SECTION M - EVALUATION FACTORS FOR AWARD

80MSFC25R0005

National Aeronautics and Space Administration George C. Marshall Space Flight Center Marshall Space Flight Center, AL 35812

December 4, 2024

TO: All Prospective Offerors

SUBJECT: Request for Proposal (RFP), Solicitation No. 80MSFC25R0005, for Facilities and Operations Maintenance Support Services II (FOMSS II)

You are invited to submit a proposal in response to the National Aeronautics and Space Administration (NASA) George C. Marshall Space Flight Center (MSFC) Facilities Operations and Maintenance Support Services II (FOMSS II) solicitation. The principal purpose of this requirement is to provide operations, maintenance, and repair services to MSFC’s aerospace research, development, and administrative campus comprising approximately 344 buildings, trailers, and other on-site structures. These on-site facilities vary greatly in structural complexity and include large rocket engine test stands, manufacturing and testing laboratories, warehouses, and major office complexes. The environmental portion of the contract involves operating a 90-day Hazardous Waste Storage Facility (HWSF), disposing of various types of waste, tracking hazardous materials, and supporting the MSFC Environmental Program. The current gross square footage of MSFC’s buildings is 4,438,627.

NASA will conduct this acquisition as an 8(a) set-aside competition. The North American Industry Classification System (NAICS) code for this acquisition is 561210 and the small business size standard is $47 million.

This competitive acquisition will result in a performance-based hybrid contract with firm-fixed-price (FFP) Core Mission Services and an indefinite-delivery indefinite-quantity (IDIQ) component using task orders based on FFP and/or Time and Materials (T&M). The contract will consist of a not to exceed (NTE) 45-day Phase-In Period, a 12-month Base Period, and four one-year Options.

The anticipated contract award date is September 08, 2025, with a September 16, 2025, contract effective date. The contract will be performed on-site at NASA MSFC.

Potential offerors should pay close attention to all solicitation instructions; however, the following requirements list is summarized to assist in proposal development. Please note that this list is not exhaustive, and the solicitation terms and conditions and provisions in Sections K, L, and M take precedence:

1. A Phase-in period will be conducted. The Phase-In period will be 45 days in duration and will be executed on CLIN 0001.

2. The Government will make available existing Installation-Accountable Government Property (IAGP) for onsite contract performance and Government-Furnished Property (GFP) for offsite use at the Government’s facility as described in the RFP.

3. NASA MSFC appreciates the comments received in response to the release of the Draft RFP. These comments resulted in improvements to the quality and content of the overall RFP. Offerors should review the RFP in its entirety, as its content has changed from the Draft RFP version. Attachment A, “Clarifications to All Potential Offerors,” is a listing of Industry Draft RFP questions and Government responses. Attachment B, “Summary of Changes Between Draft and Final Solicitation,” identifies areas where changes have been made from the Draft RFP to this final RFP, in addition to changes that may not have been addressed in the Industry Draft RFP questions and responses. Both attachments are listed in the order of the RFP.

4. Be advised, in accordance with provision Factor III – Past Performance Volume Instructions, offerors need to encourage their references to submit their Past Performance Questionnaires directly to the contracting officer prior to the proposal due date.

5. Offerors are required to have a Unique Entity Identifier (UEI) number that matches the corporate address submitted with its proposal.

Offerors are encouraged to refer to Federal Acquisition Regulation (FAR) provision 52.212-1, Instructions To Offerors-Commercial Items, in particular paragraph (g), which states that the Government intends to evaluate offers and award a contract without discussions with offerors.

Documents related to this acquisition, including this letter, the solicitation, attachments, exhibits, any amendments, and links to the online reference/technical/bidders’ library will be accessible electronically through the Government-wide point of entry website at www.SAM.gov. Potential Offerors are requested to periodically monitor the websites for updates.

NASA FAR Supplement (NFS) clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at https://www.hq.nasa.gov/office/procurement/regs/Procurement-Ombuds-Comp-Advocate-Listing.pdf

This RFP does not commit NASA MSFC to pay any proposal preparation costs, nor does it obligate NASA MSFC to procure or contract for these services. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation.

