Labor Category Description Minimum Education Minimum Experience

AV Technician

Provides expertise in operating and maintaining audio and visual technology including, but not limited to, microphones, video recorders, projectors, lighting and sound mixing equipment. Provides installation and trouble shooting of AV systems, including interconnecting equipment, mounting, crimping, terminating, and soldering. Provides assistance to users in conducting AV sessions including, but not limited to, teleconferences, webinars and distance-learning classes.

Responsibilities may include recording meetings and presentations and editing, copying and storing the recordings.

HS 1 to 3

AV Engineer

Installs, monitors, and maintains audiovisual equipment. Ensures a conference room has all the equipment it needs, provides technical support and troubleshoots any problems, monitors live-streaming video quality, or manages the delivery of digital media. Often selects equipment for each situation, optimizes setups to improve performance, tracks the location of company equipment, and edits recorded media.

Engineers approaches, methods, and strategies relating to audio/video design and operations and works with architecture teams and customers to develop and implement solution designs. Works with operations and support teams to provide direction/support, streamline processes, maximize efficiencies, and enhance user experience. Participates in development and maintenance of standards and product/technology roadmaps. Supports operations and support teams including root cause analysis and preventive analysis. Generates routine and/or ad-hoc reports for management/customers. May interface with OCOMM management and/or OCOMM customers and NASA business partners.

Keeps abreast of industry trends and emerging technological and software developments. Working knowledge of different AV systems, old and new. Proficient in: advanced oral and written communications;

advanced writing and editing; and advanced problem solving; and IT environment working with audio/video technology and managing or supporting projects.

Bachelor's degree in computer science, engineering, or other appropriate area of specialization

Administrative Assistant

In addition to secretarial duties (filing, taking phone calls, scheduling appointments, making travel arrangements), this position will provide administrative support to executive staff with office management responsibilities to include budgeting, personnel records and payroll. The Administrative Assistant may be required to work independently on projects requiring research and preparation of briefing charts and other presentation materials.

AA/AS 5

Animation Manager

Plans, directs and oversees complex work by teams of animators, illustrators and graphic specialists in workplaces including, but not limited to, imaging facilities dedicated producing visuals to support NASA missions and their scientific results. Assists program manager in working with the government contracting officer, the contract-level contracting officer’s representative, the task order monitor(s), government management personnel and customer agent representatives. Reports to the program manager. Responsible for the overall management of teams and tasks, and ensuring that technical solutions and schedules in task orders are implemented in a timely manner. Performs enterprise-wide horizontal integration planning and interfaces to other functional areas.

Works directly with senior level government officials on projects such as business development. Must be expert in the use of software to create 2- D and 3-D graphics and images that appear to move for websites, television, mobile applications and other multimedia products and programs, and other special visual effects for various forms of media and entertainment. Work products include, but are not limited to, very complex animations of rovers, lunar environments, launch vehicles, landers, etc., and short visualizations of legacy missions. Must possess expansive knowledge of NASA science themes including, but not limited to, heliophysics, astrophysics, Earth science, planetary science, and technology.

Animator

Uses computer software to create 2-D and 3-D graphics and images that appear to move for websites, television, mobile applications and other multimedia products and programs, and other special visual effects for various forms of media and entertainment. Typically specializes in animation for a particular medium. Work products include, but are not limited to, very complex animations of rovers, lunar environments, launch vehicles, landers, etc., and short visualizations of legacy missions.

Recommends the best approaches to integrate 3-D components into final commercial quality products such as, but not limited to, visualizations of NASA research facilities for use in social media and 360-degree immersive prototype environments allowing viewers to take virtual tours. Gives and receives constructive, creative feedback across a team of other animators, artists and producers. May take direction for a lead animator or animation supervisor. Skilled in illustration, drawing and sculpting with background in animation and motion design. Proficient with animation and video editing software.

Bachelor’s degree in computer animation, fine art or graphic arts.

