TERMS AND DEFINITIONS
A. ITIL: Information Technology Infrastructure Library: Framework of best practices for delivering IT services.
B. SAFe®: Scaled Agile Framework: System for implementing Agile, Lean, and
DevSecOps practices at scale.
C. Business Agility: Organizational-wide application of Lean and Agile practices.
D. ASLM: Agile Software Lifecycle Management.
E. DME: Development, Modernization, Enhancement.
F. Application: Supports a process, implements logic and rules to transform user or system input into data output, and/or automates and optimizes functions, processes, tasks, and activities. Applications can be divided into business or mission supported, and generally fall into the categories that support NPR 7150.2D, NASA Software Engineering Requirements: Class F General Purpose Computing, Business, and IT Software.
G. Website: Collection of sites aimed at sharing information about an organization including people rosters, mission statement, relevant links and other content that an organization produces or manages (e.g. policy) for the Agency. Websites may be static in nature (non-interactive or transformational).
H. Web Application: Facilitates user interactions and transactions to support a business function.
• Scaled Agile Framework for Lean Enterprises (SAFe) – a set of organizational and workflow patterns for implementing agile practices at an enterprise scale, to achieve business agility that integrates the power of Lean, Agile, and DevSecOps into a comprehensive operating system that helps enterprises deliver innovative products and services faster, more predictably, and with higher quality.
• SAFe’s Requirements Model -
• Agile Product Teams –cross-functional long-lived team of 5-11 individuals who define, build, test, and deliver an increment of value in a short time box. Agile Teams must have a Scrum Master and a Product Owner that is included in the 5-11 count
• Shared Services Teams - represents the specialty roles, people, and services required for the success of an Agile Release Train (ART) or Solution Train.
• System Teams - specialized Agile Team that assists in building and supporting the Agile development environment infrastructure, such as the toolchain that supports the Continuous Delivery Pipeline. The System Team may also support the integration of assets from Agile teams, perform end-to-end Solution testing where necessary, and assists with deployment and Release on Demand.
• Agile Release Train (ART) – long-lived team of Agile teams, which, along with other stakeholders, incrementally develops, delivers, and where applicable operates, one or more solutions in a value stream. An ART consist of 50 – 125 people organized in multiple agile teams
• Program Increment (PI) – a timebox during which an Agile Release Train (ART) delivers incremental value in the form of working, tested software and systems. Typically, 8 – 12 weeks long
• Iteration/Sprint: standard, fixed-length timebox, where Agile Teams deliver incremental value. Typically 2-weeks but can be up to 4-weeks
• Value Stream - represent the series of steps that an organization uses to implement Solutions that provide a continuous flow of value to a customer
• Story - Stories are short descriptions of a small piece of desired functionality, written in the user’s language. Agile Teams implement small, vertical slices of system functionality and are sized so they can be completed in a single Iteration. Stories must include:
o Title o Description o Level of Effort (i.e. story points) o Business Value o Definition of Done o Acceptance Criteria o Dependencies o Other attributes that characterize the story o Type of Flow Item story supports (Features, Defects, Risk, and Debts)
• Story Points - singular number that represents a combination of qualities:
o Volume – How much is there?
o Complexity – How hard is it?
o Knowledge – What’s known? Uncertainty – What’s unknown?
Story points are relative, without a connection to any specific unit of measure. The size (effort) of each story is estimated relative to the smallest story, which is assigned a size of ‘one.’ A modified Fibonacci sequence (1, 2, 3, 5, 8, 13, 20, 40,
100) is applied that reflects the inherent uncertainty in estimating, especially large numbers (e.g., 20, 40, 100)
• Flow Velocity - measures the number of backlog items (stories, features, capabilities, epics) completed in a given timeframe. As the team works together over time, their average velocity becomes reliable and predictable. Predictable velocity assists with planning and helps limit Work in Process (WIP), as teams don’t take on more stories than their historical velocity would allow. This measure is also used to estimate how long it takes to deliver epics, features, capabilities, and enablers, which are also forecasted using story points. For new teams, velocity will be normalized and calculated using 8 story points per team member per 2-week iteration/sprint (not to include the Scrum Master and Product Owner). Therefore, if we have a team of 9 members, we will subtract the Scrum Master and Product owner from the calculation 9 – 2 = 7 team members. Then times the 7 team members by 8 story points, 7 x 8 = 56 story points will be the starting velocity of the new 9-member team that includes a Scrum Master and Product Owner on the team.
• Flow Velocity Fluctuations - Flow Velocity Fluctuations tracks the fluctuations of the team’s velocity against a defined upper and lower limit
• Commitment Reliability: The number of story points completed and accepted vs committed
• Flow Distribution: measures the amount of each type of work, such as Flow Items:
Features, Defects, Risk, and Debts in the system over time
• Flow Time: measures the time elapsed from ‘work start’ to ‘work complete’ on a given Flow Item, including both active and wait times
• Flow Efficiency: measures how much of the overall flow time is spent in value-added work activities vs. waiting between steps
• Flow Load: measures the number of Flow Items currently in progress (active or waiting) within a particular value stream
• Flow Predictability: measures how well teams, ARTs and Solution Trains are able to plan and meet their Program Increment objectives
• Team Health Radar: Filled out by the agile team members: Product Owners, Scrum Masters, Technical Leads, & Team Members.
• Scrum Master Health Radar: Filled out by individuals in a Scrum Master role and their team members, government product managers, government business owners
• Product Owner Health Radar: Filled out by individuals in a Product Owner role and their team members, government product managers, government business owners
• Release Train Engineer Health Radar: Filled out by individuals in a Release Train Engineer role and their team members, government product managers, government business owners
• Metrics
• Flow Velocity Fluctuations: The team’s expected flow velocity is to be between 80% - 120% of the team’s avg velocity with only 3 out of band deviations in a quarter, will be considered excellent if 0 out of band deviations
• Commitment Reliability: The team’s expected commitment reliability is >=80%, will be considered excellent if >= 90%
• Flow Efficiency: The team’s expected flow efficiency is to be >= 40%, will be considered excellent if >= 60%
• Flow Predictability: The ART expected flow predictability is to be between 80% - 120% with only 1 out of band deviations per year, will be considered excellent with 0 out of band deviations
• Team Health Radar: The team’s expected health radar is to be >= 70% with no more than 20% of items measured below 70%, will be considered excellent if >= 80% with no more than 10% of items measured below 80%
• Scrum Master Health Radar: The Scrum Master’s expected health radar is to be >= 70% with no more than 20% of items measured below 70%, will be considered excellent if >= 80% with no more than 10% of items measured below 80%
• Product Owner Health Radar: The Product Owner’s expected health radar is to be >= 70% with no more than 20% of items measured below 70%, will be considered excellent if >= 80% with no more than 10% of items measured below 80%
• Release Train Engineer Health Radar: The Release Train Engineer’s expected health radar is to be >= 70% with no more than 20% of items measured below 70%, will be considered excellent if >= 80% with no more than 10% of items measured below 80%
