NASA intend to provide a template or will contractor template / format suffice instead?
Yes, it is correct that these attachments are not provided; if applicable, an offeror format will suffice.
2 RFP 4.1 pg. 42 Referenced appendices Appendix A and B were not provided. Does NASA intend to provide Past performance Questionnaire template and LSIRD Sample? Does NASA intend to clarify what LSIRD is?
Appendix A, Past Performance Questionnaire was provided. Please review SAM.gov Attachments/Links Section titled, Appendix A_Past Performance Questionnaire.pdf. Appendix B, LSIRD sample will be posted as soon as current one is released. Please realize this document is provided for informational purposes and is only related to a request for launch service proposal i.e., Launch Service Task Order.

How should performance for Non‐Core Propulsive Stages that varies depending on a specific launch provider be treated? Should performance be listed separately for each launch provider or are maximum or a range of values sufficient?
Each vehicle’s performance should be shown separately and the performance of the non‐core propulsive stage should be listed separately.

Should hosting capabilities for Non‐Core Propulsive Stages such as TT&C, deltaV, payload power, etc., all be included as "Additional Information"?
Yes, any additional information that can be provided is helpful for planning purposes.

For Non‐Core Propulsive Stages that can launch with multiple core launch providers, what type of contract evidence between the non‐core propulsive stage and the launch provider is expected?
As stated in Section 6.4.11.1 Minimum Launch Service Criteria (c) …Offeror shall provide any agreements for each proposed vehicle … This section applies when the Offeror is proposing to use a launch vehicle which is not their own.
6 RFP 6.4.7(d) pg. 80 The Price Volume is listed to be provided in Excel (*.xlsx) format however the Government did not provide a template nor were instructions for format of the price volume provided. Can the Government clarify that the Price Volume requirement is limited to providing CLIN Structure and Pricing Table 1‐1 and Table 1‐2 Special Task Assignment Labor Rates in spreadsheet format?
Please refer to RFP Section 6.4.12 Volume II, Price, and values in Table 1‐1 and Table 1‐2 should match.
7 RFP 6.4.12(a) pg. 85 Section 6.4.12 specifies that the Offeror can provide the bassline launch service price with a rationale and assumptions for determining the CLIN 1 NTE price. Can the Government confirm that a response that provides that information will meet the requirement for demonstrating reasonableness given the utilization of commercial pricing and response to a competitive
Once proposals are received, the basis for determination will be based on the information stated in Section 6.4.12(a) and will be evaluated in accordance with Section 7.3. At this time, the Government can not confirm that a proposal will be determined reasonable.
8 In the event of a US government shutdown during the VADR response time frame, will the RFP due date shift beyond December 11th, 2023?
The Government shutdown did not occur, therefore, the December 11, 2023 due date is still valid.
9 RFP 6.4.6.6‐1(b) We request modification of 6.4.6.6‐1(b) Page Limitations and 6.4.11.1(c) Launch Service Criteria to state that launch service agreements required with proposal submission do not count against the page limit. For Offerors proposing broker services and transfer vehicles, submission of multiple launch service agreements will quickly fill available pages.
Section 6.4.6(b) has been revised to reflect the launch service agreement(s) are excluded from the page count.
Can you please tell me if this (80KSC021R0034_On‐Ramp_Issue01) ‐ is the final RFP that is posted on SAM.gov?
