Question # Question Government Response
1 Can you please confirm the total volumes in scope for this RFP for KSC and CCSFS specifically? Total volumes for this acquisition are as stated in the RFP/Schedule of Supplies.
We are not quite sure how to interpret the volumes provided in the Scope of Work attachment (I have attempted to summarize below). The routine monthly volumes do not seem to line up with the annual volumes.
The table identified in the question is not part of the RFP; it is the offeror's attempt to summarize information contained in the RFP.
For CCSFS (LC-41): CLIN 5 volumes are correct for the requirements being supported in this acquisition. For KSC (Dewars): CLIN 16 BEQ to be revised from 700 to 1200 liters to reflect peak rqmt.
3 Will the volumes in scope for KSC and CCSFS support launch cadence? This acquisition is not for requirements outside of what is contained within the RFP/Schedule of Supplies.
4 From historical info, actual purchases are significantly lower than your bid estimates. Can you explain the differences ?
The solicitation and Statement of Work contain a realistic estimated total quantity.
However, this information is not to be construed as a limit or guarantee of future work or the actual volume of services required, nor is it representative of an obligation or commitment of the Government.
5 Would NASA be willing to add volume thresholds if we are to price for the higher volumes, but they do not materialize during the new contract term?
No
6 When does Nasa make the award of the helium business? Reference section 2.7 Ordering Periods of the RFP.
7 Is it poss ble that we win only a portion of the sites or does the entire requirement go to one supplier? Reference section 7.1 of the RFP.
8 Once awarded, are all vendor bids made public on Sam.gov?
No
On Attachemnt 3 - Other Pricing tab - the dates are different. Are the contract year dates supposed to be October 1-September 30, not Dec-November?
Correct – all the dates should be (10/01 thru 09/30). The Pricing Spreadsheet will be revised and posted back to SAM.gov with the corret dates.
