About this file
This is a Statement of Work for a 500-ton trailer-mounted air-cooled chiller system to be delivered to Kennedy Space Center (KSC) by June 30, 2027, under contract 80KSC026R0023, Amendment 1, with a Firm-Fixed-Price (FFP) contract type.
The Contractor shall furnish one complete electrically powered, air-cooled hydronic chiller system mounted on an aluminum DOT-rated step-deck trailer (45–55 feet in length, minimum 25-ton load capacity) with a 500 refrigeration ton or 1758-kilowatt cooling capacity. The chiller must operate on 480-volt, three-phase power and include helical variable-speed rotary screw compressors with three independent cooling circuits, integrated variable-speed fan motors with non-ferrous blades, and onboard temperature set point capability. The condenser coils shall be traditional tube-and-fin copper construction with anticorrosion coatings suitable for coastal marine environments, or acceptable microchannel construction with comprehensive anti-corrosion systems. The chiller must achieve a 10°F to 14°F chilled water temperature differential at design conditions and operate continuously year-round outdoors with IP55-rated electrical enclosures, integrated safety controls, and vibration/acoustic dampening. A 50 horsepower end-suction centrifugal pump (6-inch inlet/5-6 inch discharge) delivering 1,250 gallons per minute at 100 feet total dynamic head shall be skid-mounted or integrated with bypass capability. The system requires two sets of 480-volt, 125-amp cables (minimum 25 feet each), 6-inch flexible chilled water hoses (minimum 40 feet), ANSI-rated bolted flange connections compatible with existing dual 6-inch carbon-steel KSC facility interfaces, and comprehensive electrical/controls components compatible with facility disconnects.
Delivery must be Free On Board (FOB) Destination to KSC with all auxiliary spare parts included. The Contractor shall perform on-site manufacturer-authorized startup, performance verification, and operational familiarization training for NASA personnel and provide complete documentation including equipment submittals, electrical one-line diagrams, commissioning reports, as-built routing sketches, operations and maintenance manuals, warranty documentation, pressure testing certifications, equipment data sheets, pump curves, and hose specifications—all delivered digitally at product delivery. No facility modifications are permitted except for DOT or safety compliance. Work shall be performed during first-shift hours (7:00 AM to 3:30 PM, Monday–Friday) unless Government approval is granted, and outage requests for testing must be submitted at least 15 business days in advance. No BAS programming or integration is required as this is a standalone portable unit.

J-01 Statement of Work, Revision 1 80KSC026R0023, Amendment 1, 500-Ton Trailer-Mounted Air-Cooled Chiller
1.0 Background
Kennedy Space Center (KSC) flight hardware processing and other critical facilities require uninterrupted cooling to support operations and protect sensitive equipment. Existing cooling assets are subject to launch damage, inclement weather, or are scheduled for maintenance or replacement. A portable, trailer-mounted chiller allows rapid deployment and minimal disruption to onsite operations and is required to ensure redundancy anywhere on the Spaceport with minimal loss of thermal control.
2.0 Scope of Work
The Contractor shall furnish one complete, electrically powered, air-cooled hydronic chiller system mounted on an aluminum DOT-rated step-deck trailer. The furnished system shall include all mechanical, electrical, and controls components required for direct interface with existing Kennedy Space Center KSC facility dual 6-inch chilled water and 480-volt electrical power connections.
The Contractor shall provide 480-volt, three-phase power cabling with overcurrent protection compatible with facility disconnects. The Contractor shall also furnish flexible 6-inch chilled water supply and return hoses equipped with ANSI-rated bolted flange hardware, gaskets, and associated connection hardware compatible with standard dual 6-inch carbon steel facility flanged interfaces. The Contractor shall furnish all required documentation and certifications, including equipment data sheets, trailer load-rating certifications, hose specifications, pump curves, electrical one-line diagrams, operations and maintenance manuals, and commissioning records. The Contractor shall deliver all auxiliary spare parts necessary to support normal operation.
The Contractor shall perform on-site manufacturer-authorized startup and performance verification and shall provide operational familiarization to NASA personnel. The Contractor shall also provide all associated schematics, procedures, and records required to establish operational readiness.
2.1 Contract Type, Delivery and Performance Period
Firm-Fixed-Price (FFP) contract. Period of Performance (POP) includes the delivery of a fully operational chiller, pump, and associated equipment (see 2.0 Scope of Work) to KSC on or before June 30, 2027.
3.0 Technical Requirements
3.1 Chiller
a. Electrically powered, air-cooled hydronic chiller of 500 refrigeration ton or 1758-kilowatt cooling capacity, capable of a chilled water temperature differential between supply and return flows of 10°F to 14°F at design conditions.
b. Three phase alternating current, 480-volt input.
c. Two sets of 480-volt, 125-amp electrical cables, with each cable set being a minimum of at least 25 feet longin length.
d. Helical variable-speed rotary screw compressors, with three fully independent cooling circuits.
e. Integrated variable-speed fan motors with composite or other non-ferrous fan blades.
f. Onboard two-way adjustable supply and return water temperature set point capability.
g. Capable of continuous, year‑round outdoor operation under all environmental conditions.
All electrical enclosures, controls, and externally mounted motors shall meet a minimum ingress‑protection rating of IP55 in accordance with IECௗ60529, ensuring protection against dust ingress and water jets from any direction.
h. The condenser coils shall be traditional tube-and-fin copper construction with anti-corrosion coatings and alloy brazed joints. Microchannel construction is acceptable in lieu of tube-and-fin construction, provided the condenser coils include a comprehensive anti-corrosion coating system suitable for a coastal marine environment. The condenser coil mounting rails shall be modified to provide adequate drainage to prevent the accumulation of corrosive, alkaline water resulting from exposure to offshore marine saltwater deposits and frequent rainfall.
i. Integrated safety controls including high-pressure protection, freeze protection, phase monitoring, and emergency stop.
