About this file

This document is a Statement of Work (SOW) for NASA's Agency-wide Supply of Liquid Hydrogen contract (Solicitation 80KSC025R0005), detailing liquid hydrogen delivery requirements for four NASA facilities: Glenn Research Center/Armstrong Test Facility, Kennedy Space Center/Cape Canaveral Space Force Station, Marshall Space Flight Center, and Stennis Space Center. The contract seeks approximately 36,952,000 pounds of liquid hydrogen with delivery specifications unique to each location, including specific delivery windows (mostly Monday-Friday), notification requirements (typically 48-72 hours prior), and facility-specific storage tank configurations ranging from 1,300 to 1,250,000 gallon capacities.

The SOW includes complex delivery protocols such as "waves of tankers" (simultaneous multi-trailer deliveries), specific fill point interfaces (primarily Air Force or Linde Bayonet), and special provisions for launch support, including Rapid Replenishment pricing mechanisms. For example, during launch campaigns, the contractor may need to increase daily delivery maximums from 80,000 to 120,000 pounds, with pricing adjustments for additional tanker waves. The anticipated contract period is from December 1, 2025 to November 30, 2030, with award to be made using a lowest price technically acceptable source selection process under full and open competition, targeting commercial industrial gas manufacturers.

NASA AGENCY-WIDE SUPPLY OF LIQUID HYDROGEN

ATTACHMENT 2

STATEMENT OF WORK

GLENN RESEARCH CENTER (GRC)/ARMSTRONG TEST FACILITY (ATF)

(CLINs 001, 101, 201, and 301)

(a) Delivery: Delivery and acceptance of product will normally be made Monday through Friday, from 6:00 AM to 6:00 PM. However, under unusual circumstances, the Contractor agrees to deliver product 24 hours a day, 7 days a week, including holidays.

(b) Notice for Delivery: GRC will normally place orders by the Thursday of each week preceding the week the delivery is to be made. Under unusual circumstances orders with a minimum of 48 hours’ notice shall be accepted. The total number and frequency of deliveries will be dependent on tanker trailer capacities and ongoing test program needs. The Government will use reasonable efforts to provide 48-hour notice when modifying delivery orders. The Contract shall supply a dispatch contact number which can be reached 24/7. Once the delivery order has been set, the Government will contact the dispatch contact number to address any near-term schedule adjustments.

(c) Clearance Procedures: The badging point-of-contact will ensure the drivers are issued temporary badges for admission onto GRC. The Contractor shall provide, upon request, a complete list of approved drivers for delivery.

(d) Seals: GRC requires the tanker to be sealed to prevent tampering; however, a serialized seal is not required. The Contractor shall maintain contamination-free and rust-free cleanliness of shipping container interfaces, transfer hoses, and fittings.

(e) Quantification of product delivered: Vendor will utilize certified scales at GRC to determine the quantity of product delivered.

(f) GRC responsibility during delivery: GRC personnel must be present to operate GRC equipment during the delivery of liquid hydrogen.

(g) Waves of Tankers: There are instances when the Government requires multiple tanker trailers delivered at the same time and off-loaded simultaneously. A group of two or more tanker trailers scheduled for delivery at the same time is referred to as a “wave” of tankers. In these instances, off-loading the wave of tankers simultaneously through a manifold provides significant benefits to the Government. Alternately, there are impacts to the Government when delivery times are staggered, and waves are not achieved. When requested, the Contractor shall deliver the number of specified tankers for the wave at the same time to the appropriate delivery location at the specified time.

(h) Receiving Storage: Current facility storage containers in use at GRC include those which are listed below. However, the Government reserves the right to add, withdraw, change, or substitute receiving containers at any time during the life of the contract. Additionally, there will be instances where propellant delivery will be made directly into Government tankers, at either GRC-Cleveland or Armstrong-Sandusky.

Fill point interface for SLC-41: Air Force Bayonet

(j) If conditions warrant, due to mission requirements, drivers may be required to remove and/or secure (turn-off) cell phones, GPS, and other transmitting devices prior to entering the launch complex gates.

(k) This CLIN supports Wet Dress Rehearsal (WDR), for all launches supported by CLIN 2. A

WDR is when the vehicle is filled with propellant in preparation for launch. However, WDR does not include the launch of the vehicle.

(l) SLC-41 Vent Requirements: The offload configuration utilizes a helium purge through the transfer hose, through tanker off-load circuit and out to the facility vent stack. Local venting at the liquid hydrogen tanker is not allowed. Vendor trailer must be capable of venting through the facility vent stack.

(m) Launch Equipment Test Facility (LETF) – Test Support: Testing will require use of vendor supplied liquid hydrogen trailer which will interface directly with the test facility and supply liquid hydrogen for the duration of test. The interface connection is an Air Force Bayonet.

Testing is estimated to last one or two days for each test period, however additional days may be required. Contractor personnel shall be present during all testing and shall be responsible for operating trailer valves which will control test pressure to the facility. Typical concept of operations are as follows: The liquid hydrogen Tanker will usually be on site at 4pm on a Friday, followed by a pre-task meeting with all test personnel to discuss test objectives and procedures along with safety protocols and procedures. The liquid delivery hose and the gas vent (ullage vent) hose will be connected along with grounding of the liquid hydrogen Tanker.

