1. GENERAL

1.1. This Scope of work (SOW) identifies the goal and objectives of this construction project.

1.2. The construction contractor shall provide all labor, materials, tools and equipment, and services necessary to construct this project per the SOW, construction documents, and specifications.

1.3. The construction contractor shall be responsible for the quality and completeness of the construction project. Complete and accurate coordination between the trades and quality control of all work including that of sub-contractors/vendors shall be required.

2. PROJECT GOAL

2.1. The purpose of this project is to provide construction for Alexandria National Cemetery Rostrum and Historic Wall Repairs and Renovation Project as described in this Scope of Work (SOW) and included construction documents.

3. BACKGROUND

3.1. Alexandria National Cemetery is located near the Old Town section of Alexandria, Va., amid several other community cemeteries. The original cemetery consisted of approximately four acres known as Spring Garden Farm. Most of this land was acquired by the United States in the 1860s, and by November 1870 the cemetery had reached its current size of a little over five acres. This cemetery is closed to new interments.

4. OPERATIONAL CONSIDERATIONS

4.1. Each national cemetery is managed by VA National Cemetery Administration (NCA) personnel in conformance with national and regional (North Atlantic District) policies, priorities, goals, and objectives. The functions of a national cemetery include the operation and maintenance of all aspects of the cemetery. Typically, this includes burial of veterans and eligible family members, the interment of cremated remains, and the placement and maintenance of a headstone or grave marker. Cemetery operations include the conduct of Memorial Day and other special ceremonies, as well as the care of graves, structures and grounds. Alexandria National Cemetery is operated and maintained by local NCA staff supervised by the Quantico National Cemetery director. Operating hours are Monday through Friday, 8:00 am – 4:30 pm.

Closed federal holidays except Memorial Day and Veterans Day.

4.2. All construction work must take place during normal operating hours. Any request to work over these hours must be requested in writing and approved by Cemetery Director in conjunction with the VA Project Manager/COR a minimum of 24 hours in advance.

4.3. The Cemetery hosts numerous interment ceremonies and events. Construction work and/or extremely disruptive and loud construction operations that may affect the serenity of these ceremonies will cease during ceremonies. Notice will be provided by the Cemetery staff 5 days in advance of scheduled ceremonies whenever possible. Occasionally events are scheduled with less than 5 days’ notice in which case the Cemetery will provide as much notice as is possible. It is very unlikely that interments will be taking place at this cemetery.

4.4. Construction work must cease during the time an interment or committal service is taking place near the area of work. Special care must be taken to accommodate visitors and to ensure work does not interfere with their visit and ensure that there are no visitor safety hazards present.

During this project contractor is to coordinate with cemetery staff to minimize impact to visitor access and new interments.

4.5. Parking is very limited. Construction staff vehicle parking area is to be coordinated with the VA Project Manager/COR and cemetery director.

4.6. Smoking is not allowed on cemetery grounds.

4.7. Proper attire and professional conduct is required at all times.

5. ADDITIONAL CONSIDERATIONS (STAGING AREA, SITE ACCESS ROUTES, PHASING)

5.1. Coordinate best construction site access routes and location of staging and laydown areas as well as final phasing plans with cemetery staff and COR prior to construction start.

5.2. Contractor to submit a construction operations staging, laydown, temp office, and phasing plan based on critical path construction schedule for approval by cemetery staff and COR prior to construction start.

5.3. Staging and laydown area, see drawing LS-100

5.4. Construction operations including materials delivery shall have minimum impact on cemetery operations, events, interment services, and visitors, this being said interments are highly unlikely at this facility and visitors are rare.

5.5. Contractor to include all traffic control items and all temporary construction signage required for phasing and staging the construction work in their cost proposal.