Proposals submitted in response to this solicitation shall be due no later than January 08, 2025, 2:00 p.m., Central Time. Proposals for this solicitation are required to be submitted through NASA’s Enterprise File Sharing and Sync Box (EFSS Box), a FedRAMP Moderate-certified platform. Potential offerors, especially those that have not previously submitted a proposal utilizing NASA’s EFSS Box, are encouraged to review the solicitation instruction entitled “Electronic Proposal Delivery - Proposal Marking and Delivery Through NASA’s EFSS Box” which provides instructions related to the submission of proposal via EFSS Box. Offerors are encouraged to consult with their corporate IT staff to determine whether there are firewall restrictions that would need to be addressed prior to the submission of proposal files through NASA’s EFSS Box.

In accordance with NFS 1815.201(f), a “Blackout Notice” has been issued to NASA personnel.

All inquiries/communications pertaining to this acquisition shall be directed only to the Contracting Officer listed below.

All questions regarding this RFP and acquisition should be submitted in writing via email to Noeleen Laughlin, Contracting Officer, at noeleen.laughlin@nasa.gov on or before 4:00 p.m., Central Time, December 12, 2024, in accordance with Section L, MSFC Provision 52.205-90, Designated Point of Contact. Offerors are encouraged to submit questions as soon as possible for consideration.

Thank you for your support and interest in this acquisition. We look forward to receiving your proposals.

Solicitation Reference/Question
Answer
1
Reference Section B, MSFC Clause 52.216-90 IDIQ Contract Value by Period of Performance.

In the table under MSFC 52.216-90 IDIQ Contract Value By Period Of Performance (MAY 2017), column 1 states "IDIQ Option 4 - CLIN 0011" and "FAR 52.217-8 - Option to Extend Services – CLIN 0013**."

Please confirm that these should actually state "IDIQ Option 4 - CLIN 0012" and "FAR 52.217-8 - Option to Extend Services – CLIN 0014**" to match what is in Section A on page 6?

The SF-1449 cited incorrect CLIN numbers from Option Period 4 Core Mission Services on. The solicitation is revised to correct this error.

2
Reference Section B, MSFC Clause 52.216-90

This paragraph states that the maximum potential not-to-exceed (NTE) value of this contract including Options, is $110,000,000, and that the IDIQ Minimum obligation will be satisfied via the first incremental funding under the Base Year Core Mission Services. Will the Government please clarify how core missions services funding, which is not IDIQ, will satisfy the IDIQ minimum requirements?

FAR 16.504, Indefinite-quantity contracts, requires the contract to require the Government to order and the contractor furnish a stated minimum. However, FOMSS II is a firm-fixed-price core mission services contract with an IDIQ component. Therefore, the core mission services component provides the required consideration to bind the Government and the Government is not obligated to order any services under the IDIQ component.

3
Reference Section B, MSFC Clause 52.216-90

The text on page B-1 says, "The maximum potential not-to-exceed (NTE) value of this contract including Options, is $110,000,000." This is repeated on page B-5 MSFC 52.216-92 Matrix Of Contract Line Items (CLINS) (OCT 2017). However, it appears that the $110,000,000 is the IDIQ maximum value and not the total contract value.

Will the Government please clarify whether the $110,000,000 refers to the total contract value, which includes both Mission Services and the IDIQ plugs, or if the $110,000,000 only includes the IDIQ portion of the work?

MSFC 52.216-90 applies only to the IDIQ portion of the contract. The total potential contract value, including Core Mission Services and IDIQ, will be reflected in MSFC 52.216-92 Matrix of Contract Line Items (CLINS).

4
Reference Section B, MSFC 52.216-91, Supplies And/Or Services To Be Provided And Type Of Contract

The last column of the table is labeled "COST THRESHOLD." Based on the plan that this will be an FFP/IDIQ contract, we recommend labeling this "PRICE THRESHOLD," since the contract will not be capturing "costs" but instead will be based on contract prices for items/efforts, not costs; except in the case of work ordered via T&M, in which case that work would be subject to cost accounting.

The solicitation is revised to reflect "Price Threshold" in lieu of "Cost Threshold" in MSFC 52.216-91.

5
Reference Section B, MSFC 52.216-91, paragraph (c) ii. Core Mission Services

Request the Government define the process for agreement/resolution on adjustment to Core Mission Service price. The costs associated with providing services is not necessarily linearly proportional to the square foot of Facilities at MSFC.

