About this file
This is a pre-proposal conference presentation for NASA Langley Research Center's Mechanical and Composite Hardware Fabrication Support Services II (MCHFSS II) contract. The presentation outlines key details for a Cost-Plus-Fixed-Fee IDIQ contract with a 5-year period of performance from June 1, 2025 to May 31, 2030 and a $25M ceiling.
The contract requires mechanical and composite hardware fabrication support services, including metallic test article fabrication, CNC programming, wind tunnel models, research aircraft hardware development, sheet metal fabrication, welding, composites manufacturing, and materials casting. Work will be performed at NASA Langley facilities including Buildings 1225, 1232A, 1237A, 1238B, 1244 and 1245. Key dates include: RFP issued December 12, 2024; pre-proposal conference December 19, 2024; proposals due January 23, 2025; award date April 17, 2025. The procurement is a small business set-aside under NAICS 336413. Proposals must include technical volume (10 pages), past performance volume with 3 references (10 pages), price proposal, and business proposal. Past performance is significantly more important than price in the evaluation. Contractors must have ISO 9001 and/or AS9100 certification at proposal submission.

MISSION & PROGRAM SUPPORT
MANUFACTURING APPLICATIONS BRANCH -
MCHFSS II SUMMARY INFORMATION
• Work is research-oriented, one-of-a-kind flight test articles and assemblies for ground support equipment, aircraft, spaceflight, laboratory, science, research facilities and instrumentation requirements.
• Work is performed in accordance with task orders that shall include performance standards and fabrication specifications in the form of assembly drawings, sketches and/or written requirements describing the work.
• Much of the work is designed and built concurrently with less than fully defined requirements.
• Work is accomplished by highly technical qualified personnel with specialized skills and certifications in various technical areas.
• Contractors work within a blended work force environment side by side with civil service technicians, engineers and researchers to accomplish goals.
• On-site Government facilities at NASA LaRC are provided.
DISTRIBUTION OF FABRICATION TASK
• Request for fabrication services utilizing a Form LF-133 is submitted electronically to the Single Point of Entry Office (SPOE).
• SPOE assigns a unique identifying tracking number to the task and enters it in a government provided Work Order system known as E-2. All drawings, instructions and pertinent information associated with the task are captured as a work package.
• SPOE collaborates with the Shop Work Leads and Assistant Branch Heads to determine make or buy decision. This is usually driven by schedule, technical support availability and machine availability.
• From here the job is assigned to a civil servant, an inhouse contractor(MCHFSS) or distributed to outside companies for bid utilizing contract vehicles such as Blanket Purchase Agreements or (BPA).
• If a MCHSS Contractor is assigned the work:
• Contractor provides an estimate
• Estimate is sent to the Contracting Officer Representative (COR) for review and if in agreement, SPOE begins request for funding
• Once funding is received the COR adds the funding to the contract. Adds the task to the Contractor’s Task Order System and the Contracting Officer (CO) authorizes the work to begin
• At completion of work, hardware is delivered to the requesting organization and all deliverables associated with the work package are uploaded into the E2 Work System and archived for historical reference

FACTOR 2 – PRICE/COST PROPOSAL
• Factor 2 – Cost/Price
• Attachment 2 Cost Forms shall be completed, including narrative.
Subcontractors can submit their forms directly to the Gov’t.
• The Offeror shall propose the direct labor categories and WYE as set forth in Attachment 2. The Offeror shall also propose labor for administration and management as needed.
