About this file

This document is an Amendment to Solicitation (Standard Form 30) for NASA's Agency-wide Liquid Hydrogen supply contract, numbered 80KSC025R0005. The amendment, dated June 25, 2025, provides a questions and responses document that clarifies key details about the liquid hydrogen procurement. The primary purpose of the amendment is to update the Price Proposal Template to ensure cells are unlocked and to address a vendor's questions regarding liquid hydrogen consumption estimates and pricing requirements.

The key clarification involves the Best Estimated Quantity (BEQ) of 284,000 pounds, which applies to base period 2, not just option year 1 as the vendor initially questioned. NASA emphasizes that even if an estimate appears to be zero, it does not eliminate the potential need for supplies during that period. The solicitation requires offerors to provide unit pricing for base period 2 and all option periods (1, 2, and 3) using the base period 2 BEQ of 284,000 pounds. The amendment reinforces that unit prices will be incorporated into the contract and used when requirements occur.

Paragraph # Page

# Question/Comment Government Response

1 (1) Please confirm that NASA Cleveland/Sandusky will not use any liquid hydrogen for Option year 2 and 3.

(2) Just Option year 1, the consumption maybe 284,000lbs?

(3) There will be no pricing for the Option year 2 and 3.

(1) Confirmation cannot be provided. See 2.1.1 Schedule of Supplies ** "BEQs are best known estimates and are subject to change, an estimate of zero (0) does not eliminate the possible need for supplies during that year"

(2) No, the BEQ of 284,000 is for base period 2

(3) See RFP section 6.4.3 Volume 2: Price (a)(2), "…offerors must provide a unit price for base period 2, option period 1, option period 2, and option period 3 utilizing the base period 2 BEQ of 284,000. For these CLINS, all unit prices will be incorporated into the contract and the applicable unit price will be used when the requirement occurs."