Archivist, Multimedia

Assesses, collects, organizes, preserves, maintains control over, and provides access to multimedia products including sound and/or picture recordings, still images, digital files and other electronic items determined to have long-term value. Other tasks as assigned may include archival research and multimedia production.

Archivist, Photo

Assesses, collects, organizes, preserves, maintains control over, and provides access to still photographic imagery determined to have long-term value. Photographic records are maintained may be maintained in paper or electronic form. Other tasks as assigned may include archival research, photography and image processing.

Assistant Editor

Performs writing, editing, copyediting, researching, fact-checking and story pitching tasks. Works with an editorial team of writers and other editors. Supports creative development from design through publication.

May focus efforts on internal communications such as newsletters, house organs, intranet websites, and executive communication to the workforce. Ensures accuracy and quality of content online and in print.

Attentive to detail. Collaborative leadership approach with strong time management and technical skills. Bachelor’s degree in journalism, English, communications, media, or a similar field.

Minimum BA/BS

Broadcast Graphic Designer

Also known as motion graphic artist. Produces graphics such as network logos and opening sequences for television programs and films. Often uses computer-aided design techniques. Works with animation and 2-D and 3-D design elements. Collaborates with teams of artistic and creative directors, writers, technicians, producers and other artists. Conscious of color, space, composition, text and audio. Skilled at drawing and composition for sketching and storyboarding. Proficient with design software. Keeps abreast of technological advances in the field. Bachelor’s degree in an art-related field.

Minimum BA/BS

Broadcast Production Systems Specialist

Provides expert forward planning, management, consultation, installation and maintenance for the design, development and implementation of highly technical audiovisual broadcast digital equipment and systems.

Recognized as technical leader and primary digital resource. Responsible for all digital internal activities and equipment/product planning and development. System certification is preferred.

Catalogs and archives NASA engineering, documentation and institutional imagery for short- and long-term storage in accordance with KSC records management policies and National Archives and Records Administration (NARA) requirements. Prepares any reports/metrics necessary for the Forms Control Office or the NASA customer. Inputs and retrieves engineering data from a Document Release Authorization and engineering drawings and documents using the Configuration Management Data System. Assists NASA engineers in the formal document release process for their systems and procurement.

HS 0

Clerk, Multimedia

Requires knowledge of NASA communications on various media platforms. Performs standard or routine duties as assigned in accordance with policy or procedures. Receives actions from Lead, Supervisor, Manager, or government customer representative. Provides work to standard per schedule. Maintains and retrieves documents as needed.

Checks submitted documents for completeness and compliance with regulations. Catalogs and archives NASA engineering, documentation and institutional imagery for short and long-term storage in accordance with NASA records management policies & National Archives and Records Administration (NARA) requirements. Prepares any reports/metrics necessary for the Forms Control office or the NASA customer. Sets up imagery catalogs and content collections, enter metadata and imagery into NASA provided content management systems and other associated databases. Provide search assistance to NASA customers inquiring about imagery contained in the archives. Convert imagery to various formats as required with the preparation and output imagery. Inputs and retrieves engineering data from a Document Release Authorization and engineering drawings and documents utilizing the Configuration Management Data System. Assists the NASA engineers in the formal document release process for their systems and procurement. High school diploma.

HS

Conference Center Coordinator

Professional conference support staff whose role it is to help NASA program managers, facilitators and coordinators plan and execute the perfect event, seminar, training activity, conference, workshop, organization development activity or meeting. Handles all the details of event planning so the program managers can focus on the big picture details of their event. Coordinates meeting support services, logistics, conference/training rooms, on-site and off-site meals and refreshments, technology support, on-site and off-site lodging, and recreation activities.

Provides cost estimates for events. Conference staff takes the burden out of planning off the shoulders of the program managers so that they can concentrate on the program, attendance, agendas, sessions, speakers, and schedule. Schedule and plan meetings, events, and activities in the meeting rooms of a facility. Ensure proper functioning room furniture, equipment, and wireless network, and maintain room temperature.

