contractors’ allotted time be extended.

10. Contractor personnel will be required to sign in and sign out during the visit and must stay within the confines of the Industry Days meeting areas designated at all times.

11. Contractor personnel must be identified in advance, and only advance substitutions (24-hour in advance notice) will be permitted.

12. The Government reserves the right to inspect all material, briefcases, etc., entering or leaving the facility.

NOTE: Failure to comply with the aforementioned ROE will result in removal of participant/business from event proceedings.
