About this file
This document is a Questions and Responses file for NASA's Agency-wide Liquefied Natural Gas (LNG) solicitation, providing clarifications on two key areas of the Request for Proposal (RFP). The first question addressed whether the contract is for direct suppliers, with NASA directing potential vendors to review Section 5.3.2(1)(c) of the Terms and Conditions and Attachment 3 - Capability Form for detailed guidance. The second question involved a vendor's request for a monthly price adjustment formula based on natural gas index pricing, which NASA rejected.
NASA cited Federal Acquisition Regulation (FAR) 16.203-3, explaining that a fixed-price contract with economic price adjustment would only be considered necessary to protect against significant labor or material cost fluctuations. Based on current market research, NASA determined there were no anticipated significant fluctuations that would justify a variable pricing mechanism. The solicitation seeks approximately 2.8 million gallons of LNG for use at Marshall Space Flight Center and Stennis Space Center, with all technical and contractual questions to be submitted electronically by May 21, 2025, at 4:30 p.m. Eastern.

Questions and Responses to RFP May 27, 2025
Question # RFP Area Requirement/
Paragraph # Page # Question/Comment Government Response
1 Section 5.3.2 Volume 1:
Technical Acceptability
3 75 Is this contract for direct suppliers? We are a woman-owned SDVOSB SBA-certified company with contacts with all the major suppliers. I notice there was no side identified.
Please see Section 5.3.2(1)(c) of "80KSC025R0004 - Terms and Conditions" and "Attachment 3 - Capability Form".
2 Section 1.2 Liquefied Natural Gas Product Unit Price & Section 1.3 Other Pricing
1 & 2 6 [REDACTED] would like to request NASA's consideration for a monthly price adjustment formula (in lieu of firm fixed pricing) that is based on an index. Raw material cost based on an index plus an adder for processing and transportation. NASA's adjusted monthly unit price would be equal to the natural gas cost per gallon plus the adder for liquefaction and logistics and adjusted each month of the contract term.
Per FAR 16.203-3, A fixed-price contract with economic price adjustment shall not be used unless the contracting officer determines that it is necessary either to protect the contractor and the Government against significant fluctuations in labor or material costs or to provide for contract price adjustment in the event of changes in the contractor’s established prices. Based on current market research the government does not anticipate significant fluctuations and therefore cannot justify a fixed-price contract with economic price adjustment at this time.
