About this file
This is a Questions and Answers document for RFQ 80KSC026R0023, issued by NASA Kennedy Space Center (KSC) on October 26, 2026, regarding the acquisition of a 500-ton trailer-mounted air-cooled chiller system.
The acquisition seeks to procure (not rent) a complete portable chiller package for installation at KSC's facility. Key technical specifications include a 500-nominal-ton air-cooled chiller with helical variable-speed rotary screw compressors, a chilled water supply pump rated at 1,250 gpm at 100 feet of total dynamic head, and associated infrastructure mounted on a trailer not to exceed 55 feet in length. The system requires two 480-volt, 125-ampere electrical cable sets and six-inch chilled-water supply and return hoses for connection to existing facility interfaces. Government responses to contractor inquiries clarified that the Statement of Work (SOW) was revised for clarity in Amendment 3, addressing questions concerning electrical connection specifications, pump motor compatibility with 480-volt facility supply, facility responsibilities for isolation and energization of utilities, trailer length requirements, and compressor circuit configuration. One response confirmed that the acquisition purpose is equipment purchase only with no rental requirement. The responses consistently directed contractors to reference the SOW Revision released with Amendment 3 for clarification on technical requirements and scope responsibilities.

Question # RFQ Area Section Requirement/
Paragraph # Page # Question Gov Response
1 Attachment J-01 SOW 2.0 Scope of Work 3 1
Will NASA/KSC personnel or the Contractor physically connect the Contractor-furnished 480-volt power cables to existing facility electrical interfaces? Please confirm who will perform facility-side isolation and energization, and whether KSC will make the required electrical power available for scheduled startup and testing.
Attachment J-01, Statement of Work (SOW) was revised for clarity. See SOW Revision released with Amendment 3.
2 Attachment J-01 SOW 2.0 Scope of Work 3 1
Will NASA/KSC personnel or the Contractor physically connect the Contractor-furnished six-inch chilled-water supply and return hoses to existing facility flanges? Please confirm who will perform facility-side valve isolation, filling and venting, as applicable, and whether KSC will make the existing chilled-water system water-filled and operational for scheduled startup and performance verification.
Attachment J-01, Statement of Work (SOW) was revised for clarity. See SOW Revision released with Amendment 3.
3 Attachment J-01 SOW 3.0 Technical Requirements 3.2 Trailer a. 2
The configuration for this unit requires a trailer that exceeds the 55' length maximum in your SOW. We are recommending a 60' trailer to accommodate the chiller with the pump skid mounted on the upper deck. Is this acceptable, or do I need to work with engineering to see if the 55' max length is something they can make work? The chiller unit itself is 49.5' so a 50' lower deck is absolutely necessary to house the chiller, and the upper deck platform can only be so short with swing clearance taken into consideration. Please advise and I can upload a revised response to the solicitation.

5 Attachment J-01 SOW 3.0 Technical Requirements
3.1 Chiller
Figure 1.
Figure 2.
Electrical connection – Section 3.1(c) (p.1) lists two 480 V, 125 A cable sets. The PHSF drawing in Section 6.0 (p.4) shows 100 A and 60 A receptacles at the portable chiller location (outside Rm 1016), and a 200 A receptacle highlighted outside Rm 1023. Could you let us know which receptacle(s) the chiller and pump should connect to, and the plug or termination type, so our cables match the facility?
Attachment J-01, Statement of Work (SOW) was revised for clarity. See SOW Revision released with Amendment 3.
6 Attachment J-01 SOW 3.0 Technical Requirements 3.3 Chilled Water
Supply Pump a. 3 Pump motor – Section 3.3(a) lists a 230/460 V, 56/112 A motor, and the facility supply is 480 V. We're assuming a 460 V-rated motor is acceptable on the 480 V supply. Is that correct?
Attachment J-01, Statement of Work (SOW) was revised for clarity. See SOW Revision released with Amendment 3.
7 Attachment J-01 SOW 3.0 Technical Requirements 3.3 Chilled Water
Supply Pump a. 3 Pump duty point – Section 3.3(a) calls for 1,250 gpm at 100 ft of total dynamic head, "with a minimum 60 feet of head at 3,550 rpm." We're reading this as 1,250 gpm at 100 ft TDH, with 60 ft as a minimum head requirement. Is that the intent?
Attachment J-01, Statement of Work (SOW) was revised for clarity. See SOW Revision released with Amendment 3.
8 Attachment J-01 SOW 3.0 Technical Requirements 3.1 Chiller d. 1
SOW paragraph 3.1.d requires helical variable-speed rotary screw compressors with three fully independent cooling circuits. Our market survey of the major air-cooled screw chiller manufacturers — Carrier, Trane, York/Johnson Controls and Daikin — indicates that all published 500-nominal-ton product lines are configured with two independent refrigerant circuits.
This is compounded by amended paragraph 3.1.h, which now requires tube-and-fin copper condenser coil construction, further narrowing the available products.
Could you please confirm whether three fully independent circuits is a firm requirement, or whether two fully independent refrigerant circuits would be acceptable to meet the Government's redundancy objective?
Attachment J-01, Statement of Work (SOW) was revised for clarity. See SOW Revision released with Amendment 3.
9 RFQ 1. GENERAL 1 1 Could you please advise us of the required rental period for Solicitation 80KSC026R0023 – 500-Ton Trailer-Mounted Air-Cooled Chiller?
See solicitation terms and condition, the purpose of this acquisition is to acquire the equipment. There is no requirement for rental equipement.
