Question # Question Government Response

1 Can you please confirm the total volumes in scope for this RFP for KSC and CCSFS specifically? Total volumes for this acquisition are as stated in the RFP/Schedule of Supplies

We are not quite sure how to interpret the volumes provided in the Scope of Work attachment (I have attempted to summarize below) The routine monthly volumes do not seem to line up with the annual volumes

The table identified in the question is not part of the RFP; it is the offeror's attempt to summarize information contained in the RFP For CCSFS (LC-41): CLIN 5 volumes are correct for the requirements being supported in this acquisition For KSC (Dewars): CLIN 16 BEQ to be revised from 700 to 1200 liters to reflect peak rqmt

3 Will the volumes in scope for KSC and CCSFS support launch cadence?

This acquisition is not for requirements outside of what is contained within the RFP/Schedule of Supplies

From historical info, actual purchases are significantly lower than your bid estimates Can you explain the differences ?

The solicitation and Statement of Work contain a realistic estimated total quantity However, this information is not to be construed as a limit or guarantee of future work or the actual volume of services required, nor is it representative of an obligation or commitment of the Government

Would NASA be willing to add volume thresholds if we are to price for the higher volumes, but they do not materialize during the new contract term?

No

6 When does Nasa make the award of the helium business? Reference section 2 7 Ordering Periods of the RFP

7 Is it poss ble that we win only a portion of the sites or does the entire requirement go to one supplier? Reference section 7 1 of the RFP

8 Once awarded, are all vendor bids made public on Sam gov?

No

On Attachemnt 3 - Other Pricing tab - the dates are different Are the contract year dates supposed to be October 1-September 30, not Dec-November?

Correct – all the dates should be (10/01 thru 09/30) The Pricing Spreadsheet will be revised and posted back to SAM gov with the corret dates

10 Is there any way to allow (prospective Offeror) an extra 7 days to submit our bid for the helium contract? To enhance competition, the Government is extending the proposal date and time to August 8, 2022, at 9:00 a m Eastern Time In accordance with FAR 15 208, offerors that have already submitted a proposal may (but are not required to) modify, revise, or withdraw and resubmit their proposal prior to the extended proposal date

Can you please confirm that amendment(s) #1 and #2 did not create a new 89-page document for review and completion?

The Standard Form 30 (SF-30) and associated continuation pages for each amendment (currently there are two amendments: 0001 and 0002) detail changes to the original solicitation The amendments must be used in conjunction with the original solicitation

12 I would like to be sure that using the bid document from June 30th is still the correct form Attachment 3 – Price Proposal Template Revision 1 is the current version; this version incorporates all changes to date The Standard Form 30 (SF-30) and associated continuation pages for amendment 0002 details all changes made to the original Attachment 3

What is SF 1449 and SF 30?

Standard Form 1449 (SF 1449): Solicitation/Contract/Order for Commercial Products and Commercial Services form

Standard Form 30 (SF30): Amendment of Solicitation/Modification of Contract form

Where do we upload any exceptions to the bid text from our legal team?

Refer to RFP section 6 3 ADDENDUM TO FAR 52 212-1 OFFERORS-

COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV

2021): TAILORED PARAGRAPHS; this section details submission of offers

15 Do we upload the agency supply bid document as there are many questions imbedded in the text that we are required to answer?

Refer to RFP section 6 4 3 Volume 2: Price; this section addresses the completion of Attachment 3, Price Proposal Template The Price Proposal Template has an instructions tab labeled “Instructions” on how to fill out the template Refer to RFP section 6 3 ADDENDUM TO FAR 52 212-1