Obtain post-event feedback from clients. Order supplies, accept deliveries, and prepare reports to show usage and inventory information.

Configuration Management Specialist

Entry-level configuration management support. Applies fundamental concepts, processes, practices and procedures on technical assignments.

Provides configuration management planning. Describes provisions for configuration identification, change control, configuration status accounting, and configuration audits. Regulates the change process so that only approved and validated changes are incorporated into product documents and related software.

Use expertise in customer service to resolve issues surrounding installation, usage, and training on software and/or hardware products and escalate problems as required. Create work orders and track service request. Share information about what gives customers the most trouble and other concerns customers have. Provide the customer or end user with assistance, information, troubleshooting and support . Has knowledge of commonly-used concepts, practices, and procedures within a particular field.Relies on instructions and pre-established guidelines to perform the functions of the job.

Supports the development and implementation of Cybersecurity standards and procedures. Coordinates development and recommends security processes for the organization. Digital Multimedia Systems Tech

Monitors, analyzes, evaluates and maintains a Multimedia system.

Specifically, related to the reception, recording, and distribution of multimedia imagery for inclusion into television programs and products.

Operates videotape machines, disk-based file servers, camera control units, studio cameras, video switchers, audio mixers and other equipment used in the broadcast of live and taped television programming. May be expected to maintain a variety of program/production logs. Provides interaction and interface to customer of the multimedia services.

Editor

Often produces (plans, interviews, writes, edits, photographs and lays out) house organs in hard copy and electronic formats. Interacts with employees at all levels to determine newsworthy topics that inform and educate readers about NASA initiatives. Works to provide senior management with a vehicle to communicate with the workforce. Work withs executives and senior managers to publish corporate information. Oversees assistant editor and contributing writers. Experienced writer and interviewer with strong orientation to deadlines. Proficient in publication layout using InDesign software and web-based content management system. May use social media tools or other analytics to identify trending topics. Engineering Technician III

Applies theories and principles of science, engineering, and mathematics to identify and solve technical problems in multimedia systems and products. May responsible for inspections, quality control, and processes which may include conducting tests and data collection. Installs, configures, operates, patches, secures, maintains, and administers a variety of IT or multimedia systems components. Responsible for a variety of duties such as installation, maintenance, and administration of complex multimedia devices and systems; or installation, configuration, operation, maintenance and administration various IT hardware and software components. Proficient technical knowledge of commonly used concepts, practices, and procedures within the IT or Multimedia domains.

Responsible for documenting instructions to perform the functions of the job when necessary. Relies on experience and judgment to plan and accomplish goals. Performs a variety of deliveries. Performs complex data entry and reporting. Performs assignments that are not completely standardized or prescribed, selects or adapts standard procedures or equipment, using fully applicable precedents, receives initial instructions, equipment requirements, and advice from supervisor or engineer as needed, performs recurring work independently.

Enterprise Architect I

Has expertise that includes Software as a Service (SaaS), Infrastructure as a Service (IaaS), Cloud Computing, Infrastructure Virtualization, or Data Center Consolidation. Keen sense of organization with excellent communication and customer service skills.

Working knowledge of library classification systems. Possesses expert knowledge of NASA history and NASA television operations.

Graphic Design Specialist

Combines art and technology to communicate ideas through images and the layout of websites, printed pages and other delivery mediums.

Creates visual concepts, using computer software or by hand, to communicate ideas that inspire, inform, and captivate media consumers, visitors to NASA exhibits, and guests at NASA events. Produces content and graphic designs for agency publications, quarterly magazines and annual awards. Uses a variety of design elements to achieve artistic or decorative effects. Creates visual elements including logos, images and illustrations to deliver a message. Designs layouts, selecting colors, images and typefaces. Presents design concepts to clients, incorporates recommended changes, and reviews designs for errors before publication. Possesses strong analytical, computer, communication and time management skills, plus creativity and artistic ability. Recommends and maintains branding and design standards. Develops and maintains graphic templates. Work product may include but is not limited to graphic art and visual materials for promotions, films, packaging, and informative and instructional material for distribution through a variety of media outlets such as multimedia services and websites. Proficient with graphics software such as Adobe Illustrator, Adobe Photoshop, Adobe InDesign, Adobe Acrobat Pro, Microsoft Word, Excel, PowerPoint, etc., and have knowledge of all types of output devices. Graphic Design Specialist, Art Director

