About this file

This is a Questions and Responses document for RFQ 80KSC026R0023, issued by Kennedy Space Center (KSC) dated September 9, 2026. The document addresses clarifications regarding a chiller unit acquisition solicitation.

The RFQ pertains to the procurement of a commercial chiller product with specific technical requirements outlined in Attachment J-01 (Statement of Work). Key technical specifications include minimum performance of 1,250 GPM at 100 feet with 60 feet of head at 3,550 RPM, though the Government clarified the design point through SOW revisions released with Amendment 1. Questions addressed electrical interface requirements, including disconnect ratings and receptacle configurations, which the Government addressed by adding Section 6.0 (Electrical Schematics and Connection at PHSF) to the SOW. Regarding startup and commissioning, the Government indicated the SOW was revised for clarity but deferred specific determinations on on-site versus factory startup to the evaluation of actual quotations. The Government confirmed that Service Contract Labor Standards and Davis-Bacon Act wage determinations do not apply, as this is a commercial product acquisition. Submission requirements include three volumes with specified page limitations; Amendment 1 revised clarifications on volume page limits and foldout counting procedures. The Government declined to provide advance technical acceptability determinations on hypothetical equipment configurations (such as dual refrigerant circuits or trailer types), stating that quotations will be evaluated against stated requirements and evaluation criteria. Offerors must comply with all solicitation terms and conditions and assume responsibility for submission compliance.