The approach for the process to adjust Core Mission Services price is described in the clause MSFC 52.216-91. Tying adjustments to changes in the facility footprint was judged as the most equitable approach as such changes are more proportional to the costs of Core Mission Services than other measures contemplated.

6
Reference Section B, MSFC 52.216-91, paragraph (c) iii. Core Mission Services

For the purposes of determining the applicability of this clause, would the Government consider adding a statement including normal Facilities Maintenance of areas assigned to the FOMSS Contractor since routine Maintenance, not caused by Contractor negligence, is to be performed as a part of the FOMSS Contract for these Facilities and should be included in the count of services? (See Section G number 10 on page G-5 under 1852.245-71 Installation-Accountable Government Property (JUN 2018)) No. However, NFS 1852.245-71, Installation-Accountable Government Property is revised to uncheck number (10) for clarification. Additionally, a clarifying statement is added to PWS paragraph 1.2.A.1, “Core Mission Services,” explaining what Core Mission Services the Contractor is entitled to on the facilities occupied by the Contractor.

7
Reference Section B, MSFC Clause 52.237-92 and Attachment J-21, Performance Requirements Summary," paragraph 5.E.4 and Table J-21-B: Performance Requirements Summary-Schedule of Deductions

Section B, clause MSFC 52.237-92 refers to "Acceptable Performance Levels (APLs)," while J-21 Section 5.E.4 and Table J-21-B both refer to Acceptable Quality Level (AQL)."

Will the Government please confirm if the terms APL and AQL are used interchangeably within the solicitation?

"Acceptable Performance Level (APLs)" as mentioned in MSFC 52.237-92 Deductions For Failure To Meet Acceptable Performance Levels, is interchangeable with "Acceptable Quality Level" and are synonymous throughout the solicitation.

8
Reference Section H, NFS Clause 1852.242-72, Denied Access to NASA Facilities

The clause for NFS 1852.242-7.2 Denied Access to NASA facility is included by reference. Will the Government expand on how the requirements for base closure, denied access clause, or government shutdowns especially for weather related issues will be handled? Will the contractor be reimbursed for any base closure?

NFS 1852.242-72, Denied Access To NASA Facilities, provides several options on how to address these situations, to be determined by the contracting officer on a case by case basis. It is the responsibility of the FOMSS II contractor to provide direction to affected employees in the case that reimbursement is not provided by the Government.

9
Reference Section H, MSFC Clause 52.223-97, Mandatory and Required Training

This clause contains the training web address https://nasa.sharepoint.com/sites/msfcohr/SitePages/Mandatory-Training.aspx. We are unable to access this site.

Will the Government please provide a list of all mandatory training, or instructions for how to access this web site to review the training requirements?

The link provided in MSFC 52.223-97, Mandatory and Required Training, is an internal NASA link that will be accessible to the successful offeror during the phase-in period. Additionally, a list of this training is added in Attachment L-3, "Background and Historical Data," as Tab F, "Mandatory and Required Training."

10
Reference Section H, MSFC Clause 52.223-97

Comment: When going to the url, https://nasa.sharepoint.com/sites/msfcohr/SitePages/Mandatory-Training.aspx, this is the message that we receive, "The nasa.onmicrosoft.com administrator has restricted which organizations can access their tenant. Contact the nasa.onmicrosoft.com IT department to request access." We have tried to access this site from our corporate and personal computers.

Question: Can the Government please provide access to this this link so we may view the mandatory training requirements for this contract?

Refer to the answer provided for Question 9.

11
Reference Attachment J-1, "Performance Work Statement (PWS)"

Will the Government ensure that existing Standard Operating Procedures (SOPs) and other contractor-developed, government-owned processes/procedures/policies developed for the FOMSS contract (or predecessor contracts) be transferred to the FOMSS II awardee at award?

A new attachment, Attachment L-3A, "Environmental Standard Operating Procedures," provides the standard operating procedures (SOPs) for the environmental program. Attachment L-3B (previously Attachment J-15), "Building Automation System Standard Operating Procedures," provides the SOPs for the building automation system. Those SOPs are the extent of what the Government can provide at this time.

12
Reference Attachment J-1, paragraph 1.2.A.1.a, Mission Services Work Requests (MSWR)

The statement "The Contractor shall perform all MSWRs as Core Mission Services when the total cost of the work, including labor, materials, and specialty services, is below or equal to $5,000 per MSWR," refers to total cost as opposed to total price.