Directs day-to-day creative work and oversees artistic quality, integrity and adherence to agency standards. Guides and inspires creative teams, leverages talent, and oversees creation and implementation for consistency. Guides the visual appearance of projects and develops design concepts. Creates and manages all phases of animation production, including design, 3D animation, 2D animation, motion graphics, visual Effects, and compositing to support NASA missions and science for the Office of Communications. Interfaces with NASA Media and Communications management to review and ensure the highest quality and consistency of messaging. Reviews and approves designs, artwork, and animation developed by artists. Identifies areas where innovation can improve productivity. Provides creative and technical advice to mission-focused image laboratories. Bachelor in fine arts, a design subject or a related field such as communications technology. Five or more years experience in an art-related occupation such as fine arts or photography.

Illustrator II

Develops and creates sketches and other visualizations and produces finished artwork for creative projects. Applies concepts of perspective, color theory, anatomy, and composition and utilizes art assets and software tools to produce artwork. Collaborates with creative teams to understand the intended audience, branding requirements, and positioning of concepts. Translates requirements into required media and formats. May direct some aspects of this work.

Imaging Specialist

Edits, retouches, repairs, optimizes and improves digital images or video for presentation purposes. Uses different software to crop, alter, resize and reformat images. May operate equipment to capture images or video or run programs to scan and upload images to a computer. May also serve as a photo archivist. Interprets specifications and guidelines to optimize images to meet NASA standards. May update and improve photographs to create physical prints of a digital image. Proficient with the full Adobe suite, Corel Paint Shop, and other digital imaging software.

Skilled communicator, creative, and attentive to detail.

AA/AS

Imaging Technology Center Supervisor

Leads a creative team providing audiovisual, still photography, scientific imaging, CGI, video production, and video broadcast engineering services.

Expertise in project management, production management, vendor management, relationship management, and budgeting. Working knowledge of multimedia production including, but not limited to, directing, videography, lighting, audio and video editing, photography, digital asset management, digital signage, and AV technology integration.

Proficient with Adobe CS Production Suite, TechSmith Camtasia, and other relevant software. Supervises the organization, department or group of the contract with responsibility for the efficient performance of the department and proper application of NASA policy and regulations.

Determines staffing requirements which includes interviewing, selecting, and training staff. Develop staff to maximize potential. Plan, assign and delegate staff assignments. Monitor staff work progress. Plan and implement procedures and systems to maximize operating efficiency.

Review performance schedules and activity reports to monitor and measure productivity, goal progress and activity levels.

Bachelor's degree in a related area minimum of 2 years of experience in the field or related area.

Information Specialist (We Need Levels)

Collects, records, organizes, stores, preserves, retrieves, and disseminates printed or digital information. Duties include, but are not limited to, originating program ideas, finding contributors, writing scripts, planning shoots, ensuring safety, coordinating with crew, and directing contributors and presenters. Responsible for calling the broadcast, camera blocking, lighting, microphones, props, graphics, specific shots and production elements, and production pace and feel. Coordinates between NASA, creative staff and TV production staff to ensure NASA's TV and web projects are effectively produced and delivered on deadline. Reviews and proofs scripts, works with videographers, photographers and editors to schedule and supervise shoots, interviews and voice overs. Produces mission programming (live and taped) for the web and TV - books guests, selects music, prepares animated opens, assists in selection of content and produces filler videos.

mixing live press conferences from media located at several NASA centers nationwide and international space agency facilities around the world, and requiring simultaneous and consecutive translation and local briefing rooms; mixing high-profile events that include clients such as the White House, international VIPS, members of Congress, and NASA program directors and astronauts; or working with producers to create highly polished video products requiring sound effects, custom music, mixing and mastering within short deadlines. Performs a variety of tasks during production of a television program.