The hoses will be purged with helium and verified to be less than 1% oxygen prior to initiating liquid hydrogen flow. The operation would start with the liquid hydrogen Tanker at minimal pressure and begin slow system chill-down for approximately 45 minutes. After chill-down is complete, the tanker ullage pressure will be increased in stages up to a maximum of approximately 50 psig. Test pressures will be adjusted up and down throughout the test.

Venting of the ullage pressure during testing will be controlled using LETF vent valves. There will be a long duration slow flow that will continue for approximately 4-6 hours. When complete (based on test results or remaining liquid hydrogen), the tanker operator will vent ullage pressure to less than 5 psig and the tanker will be secured. The flex hoses will then be purged with helium and verified to be less than 1% hydrogen prior to breaking into the system.

Hoses will then be disconnected, and the tanker released. The entire operation will typically last 8-10 hours. There will be approximately 4 NASA and NASA contractor personnel in the field with the tanker operator; the rest of the test team will be in a control room in the facility.

Restroom and snack breaks will be provided. During test operations, there will be a 600-foot control area established throughout the test due to the onsite liquid hydrogen quantity/distance requirements.

KENNEDY SPACE CENTER (KSC)/SPACE LAUNCH SYSTEM (SLS)

(CLINs 003, 103, 203, and 303)

(a) Delivery: Delivery and acceptance of product shall be made Monday through Friday, from

5:00 AM to 3:30 PM. However, when required by the Government, the Contractor agrees to

(b) Notice for Delivery: KSC shall notify the Contractor 48 hours prior to required delivery of product. When ordering waves of tankers, the Government shall provide a minimum of 7 days’ notice.

Rapid Replenishment: While Rapid Replenishment is active, KSC shall notify the Contractor at least 10 days prior to the requested delivery date when ordering more than 2 waves in a rolling 24-hour period. For orders of no greater than 2 waves to be delivered in a rolling 24-hour period, the 7-day minimum notice will remain in effect.

(d) Seals: KSC requires the tanker to be sealed to prevent tampering; however, a serialized seal is not required.

(e) Quantification of product delivered: KSC shall accept certified scale measurements from the

Contractor’s source. Quantity delivered shall be annotated on the DD FORM 250 or equivalent commercial document.

(f) KSC responsibility during delivery: KSC personnel must operate receiving equipment during the delivery of liquid hydrogen.

(g) Waves of Tankers: A group of two or more tanker trailers scheduled for delivery at the same time is referred to as a “wave” of tankers. In these instances, off-loading the wave of tankers simultaneously through a manifold provides significant benefits to the Government.

Alternately, there are negative impacts to the Government when delivery times are staggered, and waves are not achieved. When the Government requires two or more tankers delivered in a wave, the Contractor shall deliver the specified number of tankers for the wave simultaneously to the appropriate delivery location at the specified time.

(j) KSC SLS supply begins at launch countdown and remains in effect until launch. This is to support replenishment of the storage tanks following failed launch attempts. Should the vehicle fail to launch and require replenishment for additional attempts, this CLIN will be used to replenish all used commodity in preparation for upcoming launch attempts. This CLIN is not for Wet Dress Rehearsal (WDR) support (See CLIN 2).

(k) Rapid Replenishment: Pursuant to Terms and Conditions Section 2.3.6, if it is determined that a launch campaign will result in the need to rapidly refill stored quantity of LH2, Rapid Replenishment may be declared to increase the daily maximums for LH2 deliveries from 80,000 lbs. to 120,000 lbs. Once declared, LH2 pricing will be determined based on the number of tankers delivered each day. The first two (2) waves of tankers scheduled for delivery in a rolling 24-hour period, will deliver commodity at CLIN 3 prices, per Terms and Conditions Section 2.2 Liquid Hydrogen Product Unit Price, for the current period. When greater than two waves of tankers are scheduled for delivery in the same 24-hour period, the Contractor may leverage Rapid Replenishment Other Pricing, for the current period, as defined in Attachment 1, Other Pricing, for additional waves beyond the second wave. An example of this is included below:

In this example, a Contractor has a CLIN 3 product unit price of $10.00/lb., and a Rapid Replenishment price of $2.00/lb. The Contractor has 3 waves of tankers to Pad 39B on one day and another 3 waves of tankers on another day. Both days’ operations went smoothly, and no other additional pricing was triggered except for the Rapid Replenishment Other Pricing on Wave 3.

The pricing for the quantities delivered will be calculated as follows:

Day 1(Rolling 24-hour period):

Wave 1 – 37,000lbs. x $10.00/lb. = $370,000 Wave 2 – 41,000lbs. x $10.00/lb. = $410,000 Wave 3 – 38,000lbs. x ($10.00/lb. + $2.00/lb.) = $456,000

Day 2 (Rolling 24-hour period):

Wave 1 – 38,000lbs. x $10.00/lb. = $380,000 Wave 2 – 39,000lbs. x $10.00/lb. = $390,000 Wave 3 – 40,000lbs. x ($10.00/lb. + $2.00/lb.) = $480,000