For clarification and considering this is a FFP/IDIQ contract (except in the case of T&M orders), will the Government please rephrase this sentence to refer to the “total price of the work” versus total cost?

The solicitation will result in a firm-fixed-price (FFP) contract. Cost references throughout the solicitation are referring to dollar values, unless in the context of time-and-materials (T&M).

13
Reference Attachment J-1, paragraph 1.2.A.2. IDIQ Work (First Note)

The first note in this section stated that the "...Government reserves the right to execute work that exceeds the TC Limit using other contractors or Government entities." Will there be any guaranteed minimum amount of IDIQ (non-SR) per year defined for the FOMSS II Contract?

There will be no guaranteed IDIQ minimum amount for this type of effort. As stated in MSFC 52.216-90, IDIQ Contract Value By Period of Performance, the IDIQ minimum obligation will be satisfied via the first incremental funding modification under the Base Year Core Mission Services.

14
Reference Attachment J-1, paragraph 1.2.A.3, Incidental Repair Work

The incident repair example provided under (a) equipment adjustment is open ended and lacks specificity. Will the Government consider expanding on this definition for further clarity to prevent ambiguity and confusion?

PWS paragraph 1.2.A.3 is revised to provide greater clarity on incident repair work.

15
Reference Attachment J-1, paragraph 1.2.A.4, SR Work Requests

Will the Government clarify or confirm that minor support to end user customers on equipment or systems considered non-collateral, e.g. process systems not covered under SR ordering, will be treated as Trouble Calls (TC)?

PWS paragraph 1.2.A.4 is updated to include a note specifying that all work requested on non-collateral equipment will be performed as an IDIQ, regardless of the price for the work.

16
Reference Attachment J-1, paragraph 1.2.B.2, Workmanship and Materials

The PWS states "The Contractor shall submit requests for exceptions to Technical Specification for Repairs and Construction (TSRC) requirements via email to by the contracting officer’s representative (COR) for review and approval prior to commencement of work."

Is a copy of the TSRC available for review to offerors? If so can NASA provide a link to the document?

Yes. PWS paragraph references Attachment J-19, "MSFC Technical Specifications For Repairs And Construction," which is available for download on the FOMSS II SAM.gov posting.

17
Reference Attachment J-1, paragraph 1.2.H, Contractor Licensing, Permits, Certification, and Specific Experience Requirements

The PWS states "The Contractor shall provide additional training to its personnel beyond that provided by the Government….. for the maintenance of new technologies incorporated into new and existing facilities." Will such training be a reimbursable expense to the Contractor?

No. The selected contractor is expected to provide training that keeps its workforce current, relevant, and up-to-date with trends and techniques relevant to its work and should account for these requirements in the firm-fixed-price for Core Mission Services.

18
Reference Attachment J-1, paragraph 1.2.K, Contractor General-Purpose Vehicles

The PWS states "Fuel for Contractor vehicles used in the performance of this contract may be purchased from the Government as noted in Attachment J-6, Installation[-]Accountable Government Property." However, there is no reference in that attachment regarding purchase of fuel. Please clarify.

Paragraph j., “Fuel,” of Attachment J-6 is added to provide additional details about fuel.

19
Reference Attachment J-1, paragraph 1.2.O, Contract Element (PIN - X.0101) Night and Holiday Shifts

Please clarify if this is intended to represent minimum night shift staffing only? Or all-inclusive for performance of the PWS.

PWS paragraph 1.2.O is substantially revised and represents the minimum night shift staffing.

20
Reference Attachment J-1, paragraph 1.2.O

Section 1.2.O is listed as "Night and Holiday shifts"; however there is only a mention of night shift. Is the offeror expected to provide holiday coverage for the personnel prescribed in the section? If not, would the Government consider outlining expected Holiday coverage?

PWS paragraph 1.2.O is substantially revised to clarify both night and holiday shifts.

21
Reference Attachment J-1, paragraph 1.2.O

In the PWS, Section 1.2.O. Contract Element (PIN X.0101) – Night and Holiday Shifts, the Gov’t states that the Offeror should staff an onsite night shift and the Gov't provided the LCATS and number of heads for the night shift staff under PIN X.0101. In Attachment L-1, within tab D-1 through D-5 for PIN X.0101 (column D), can the Government clarify if the Offeror should allocate the hours for the night shift LCATs to PIN X.0101 only and NOT include the night shift LCATs and hours in other PINs (i.e. PIN X.0401) even if the night shift LCAT and associated hours are necessary to perform the work in other PINS?

