About this file

This is a Question and Answer document for NASA Langley Research Center's solicitation 80LARC25R7002 for Mechanical & Composite Hardware Fabrication Support Services II (MCHFSS II). The document clarifies that there is an incumbent small business contractor, and the contract type is a Cost-Plus-Fixed-Fee (CPFF) Indefinite Delivery Indefinite Quantity (IDIQ) contract, consistent with previous contracts for this work.

The document also clarifies that the Organizational Conflict of Interest (OCI) approach should be submitted with the proposal while the detailed OCI plan is due within 30 days of award. Similarly, the Safety & Health Plan is due within 30 days of contract award. Historical task order values are referenced in Attachment 2 - Cost Forms, Tab 10.

Government Attachment 2 - Cost Forms:

a. Form 2 (Tab 2) does not include all of the labor categories listed in Form 3 (Tab 3) as stated in the Instructions, Paragraph 3, of Form 2. Also, some of the labor categories listed are not in the same order as those in Form 3. Can the offeror re-order the labor categories to match Form 3 and add the two missing labor categories or will the Government please make these corrections?

The Government has updated Form 2 (Tab 2) of the Attachment 2 - Cost Form to include all of the labor categories listed in Form 3 (Tab 3). The order of the Labor Categories have also updated on Form 2 to match the order listed on Form 3.

Government Attachment 2 - Cost Forms:

b. Form 3 (Tab 3) – The 'Year 1' Column has 28 FTEs and then Years 2-5 have 29 FTEs as the Government has added one additional Laborer II. Will the Government please verify that this is correct?

The Government has updated Form 3 (Tab 3) as follows: Reduced the Laborer II WYE from 2.0 to 1.0 for Contract Years 2 through 5. The Government also decreased the WYE for the Lead Aerospace Fabrication Technician from 5.0 to 4.0 for Contract Years 1 through 5. The Total Contract WYE was reduced from 144.0 to 135.0.

Government Attachment 2 - Cost Forms:

c. Form 5 (Tab 5) – Has dates starting at 4/1/25 for each year. Per the RFP, the start date is 6/1/25, so we believe these dates should be 6/1/25- 5/31/26, etc. Will the Government please correct these dates?

The Government has updated Form 5 (Tab 5) as follows: Changed dates for CY1 from 4/1/2025 - 3/31/2026 to 6/1/2025 - 5/31/2026. Changed dates for CY2 from 4/1/2026 - 3/31/2027 to 6/1/2026 - 5/31/2027. Changed dates for CY3 from 4/1/2027 - 3/31/2028 to 6/1/2027 - 5/31/2028. Changed dates for CY4 from 4/1/2028 - 3/31/2029 to 6/1/2028 - 5/31/2029. Changed dates for CY5 from 4/1/2029 - 3/31/2030 to 6/1/2029 - 5/31/2030. Also filled in the Labor Categories in the Labor Category column to match Forms 2 & 3.

Government Attachment 2 - Cost Forms:

c. Forms 6 & 7 (Tabs 6 & 7) – Have reference errors where the Labor Categories should be listed. Will the Government please correct these forms?

The Government updated Forms 6 & 7 (Tabs 6 & 7) to fill in the Labor Categories in the Labor Category column to match Forms 2 & 3. Form 5 was also updated to correct these same reference errors.

Government Attachment 2 - Cost Forms:

c. Form 7 (Tab 7) – Columns I-M contain the old contract dates. Column I should be 6/1/25-5/31/26 so that the dates flow correctly in the other columns. Also, the dates on Rows 39/40 need to be updated for this procurement.

The Government updated Form 7 (Tab 7) as follows: Updated the dates in Column I from 4/1/2020 - 3/31/2021 to 6/1/2025 - 5/31/2026, which now allows dates in Columns J through M to flow to the correct dates (Column J from 4/1/2021 - 3/31/2022 to 6/1/2026 - 5/31/2027, Column K from 4/1/2022 - 3/31/2023 to 6/1/2027 - 5/31/2028, Column L from 4/1/2023 - 3/31/2024 to 6/1/2028 - 5/31/2029, Column M from 4/1/2024 - 3/31/2025 to 6/1/2029 - 5/31/2030). Also updated Rows 46 & 47 (previously 39 & 40) to match the dates listed in Columns I - M on Rows 17 & 18.

The EFSS box is not working correctly. When clicking on the link, an Offeror should be brought directly to the box and not be required to put in any credentials, which this link is asking for. Also, the link in Amendment 1 does not work at all. Will the Government please correct the link to automatically bring up the EFSS box for uploading purposes?

Amendment 2 to this RFP provided an updated Section B-M, which included corrected EFSS box link. Amendment 2 was uploaded to SAM.gov on December 20, 2024.

In the Pre-Proposal conference, it was noted that the OCI and Safety & Health Plans were required 30 days following award. The RFP (p. L-24(3)(iii)) indicates that, "all offerors shall submit its OCI approach with its proposal submission in order to be considered eligible for contract award." However, Exhibit F (cover) indicates that the Organizational Conflict of Interest Avoidance Plan is "to be submitted after award." Please clarify if the Government would like the OCI Plan submitted with the proposal as part of the Business Volume, or within 30 days following award.

To be in compliance with the referenced solicitation clause L-24(3)(iii) and what was stated at the Pre-Proposal Conference, please submit your OCI approach (e.g. summary level description) in the Business Volume of your proposal submission and submit your OCI plan (e.g. detailed description) within 30 calendar days of contract award date. As answered on Question 13, DRD No. 002 was updated on Exhibit B - Contract Data Requirements List to "30 calendar days of contract award date."

In the Pre-Proposal conference, it was noted that the OCI and Safety & Health Plans were required 30 days following award. The RFP (p. L-25(3)(v)) infers that the Safety and Health Plan should be submitted with the proposal; however, Exhibit E (cover) indicates that the Safety and Health Plan is "to be submitted after award." Please clarify if the Safety & Health Plan should be submitted with the proposal or within 30 days following award.

The Safety & Health Plan shall be submitted within 30 calendar days of contract award date. This is consistent with DRD # 003 (Safety & Health Plan) on page 13 of Exhibit B - Contract Data Requirements.

Amendment 2 changed the ISO 9001/ AS9100 requirement to “and/or” in the PWS, however, it did not change Paragraph E.3 of the solicitation, which now contradicts the statement in the PWS based on the language in Paragraph E.3 regarding the higher of the two. Will the Government please change Paragraph E.3 of the solicitation to match the PWS?

The RFP Section B-M, section E.3, paragraph (a), matches the PWS update in Amendment 2. Section E.3, paragraph (a) currently states: "The Contractor shall comply with the higher-level quality standard(s) listed below" and the accompanying chart listed in paragraph (a) lists "ISO 9001 Certification" in Row 2, "And/Or" in Row 3, and "AS 9100 Certification" in Row 4.

The DRD clearly states that the OCI Plan is to be delivered with the proposal. Please see the DRD below (copy of DRD shown from Exhibit B).

The Exhibit F (OCI Plan) document title states the OCI Plan is due after contract award. Can you please explain the correct submittal of the OCI Plan?

Exhibit B - Contract Data Requirements List has been updated as follows: DRD No. 002 (Organizational Conflicts of Interest (OCI) Plan) has been updated to revise the 'Initial Submission' requirement from "Plan shall be submitted with the initial proposal," to "the Contractor shall submit an Organizational Conflicts of Interest (OCI) Plan within 30 calendar days of contract award date."