Assists director and other members of the production staff. Organizes props on set, communicates with crew members on behalf of director, assists on-screen talent during a shoot, or keeps track of scenes recorded on a given day. May serve as technical coordinator, operate switching/master controls, or perform videography. May be responsible for proper camera and lighting placement. Often performs administrative tasks and runs errands for director and crew members.

Audio Engineer, NASA TV

Also known as sound engineer or recording engineer. Ultimately responsible for the technical sound quality of a recording or a live performance. Edits, mixes and masters recorded audio tracks for studio productions such as radio and television programs and podcasts.

Arranges separate sound recordings to create a single, coherent product.

Adjusts sound levels throughout the recording. Ensures soundtrack matches visuals in a video production. Performs all technical work necessary to prepare a sound recording for reproduction, distribution or download. For live events, manages speakers, cables, mixing boards, amplifiers, microphones and other types of equipment used to capture and broadcast sound during a live event or live television production.

Requires solid knowledge of sound engineering equipment, equipment placement, and acoustics. Manages sound output levels as necessary throughout the live production to ensure the highest quality of sound reaching the audience.

Supervisor, NASA TV

Directly supervises and coordinates the activities of NASA television staff planning and producing live broadcasts and news coverage. Coordinates and ensures timely submission and completion of work based on established quality and schedule guidelines and priorities. Reviews, plans, directs and monitors groups of individuals and assignments. Must possess in-depth technical knowledge of live news coverage and television support. Provides quality control over live television processes, products and services. Communicates clearly and often with group personnel regarding assignments, due dates, and other pertinent information. Maintenance Engineer, NASA TV

Possesses expert knowledge of NASA television operations. Applies engineering concepts for the optimization of equipment, procedures, and departmental budgets to achieve better maintainability, reliability, and availability of equipment. Ensures proper operation and maintenance of television broadcasting equipment, particularly in studios during shows.

Coordinates and plans installation, maintenance, and operation of broadcast television equipment and facilities. Oversees work performed on closed-circuit panels to ensure the safety and proper operation of the equipment. Instructs other staff on safe handling of television broadcast equipment. Responsible for resolving technical issues with equipment;

works with other technical specialists to make alterations or repairs.

Manager – KSC Press Site

Plans, directs and oversees day-to-day operations of multiple departments, including Work Control, Printing, Graphics, Forms, Micro-imaging, Engineering Documentation Center (EDC), and PAO Multimedia / Publication Services at the Kennedy Space Center Press Site. Assists the Program Manager in working with the Government Contracting Officer (CO), the contract-level Contracting Officer's Representative (COR), the task order monitor(s), government management personnel and customer agent representatives. Reports to the Program Manager, and is responsible for the overall management of teams and tasks, and ensuring that technical solutions and schedules in task orders are implemented in a timely manner. Master Control Operator

Monitors on air and cable broadcast signals, records programs from satellite feeds for later use, sets up and airs programs and program breaks per program log, ingests media from various sources for air or office use, monitors and controls transmitter output, and assists with traffic and on-air promotion. Duties will include, but are not limited to: on-air switching for live events; technical check-ins of news, production, and remote venue productions prior to air; coordinating with news, production and remote venue control rooms for the start and end of live broadcasts; operating recording and ingest systems, satellite receivers, and computer-based systems; preparing and checking programming material for on-air playback; verifying all material airing by referencing program logs; monitoring on-air signals for quality control using broadcast test equipment and systems; anticipating and troubleshooting issues when they occur. Experience/Qualifications:

Must possess the requisite knowledge of television standards (NTSC, ATSC) and formats (SD/HD-SDI) to assess technical quality of audio and video signals.

Must have experience using television test and monitoring equipment (waveform monitors, vectorscopes, audio level meters).

Multimedia Communications Analyst