PWS paragraph 1.2.O is substantially revised to clarify how offerors should allocate hours for the night shift.

22
Reference Attachment J-1, paragraph 1.2.O

The title references Night and Holiday Shifts. However, no references are made to holiday shifts in the subsections.

Are these staffing requirements intended to cover 365 nights per year, including holidays?

PWS paragraph 1.2.O is substantially revised to clarify both night and holiday shifts.

23
Reference Attachment J-1, paragraph 1.2.O.2 [now 1.2.O in the RFP]

The section is worded awkwardly and has some punctuation errors which make it difficult to understand the Government's intentions.

Please clarify how many night shift electricians and night shift electrician foremen are required, and on what days.

PWS paragraph 1.2.O is revised to correct language to clarify the Government's intentions.

24
Reference Attachment J-1, paragraph 1.2.O.2 [now 1.2.O in the RFP]

The DRFP prescribes the night shift Electrical foreman to work Monday-Thursday and be considered the night-shift foreman. Who will serve as the required 2nd shift foreman on Thursday-Sunday?

PWS paragraph 1.2.O is updated to reflect the Government's intent.

25
Reference Attachment J-1, paragraph 1.2.O.2 [now 1.2.O in the RFP]

Will the Government re-consider "ear-marking" the electrical foreman as the overall night-shift foreman and leaving that to Contractor discretion? Should the contractor not have the discretion to propose the best choice for foreman of the entire night shift?

It is in the estimation of the Government that most of the hazardous issues faced by night shift personnel were electrical in nature. Further, the issues faced often required more experience with MSFC equipment configurations. Therefore, the requirement for an electrical foreman will remain to ensure safe night shift operations.

26
Reference Attachment J-1, paragraph 1.3.C.2, Logistical Delay Notifications, paragraph 1.3.C.2.a, Late delivery of materials or equipment due to a supplier or vendor action

Logistical delays: "The Contractor must demonstrate that the material was ordered in a timely manner by providing (1) emails to and from the vendor...(2) purchase orders and rental agreements showing the original delivery date."

Are other forms of documentation (i.e., system-generated reports, status updates, etc.) acceptable to document the equipment was ordered in a timely manner?

Yes, the solicitation will be revised to allow for "some other record generated by the vendor or supplier that indicates the date the Contractor ordered the product or equipment."

27
Reference Attachment J-1, paragraph 1.3.H.1.c, Backlog of Maintenance and Repair (BMAR)

The PWS states "The Contractor shall maintain the BMAR in the Government-provided system in a format that can be continually updated."

Is the Government-provided system different from the CMMS? If so, please identify the system.

The solicitation language is revised to clarify that the BMAR resides on the CMMS.

28
Reference Attachment J-1, paragraph 1.3.P, System Security Plans

The PWS states "The Contractor’s ISSOs will be given access to RISCS as soon as possible." There is no other reference in the DRFP to RISCS. Please define RISCS.

The solicitation is revised to define RISCS in Section 2.0, Definitions and Acronyms, in Attachment J-1, “Performance Work Statement.”

29
Reference Attachment J-1, paragraph 3.2.A.1.a, Trouble Call Desk Operations, paragraph 2

The intent for traceability to a customer responsible for paying for the work is clear. However, how does the Government intend to determine if routine work was turned in on behalf of a customer versus turned in by the FOMSS craftsman based on his/her own observations while working in an area?

Refer to Attachment J-1, paragraph 3.2.A.1.a, paragraph 2 Note, which addresses why work requests initiated by Contractor field personnel are specifically prohibited.

30
Reference Attachment J-1, paragraph 3.2.A.1.a, paragraph 3, Note 2

Will the Government clarify the meaning of "work that benefits the Contractor"? If not specified more clearly this could be misinterpreted to include routine maintenance and repair to Contractor assigned Facilities not caused by Contractor misuse or negligence.

The Note has been removed. The offeror is reminded of two things:

1) No MSWR, SR, or IDIQ work will be performed without Government approval; and

2) MSFC 52.216-91, Supplies and/or Services to be Provided and Type of Contract, states: "The contractor shall provide all resources (except as may be expressly stated in the contract as furnished by the Government) necessary to perform and/or deliver the services in accordance with Attachment J-1, “Performance Work Statement.”

