In Government's response to Amendment 002, Question 1 (Index #1, Attachment A, Clarifications to All Potential Offerors)

- the offerors are instructed that "subcontractor(s) to submit proprietary information inside a sealed envelope through the Offeror, or directly to the Government, where applicable”.

Please confirm that the subcontractor sealed package can contain hard copy submission vs. USB drive.

In accordance with Section L, Volume I - Mission Suitability Factor Instructions, paragraph (d)(2)(ii)(D), "As applicable, proposed subcontractor(s) have the option of submitting this table electronically (per Section L, NFS Provision 1852.215- 81, Proposal Page Limitations (APR 2015), paragraph (b)(1))".

Question(s)/Comment(s) Response

Section L, Volume III -

Past Performance

Factor Instructions

Government's response to Amendment 002, Questions 6 and 7 (Index #6 and #7, Attachment A, Clarifications to All Potential Offerors) will have significant impact on our overall proposal, as follows:

• It was our interpretation that each referenced contract, from both the prime and subcontractors, had to meet relevancy criteria pertaining to Groups 1 and 2, as defined in paragraph (d)(2) Content. Amendment 2 changed our selection of past performances as it allows us to include additional contract references. This will require additional time to both complete information required in Volume III as well as ensure PPQs are submitted on time.

• Prior to the Government's response to Question 7, it was not clear if all subcontractors, in order to be assigned work, had to provide a contract reference in Volume III.

Government's clarification of this question has an impact on our subcontractors teaming agreements. To ensure the best approach to the government and meet RFP requirements, this change has a ripple effect on each aspect of our proposal, to include technical approach, Organizational Conflict of Interest (OCI) plan, as well as major effect on the cost volume.

Given these significant changes, this close to the proposal submission date, we respectfully request that the Government extend the proposal due date to no earlier than October 14.

In relation to Section L, Volume III - Past Performance Factor Instructions, the methodology for a subcontractor's referenced contract being evaluated for relevancy of Content by the Government has remained unchanged since the issuance of the Draft Request for Proposal (DRFP). The solicitation states, "a subcontractor's referenced contract shall demonstrate relevant experience in at least one or more of any second-level WBS PWS section it is assigned (as noted in the 'Sample PWS Allocation of Work by Percent (Offeror and Work Assigned to Subcontractor(s))' table".

Furthermore, Content relevancy being evaluated in relation to Performance Work Statement (PWS) groups has also remained unchanged in Section L of the solicitation, being evaluated only in relation to an offeror's referenced contracts, in accordance with the aptly titled table, "SRACES PWS Past Performance Section-Grouping for Offerors", such that the solicitation clearly distinguishes alternate minimum Content relevancy requirements for subcontractors and offerors.

In relation to Amendment 002, Attachment A, Clarification to All Potential Offerors, Index #7's response, this clarification (provided only in response to an industry-related question) did not result in a change to the solicitation.

Accordingly, there is no extension to the SRACES proposal due date.
