About this file

This document is a NASA Kennedy Space Center Request for Proposal (RFP) for a Launch Complex (LC) 39 Area Duct Bank System Replacement project. The procurement is structured in two phases, with Phase 1 being a competitive solicitation for design-build services for an estimated $100 million project. Key dates include the RFP publication on 11/12/2025, offeror questions due by 11/21/2025, and Phase 1 offeror responses due by 12/16/2025. Notifications for Phase II selection will occur on 2/27/2026, with Phase II RFP proposals due 6/1/2026.

The RFP requires offerors to submit four volumes: Administrative, Technical Approach, Technical Qualifications, and Past Performance. Evaluation will focus on specialized experience with underground duct bank and electrical distribution projects, experience in secure environments, organizational capabilities, and past performance. Offerors must demonstrate capability to manage a large-scale project, provide teaming agreements, and submit detailed information about their design-build team, including qualifications, safety records, and financial information. The solicitation is specifically seeking contractors with experience in mission-critical environments like NASA, DoD, and DOE, with expertise in medium-voltage systems and utility coordination.