31
Reference Attachment J-1, paragraph 3.2.A.2, Contract Element (PIN - X.0302) CMMS Operations and Management

The PWS references the web-based complaint system. Please describe/identify this system and whether it is a component of the CMMS or not.

PWS paragraph 3.2.A.2 is updated to include information about the NISM complaint system.

32
Reference Attachment J-1, paragraph 3.2.A.2

The PWS NOTE states "The CMMS automatically sends a notice to the customer when the work order status is changed to complete along with a ling to a customer satisfaction survey." We believe "ling" should be corrected to "link."

The solicitation is revised to correct misspelling in the NOTE in PWS paragraph 3.2.A.2.

33
Reference Attachment J-1, paragraph 3.2.A.2

Will the government continue to provide cable repair for the underground communication portion of the Dorsett network until its phase out as is done at the present by NASA cable plant?

Yes, PWS Paragraph 5.2.B.3.g, "Dorsett® BAS Equipment Repairs," will be revised with a NOTE that states, "The Government shall provide repair services for underground cables supporting the Dorsett® BAS."

34
Reference Attachment J-1, paragraph 3.2.A.2

The PWS NOTE states in part "See Paragraph 1.3.F, Access to Sensitive Information." However, Paragraph 1.3.F on page J-1-22 is titled Identification of Vehicles. Please clarify the intended reference.

The solicitation is revised to reference 1852.237-72, Access to Sensitive Information.

35
Reference Attachment J-1, paragraph 3.2.A.2

The PWS states "If collateral equipment is replaced during performance of a work request, the Contractor shall update the CMMS within five core workdays to incorporate the collateral equipment information, assign a new CMMS location number to the collateral equipment, and affix a new CMMS location number label to the collateral equipment."

Are CMMS location number labels generated by the Contractor using Contractor furnished label maker and label materials, or are the labels GFE/GFM?

The label maker is Government-Furnished Equipment (GFE) (ECN 2357206) and the materials are purchased using the MSWR that generated the requirement.

36
Reference Attachment J-1, paragraph 3.2.A.2

Will the government confirm that <<(3.19) PRS 3.7, $50> relates to work performed by the FOMSS Contractor and not other organizations using the CMMS?

Whenever the “Contractor" is used within Attachment J-1, it refers to the FOMSS II contractor per the definition in Section 2.0.

37
Reference Attachment J-1, paragraph 3.2.C, Contract Element (PIN X.0303) Work Scheduling, Planning, and Tracking

The PWS states "The Contractor shall establish and maintain an electronic, task-based IDIQ work request schedule (hereafter referred to as the IDIQ Schedule). The Contractor shall ensure that its IDIQ Schedule is able to be adjusted and show the scheduling impacts of changes in work request priorities and changes to facility access due to MSFC mission needs within one core workday."

Does the in-place Maximo CMMS have a scheduling module that is/can be used to accommodate this requirement?

A scheduling module is available for Maximo through its manufacturer; however, the Government has not purchased the scheduling module.

38
Reference Attachment J-1 PWS, 3.3, IDIQ Work

Will the $5,000 monetary IDIQ threshold be utilized by the Government to determine when an IDIQ will be issued for CMMS entry on the large projects? If not, what will be the trigger?

The Government has discretion to execute the work using either IDIQ or Trouble Calls depending upon the amount of work required.

Reference Attachment J-1, paragraph 4.2, Core Mission Services

The PWS states in part "If the Government decides to proceed with the (MSWR) as an IDIQ work request, the Contractor shall…..Retain the original work request number, but redesignate the work request as an IDIQ work request in the CMMS and in any other reporting. The Contractor shall also annotate that the work request was converted from an MSWR in the work description field of the MSFC Form 199."

What is the procedure, if any, for adding this newly created IDIQ to the IDIQ Schedule as discussed in 3.2.C?

Work requests will be worked in accordance with Attachment J-1, Appendix C, IDIQ Ordering Procedures.

40
Reference Attachment J-1, paragraph 4.2.B.2.c, Urgent Call Work Approval

The PWS states "Urgent Call Work Approval. The Contractor shall seek approval for emergency calls in accordance with the following:" It appears that the word "emergency" should have been "urgent." Please correct as desired.

