For your convenience, the Government created this change log that notates anticipated updates/revisions from the original VADR RFP (link has provided in this posting) to the anticipated VADR RFP Rev A. Prospective offerors will be cautioned to review the VADR REV A. RFP (Early November) carefully and in its entirety to discern all changes, as the VADR Rev A. RFP takes precedence over the information provided herein.

Added: 2.8 FAR 52.212-4(s)(1) ORDER OF PRECEDENCE. ANY INCONSISTENCIES IN THIS SOLICITATION OR CONTRACT SHALL BE RESOLVED BY GIVING PRECEDENCE IN THE FOLLOWING ORDER (TAILORED) AS FOLLOWS:

(1) The schedule and description of supplies/services (Section 1, 2, and Statement of Work, excluding contract clauses incorporated by reference). The ICD (Attachment 03, CDRLS, VADR 1-2) shall take precedence over the Mission Solution (proposed solution). Any inconsistencies between the ICD and the Mission Solution shall be resolved by giving precedence to the ICD over the Mission Solution once the ICD is approved by the Government.

(2) – (9) remain as cited.2.8 FAR 52.212-4(s)(1) ORDER OF PRECEDENCE.

From: NASA will determine whether the mission is a success or failure based on the application of the mission success criteria as defined in the RFP and ICD (VADR 1-2).

To: Provide the recommended mission success criteria and determination methodology prior to the launch and the Final Flight Report (VADR 1-14) to enable determination of mission success as defined in the Interface Control Document (ICD) (VADR 1-2). NASA will determine whether the mission is a success or failure based on the application of the mission success criteria as defined in the Section 2.9, Mission Success Criteria of the base contract and the approved mission success criteria and determination methodology in the ICD. 1.3 Program Management paragraph (f)

From: The Contractor’s proposed methods, including required vehicle telemetry measurements, ground observation, and analysis/reconstruction techniques, for verifying that each proposed mission success criterion is satisfied. Allowances for sensor measurement accuracy shall be explicitly identified and justified. The Contractors methodology shall be based on applicable flight related ICD requirements to be determined during ICD development and shall be used to determine the success of the mission.

To: The Contractor’s shall provide a list of proposed criteria based on applicable flight related ICD requirements. The Contractor’s proposed methods, including required vehicle telemetry measurements, ground observation, and analysis/reconstruction techniques, for verifying that each proposed mission success criterion is satisfied. Allowances for sensor measurement accuracy shall be explicitly identified and justified. The criteria and methodology, which will be determined during ICD development, will be used to support the Contracting Officer’s determination of mission success. 4.0 Mission Success Criteria & Determination Methodology
