About this file

This document is an Amendment (Number 001) to a NASA solicitation for an Agency-wide Liquid Hydrogen Supply contract. The amendment includes questions and responses related to the solicitation, with key revisions to Attachment 2 of the Statement of Work. Specifically, the amendment deletes two storage tanks at KSC/CCSFS (SLC-41 42,000 Gallons and KSC Hydrogen Industrial Area 33,000 Gallons), restructures page numbering, and updates the SSC paragraph (h) table.

The amendment provides clarifications on several technical aspects of liquid hydrogen delivery, including helium purge procedures, manifold configurations, and wave of tankers definitions. Notable responses include confirming that CLIN 2 covers pre-launch sphere fills, denying requests for detailed schematics of purge and manifold systems, and maintaining NASA's exclusive right to exercise option years. The amendment reinforces existing solicitation requirements, such as delivery parameters, access protocols, and the inability of offerors to bid on partial volumes for each location.

Fill point interface for SLC-41: Air Force Bayonet

(j) If conditions warrant, due to mission requirements, drivers may be required to remove and/or secure (turn-off) cell phones, GPS, and other transmitting devices prior to entering the launch complex gates.

(k) This CLIN supports Wet Dress Rehearsal (WDR), for all launches supported by CLIN 2. A

WDR is when the vehicle is filled with propellant in preparation for launch. However, WDR does not include the launch of the vehicle.

(l) SLC-41 Vent Requirements: The offload configuration utilizes a helium purge through the transfer hose, through tanker off-load circuit and out to the facility vent stack. Local venting at the liquid hydrogen tanker is not allowed. Vendor trailer must be capable of venting through the facility vent stack.

(m) Launch Equipment Test Facility (LETF) – Test Support: Testing will require use of vendor supplied liquid hydrogen trailer which will interface directly with the test facility and supply liquid hydrogen for the duration of test. The interface connection is an Air Force Bayonet.

Testing is estimated to last one or two days for each test period, however additional days may be required. Contractor personnel shall be present during all testing and shall be responsible for operating trailer valves which will control test pressure to the facility. Typical concept of operations are as follows: The liquid hydrogen Tanker will usually be on site at 4pm on a Friday, followed by a pre-task meeting with all test personnel to discuss test objectives and procedures along with safety protocols and procedures. The liquid delivery hose and the gas vent (ullage vent) hose will be connected along with grounding of the liquid hydrogen Tanker.

The hoses will be purged with helium and verified to be less than 1% oxygen prior to initiating liquid hydrogen flow. The operation would start with the liquid hydrogen Tanker at minimal pressure and begin slow system chill-down for approximately 45 minutes. After chill-down is

STATEMENT OF WORK

MARSHALL SPACE FLIGHT CENTER (MSFC)

(CLINs 004, 104, 204, and 304)

(a) Delivery: Delivery and acceptance of product shall be made Monday through Friday, from 7:00 AM to 2:00 PM. However, under unusual circumstances, the Contractor agrees to deliver product 24 hours a day, 7 days a week, including holidays.

(b) Notice for Delivery: MSFC may place orders by the Thursday of each week preceding the week the delivery is to be made, but no less than 48 hours prior to the required delivery of product. For orders of two or more tankers MSFC shall provide a minimum of 7 days’ notice.

(c) NASA Location Access Requirements: All personnel entering NASA locations must be badged for access in accordance with the Personnel Identity Verification (PIV) requirements.

Badging requirements and points of contact shall be listed in the delivery order.

(d) Seals: MSFC requires the tanker to be sealed to prevent tampering; however, a serialized seal is not required.

(e) Quantification of product delivered: The Contractor shall use certified scales at MSFC.

Quantity delivered shall be annotated on the DD FORM 250 or equivalent commercial document.

(f) Waves of Tankers: There are instances when the Government requires multiple tanker trailers delivered at the same time and the off-loaded simultaneously. A group of two or more tanker trailers scheduled for delivery at the same time is referred to as a “wave” of tankers. In these instances, off-loading the wave of tankers simultaneously through a manifold provides significant benefits to the Government. Alternately, there are impacts to the Government when delivery times are staggered, and waves are not achieved. When requested, the Contractor shall deliver the number of specified tankers for the wave at the same time to the appropriate delivery location at the specified time.

(g) Receiving storage: Current Facility storage containers in use at MSFC include those which are listed below.

11 Waves of Tankers 2.3.6 10 What is the exact number of trailers during 'a Wave of Tankers' request ?

There is not an exact number for a wave of tankers. As defined in

2.3.6 " a wave of tankers consists of two or more tankers that are scheduled for delivery at one time."

12 Is NASA willing to allow the ‘Option Years’ to be mutually agreed upon, instead of NASA has the exclusive exercising right?

No.