PWS paragraph 4.2.B.2.c is revised to reflect "urgent."

41

For routine MSWR requiring a 5 day response, will the Government clarify what constitutes an acceptable response and how a response will be recorded or proven when asked? 1.F.1. in notification matrix does not clarify this completely.

Activity 1.F.1 of Attachment J-1-A is revised to reflect the response due date.

42
Reference Attachment J-1, paragraph 4.3, Service Requests (SR)

4.3 Service Requests: Regarding workload expectations, will End User Customers on site be able to order work from a 3rd party Contractor or self-perform work that is within the scope of the pre-priced SRs for the contractor on FOMSS? The volume of SRs is pertinent from a workload/staffing/pricing perspective.

At MSFC, customers are not permitted to perform "self-help" work. SRs will be ordered in accordance with paragraph 4.3 of the PWS.

43
Reference Attachment J-1, paragraph 4.3

To provide clarity in reporting and cost collection for the contractor and Government, will the Government consider separating SR and the SR process from IDIQ. Although the process for ordering and funding may be similar to user funded IDIQs, SRs by definition are pre-priced per element?

SRs are a form of pre-priced IDIQs. As such, the Government has decided to account for SRs with the often larger IDIQ projects for the sake of simplifying accounting and the issuance of task orders.

44
Reference Attachment J-1, paragraph 5.2.A.6.b, BAS Equipment Information Management

5.2.A.6.b numbering scheme is repeated on page 62 and 63 for multiple PRS sections. Please consider updating the reference.

45
Reference Attachment J-1, paragraph 5.2.A.6.b

Will the Government be more specific as to what level "BAS equipment" will be added to the CMMS? Is this referring to panel level equipment or down to the sensor/point level.? Will this be treated as an IDIQ IAW Section 3.3?

PWS paragraph 5.2.A.6.b is revised to specify that BAS equipment will be added to the CMMS at the panel level. Panels are added into Maximo during CMMS audits or closeout.

46
Reference Attachment J-1, paragraph 5.2.A.7, Configuration Control

Background: 5.2.A.7. (5.14) PRS 3 Configuration Control. The Contractor shall submit for review and approval, by the COR, any work that will change the configuration (form, fit, or function) of any facility or equipment to the COR for review and approval prior to performing said work and ensure that such changes are documented in red-line drawings and provided to the Government when the work is concluded.

Question(s):

(1) Would the Government please clarify the above requirement?

(2) If possible, could an example be provided for benefit of understanding? Realizing the need for configuration control, response to reactive maintenance work orders often precludes the opportunity to communicate and seek approval, prior to response where the anomaly is unknown and prior to an investigation.

The definition of configuration and configuration control is expanded in PWS Section 2.0. Per the definitions of configuration and configuration control, maintenance work should not, as a rule, modify the form, fit, or function of a system or system component. Any work that restores a system to operation that does not modify the system's or component's form, fit, or function does not require approval prior to execution.

47
Reference Attachment J-1, paragraph 5.2.B.1.b, Work Control Operations and Coordination

The PWS states "During non-core work hours, the BASCC shall receive and process work requests using the web-based work request system." Is the web-based system intended to be the CMMS?

63
Reference Attachment J-1, paragraph 10.2.C.2, Elevator Technicians

The PWS states in part "Within six months of the beginning of the contract’s base period, the Contractor shall provide a minimum of two full-time National Association of Elevator Contractors Certified Elevator Technician (CET)-certified elevator technicians on staff for performing repairs and maintenance of elevators. The Contractor shall ensure its elevator technicians have CET training and certifications with a minimum of five years of documented experience. The Contractor shall ensure its elevator technicians are CET-certified and meet the aforementioned experience requirements for the remainder of the FOMSS II contract period of performance."

Because this provides for a grace period of 6 months after contract start to obtain two CET-certified Elevator Technicians, it implies that such technicians are not currently on the existing contract. Is that correct?

Yes. There are no current CET-certified Elevator Technicians on the incumbent contract.

64
Reference Attachment J-1, paragraph 10.2.C.2

Will the Government entertain an alternate certification or experience substitute vs. the CET, since CET will require an additional Union, and CBA to be added to the FOMSS Contract?

No. CET certification is required for Elevator Technicians.

65
